BEIJING, May 1 (Xinhua) -- Chinese top legislator Wu Bangguo started a timer Friday for the year-long countdown to the Shanghai World Expo at Tian'anmen Square in the heart of Beijing.     Wu, chairman of the National People's Congress Standing Committee, said at a ceremony that the government would spare no effort in preparation for the 2010 Shanghai World Expo, and the country looked forward to experiencing technological advances and sharing the achievements of human civilization with friends from across the world. BEIJING, May 14 (Xinhua) -- Two revised rules involving a planned Nasdaq-style stock market, the Growth Enterprise Market (GEM), will take effect on June 14, according to the China Securities Regulatory Commission (CSRC) Thursday.     The two rules involve establishing an independent committee to approve listings for the GEM and the management of sponsors of IPOs.     The two rules are taken as a key step closer toward introducing the much-anticipated GEM, a board intended to nurture innovation-driven start-ups as the government tries to help smaller companies get financing and encourage technological advances.     The rules are the same as the drafts issued on April 17 to solicit public opinions, said the CSRC.     Under the rules, the new panel will have 35 members. Five will come from the CSRC and the others from the accounting, law and other sectors. The panel won't include members of the review panel for IPO application on the main board.     Under the rules, the sponsors of IPOs on the GEM are required to monitor the companies' performance for three years, up from two for companies on the main board.

BEIJING, July 16 (Xinhua) -- The international community has continued to condemn the July 5 riots in Urumqi, the capital of China's northwestern Xinjiang Uygur Autonomous Region, which has left 192 people dead.     Religious leaders and some experts also voiced support for the joint efforts by the Chinese government and various ethnic groups to safeguard ethnic unity and social stability.     Regional leaders of two major Islamic organizations -- Nahdatul Ulama and Muhammadiyah -- in the Indonesian city of Surabaya said Islam advocates peace and opposes violence.     Muslims love peace, pursue peace and take real actions to maintain peace and oppose any violent and terrorist actions, they said Tuesday while meeting Wang Huagen, Chinese general consulate in Surabaya, Indonesia's second largest city.     The two Islamic leaders also expressed the hope that social order in Urumqi could be restored soon.     Pierre Picard, a human geologist and China expert at the University of Paris, said he was shocked by the July 5 incident which was a violent crime orchestrated by foreign terrorists and separatist forces.     China has the right to take actions to maintain national stability and restore social order and the measures it has taken were appropriate, he told Xinhua.     No country in the world can tolerate attacks by terrorist forces, he added.     The Al-Riyadh newspaper, one of the leading newspapers in Saudi Arabia, said in a report on Tuesday that the July 5 incident in Xinjiang was a crime of violence that was premeditated and organized.     The unrest was not an ethnic issue nor a religious one, but a case against public order incited by a few separatists and mobs, it stressed.     Bahrain's Al-Ayam newspaper shared the view. In     a report published on Tuesday, it said the incident was by no means an ethnic or religious issue, but a grave violent crime involving beating,     smashing, looting and burning premeditated, organized and instigated by the separatist forces both in and outside China.     The purpose of the separatists is to sabotage ethnic unity and social stability in Xinjiang, said the report.     The local government of the autonomous region has adopted effective measures in accordance with law to stop the violent crimes in a bid to safeguard social stability and resume normal social order as well as protect local people's rights and interests, it said.     The report said that the Chinese government had introduced and carried out a series of ethnic and religious policies since the People's Republic of China was established.     China always sticks to the principle of protecting ethnic minorities equal rights and safeguarding ethnic solidarity, and is firmly opposed to ethnic discrimination and oppression of any ethnic group as well as any activities aimed at undermining ethnic unity, it said.     China has always valued the role played by Islamic countries and attached great importance to its friendly relations with them, the report said, adding that such relations will be further cemented through joint efforts by both sides.

BEIJING, May 17 (Xinhua) -- China's power consumption declined 3.63 percent year on year in April, larger than the 2.01 percent decrease rate in March, the China Securities News quoted figures from the China Electricity Council (CEC) Friday.     A total of 275.67 billion kilowatt hours of electricity were used in April. The figure for the first four months was 1.06 trillion kilowatt hours, down 4.03 percent from the same period a year ago.     Analysts said the extending decline indicated a soft footing in economic recovery. It is normal that power output and consumption have ups and downs in the process of economic revival.     From January to April, power used by the agriculture and tertiary sectors went up 4.69 percent and 9.04 percent. And that for industrial sector slipped 8.29 percent.     The National Bureau of Statistic (NBS) said on May 13 that power generation fell 3.5 percent last month from a year earlier, to 271.29 billion kilowatt hours. The industrial output rose 7.3 percent in the same month.     Since the industrial sector consumes about 70 percent of China's power, some economists questioned whether a rise in industrial production could be accompanied by a decline in power consumption.     Zhang Liqun, a researcher with the Development Research Center of the State Council, a government think-tank, told Xinhua that when looking at the decline in industrial power use, it was important to remember that industrial upgrading was still in progress. The decline of electricity consumption by heavy industry, which accounts for 82 percent of total industrial power consumption, was the leading cause for the overall decline.     According to CEC data, power consumed by the heavy industry was down 8.62 percent in the first four months, and that for the light industry sank 6.76 percent.     Analyst expected that power use in May would fall slower than the previous month, as the rebounding electrolytic aluminum and iron and steel industries would use more electricity in the coming months.
