SAN DIEGO (KGTV) — The discovery of suspicious packages near a downtown San Diego building prompted evacuations, but the boxes were later determined to be harmless.Authorities were called an area near the intersection of 6th Avenue and B Street at around 8:30 a.m. after several white boxes were found and deemed suspicious.The WeWork building through the 13th floor was evacuated and traffic lanes were closed in a nearby area due to the investigation. She said she noticed the packages at 6am when she opened her stand. She thought nothing of them until she was suddenly forced to close her shop.“I had some people in line. It was a really busy time, so it wasn’t a good time to leave," Otis said. At 8:15 am, a passerby had flagged down Lt. Kevin Wadham, saying this cannot be a coincidence. Hours earlier, news of the Secret Service intercepting suspicious packages addressed to Former First Lady Hillary Clinton, President Obama, and CNN broke. The boxes in San Diego were at the SanDiego Union-Tribune headquarters, Senator Kamala Harris’ office, and other businesses.“Out of an abundance of caution, this building at 6th and B was evacuated, and all the neighboring businesses," Lt. Kevin Wadhams said. San Diego Police immediately called their Bomb Unit. They X-Rayed the boxes and found they contained nothing suspicious. The contents were a shoe, a football, an empty bag of chips, two children’s books, and a hat. An hour later, and after a whirlwind of emotions, Otis was able to re-open her shop.“It was kind of scary. I’ve been here for 15 years. And nothing like that has ever happened," Otis said.Following an inspection by a bomb squad, evacuation order was lifted.None of the packages were addressed to anyone specific or implied a threat. The packages were not sealed and also had a mixture of writing on them. Surveillance video showed an unknown person placing the packages at the location at about 1:45 a.m., according to San Diego Police. Police added that the area is frequented by transients at night.SDPD, ATF, and FBI officials were all taking part in the investigation.10News spoke to Threat Assessment Professional, Wendy Patrick. She said the FBI investigators are now focusing on profiling the senders.“What do the targets have in common? This case appears to be political ideology. But is it more than that" Patrick said. These acts of terror can be inspired by a variety of things, Patrick said. It could be a stab at a political party, a news organizations, or a personal vendetta or grievance. While this morning’s incident at the San Diego Union-Tribune headquarters turned out to be non-threatening, Patrick said the heavy police presence and bomb squad response were appropriate."We want to make sure that we never let our guard down and we take every report as serious as we can," Patrick said. Unlike political figures, regular citizens do not have the luxury of having the secret service monitoring our mail. So Patrick said it is essential that we be extra vigilant, especially during the season of giving. “Even rudimentary bombs can explode in your face," Patrick said. "Unfamiliar packages should be treated with caution. Is there a return address and is it a name you don’t recognize? SAN DIEGO (KGTV) - The government is sweetening the deal for investors who put their money into San Diego's most under-served neighborhoods, but the offer could be having a negative effect on the people who live in them.A new study from Zillow says prices in so-called opportunity zones grew 20 percent in a year after they received the government designation. That designation, part of 2017 tax reform, offered investors capital gains tax breaks for investing in the areas, which the IRS deems "economically distressed."San Diego County has about 30 of these zones, most of them concentrated in the city of San Diego's inner core. Zillow says the Colina del Sol neighborhood near City Heights, parts of Golden Hill and University Heights are the areas that could see the most investment. SAN DIEGO (KGTV) - The Community Resource Center, a non-profit dedicated to helping families in need, was able to overcome the COVID-19 pandemic and deliver holiday happiness to North County families.Every year, the CRC does their annual "Holiday Baskets" program, where families in need get a shopping spree-style day at the Del Mar Fairgrounds to get food, toys, clothing, and more for the holidays.But in 2020, the pandemic made the annual shopping spree impossible because of state and county health guidelines.So the CRC changed things up a bit, turning the event into a drive-thru.Now, instead of walking through a shopping area and picking out items, families will drive through the fairgrounds and have things handed to them in their cars."We'll have a pre-made box of food for each family, we'll have pre-made boxes of blankets for each family, and a pre-made box with family gifts," says CRC CEO John Van Cleef. "So the ability to choose gifts has changed this year, but we'll be providing puzzles, board games, and other family-based gifts."Because of the changes, the CRC could only assist 1,100 families, which is down from their usual 1,600.It may have been even fewer if not for the help of a 15-year old girl."There's always a way that we can help each other out," says Lucie Babcock, who has been volunteering with the CRC since she was 9.For the past five years, Lucie has held bake sales or lemonade stands to raise money for the CRC. She then uses the money to buy toys and gifts for the families.Because of the Pandemic, she couldn't do her usual fundraising.Instead, Lucie wrote letters to family and friends asking for donations. She raised 0."Even if it seems like maybe you don't have the connections to make a difference, there's always a way," she says.Van Cleef says people like Lucie inspire him to keep helping others.The Holiday Baskets event is Saturday, Dec. 4, but families must pre-register to participate. 1952

SAN DIEGO (KGTV) — The County of San Diego is providing free COVID-19 testing to all school employees returning to in-person learning, a recommendation by the California Department of Public Health.There are more than 80,000 school employees across the county. “This is everybody from bus drivers, to food service workers, to teachers, to administrators,” said Music Watson, the Chief of Staff for the San Diego County Office of Education, or SDCOE.While most schools are sticking with distance learning, for now, some are preparing to return to in-person learning starting in September.The school employees that do return will be tested for COVID-19 often.“The recommendation is that in any given two month period, you’ve tested 100% of school employees, with about half being tested in any given month,” said Watson. “People who are doing distance learning and teaching in a distance format and not coming into contact with students and school staff, they’re not going to have to be tested.”The county is partnering with SDCOE to develop more testing sites specifically for school employees by late September.Testing is currently available at the more than 20 county coordinated sites at no cost to school staff.If positive tests are discovered, classrooms, schools, and districts may need to shut down for two weeks.“If 5% of a classroom tests positive, that classroom would close, and they would self-isolate. If 5% of a school tests positive, the school would close for two weeks, and if 25% of district tests positive, the entire district would close for that two week self-isolation period,” said Watson. “In a classroom, 5% is basically one student or teacher, that’s why it’s so important to have a testing protocol in place.”If a classroom or school does have to shut down, students will continue learning for the two weeks.“That doesn’t mean all of a sudden it’s 14-days of no learning, it means transitioning to virtual which might be online or packet work depending on the particulars of that situation,” said Watson.It’s not currently recommended that asymptomatic children get tested for COVID-19, but if a parent or guardian wants their child tested, they should discuss it with their pediatrician. 2222
