SAN DIEGO (KGTV) - As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035. Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932
SAN DIEGO (KGTV) A local conservation group came dangerously close to running into the armed kidnappers who snatched a California tourist and her guide while on safari in Uganda. Kim Endicott and her driver were abducted at gunpoint from the Queen Elizabeth National Park across the border from Congo on April 2.They were released over the weekend. Details of the negotiated release have not been made public. Bill Toone is the director and founder of Ecolife Conservation in Escondido. He and several other members were leaving the park just as Endicott's group was arriving. Their guides stopped to talk. Endicott's group left and returned to their lodge. They returned to the park roughly four hours later. That's when they were ambushed. "I'm a little surprised that it ended as positively as it did. It could have obviously been really awful, and I kind of thought it might be, so it's thrilling that she's out of there," said Toone. Among other things, Ecolife Conservation provides safe, fuel efficient stoves for homes in remote areas of the world. The group has been working in Uganda for seven years. Toone said he's never felt unsafe. He was shocked to learn of the kidnappings."First of all, it's low season there and so there are very few tourists around anyway, so I guess that is why we became a target, it made it a little simpler, or she became a target," said Toone. Toone said in the days that followed the kidnapping; his group was required to have armed guards. He says the Ugandan government has been misleading on this issue."They say it's required to have armed guards when you go in the park. We've been going to the park for seven years. Every entrance to the park is through a gate where there are wildlife officials who check your vehicle in, they know who is in the vehicles, they check the licenses of the guides, never in all the years that we've gone there has anyone even suggested that you bring an armed guard. They've been saying she should have had a guard, that is not our experience at all," said Toone. Toone hopes things return to normal soon."The repercussions could be enormous. Uganda depends very heavily on tourism dollars. That's their incentive to do the kind of conservation they do there for the wildlife," said Toone who reiterated that the kidnappings are an isolated event."We have to keep it in perspective that this was one person in a country that actually has a really wonderful record for safety. San Diego (KGTV)- Another section of the bluff has collapsed in Encinitas. This comes almost exactly one year after the deadly collapse that killed three women on the beach.Large mounds of rock sit at the foot of the cliffs on Stonesteps Beach, in Encinitas, after the bluffs gave way early Sunday morning. Lifeguard Captain Larry Giles tells ABC 10News the collapse stretches 40 feet along the beach.The block failure sits just over a mile and a half from Grandview Beach in Encinitas. Julie Davis, her daughter Annie Clave and sister Elizabeth Charles were tragically killed at the site a year ago after the bluffs came crashing down.10News spoke with Davis' husband, Dr. Pat Davis, last week on the anniversary of the collapse. He says more needs to be done to keep Encinitas beach-goers safe."There's very few new signs warning people about these cliffs," says Davis. "There's very little coordination by the lifeguard service to warn people about how dangerous these cliffs are."Lifeguard Captain Larry Giles says no one was hurt in this weekend's collapse. The block failure was caused by natural erosion.Giles says there is a small area on the cliff that is still causing some concern. Lifeguards and the City of Encinitas are monitoring the area.Dr. Pat Davis says that as his family mourns the loss of their loved ones, he can't help but think about beach-goers."I think we're looking at a situation where what happened to my family could easily happen again."Davis has been working with local and state leaders to stabilize the bluffs. He hopes a new bill will help. It offers solutions like sand replenishment. That bill is currently moving through the state Senate. 1685
SAN DIEGO (KGTV) — With the threat of yet another rollback for San Diego businesses, owners are concerned. San Diego County is on track to move into the most restrictive tier, meaning restaurants, personal care shops like nail salons, museums, zoos, places of worship, movie theaters, and gyms all have to operate completely outside. The county is expected to announce that rollback Tuesday, Sept. 22.Ricardo Zarate Jr is the Director of Operations for Leucadia Company, a group that manages three Encinitas restaurants, including Valentina and Moto Deli. He said they’ve been trying to adapt with the times, adding trees and decorations to their outdoor dining, but hearing the news that the community is moving in the wrong direction is hard.RELATED: What happens if San Diego County moves to California's most restrictive tier“You think ‘okay we’re doing our due diligence, we’re making steps, there’s progress,’ and then to find out there’s not going to be that progress and in fact there might even be some regress, it’s disheartening,” said Zarate.He said he anticipates more restaurants will likely permanently close if they have to shift to outdoor yet again. When asked about the roller coaster of opening and closing, he said his restaurants will make it, but knows it’s hard on others.“On one hand it would be nice to not be wondering when the next step back is going to come but on the other hand, I can see how some of our fellow restaurants do benefit, even if it’s briefly, from being able to open up their indoors,” he said.Jessica Huynh at Bella Paris Nails in Little Italy knows the benefits of being able to open indoors. Her nail salon does not have the space to open outside, so they stayed closed the whole pandemic. After almost six months of no business, they finally reopened when indoor services were allowed in September. Now, less than three weeks later, they’re faced with the possibility of only outdoor services again, which for them means another closure.“I don’t know if we can work outside, so maybe we close again,” said Huynh. 2070
SAN DIEGO (KGTV) - Underused land owned by San Diego's Metropolitan Transit Service could help address the region's need for affordable housing — though not entirely.That's according to a new report by the think-tank Circulate San Diego, which suggests nearly 60 acres of MTS-owned land, including parking lots and structures, could better serve the community as new homes."Empty and underutilized parking lots are a stark and visible demonstration of public lands being underutilized.
