They come and go with less frequency now: empty trains across the country as this nation's public transit system finds itself in peril, with millions of Americans changing their commute routines because of COVID-19."Transit is definitely in trouble," said Jarred Johnson, who oversees the group Transit Matters.It's not the empty trains and buses that bother Johnson so much as the proposed cuts on the horizon, as ridership nationwide has plummeted.An estimated 36 million people across the country depended on public transit before the pandemic, but they just aren't riding right now, so revenues are down dramatically.In Washington D.C., the Metro is losing nearly 0 million a month; New York City's MTA is facing billion in potential cuts and San Francisco’s light rail is more than million in the hole. Public transit lines in nearly every major city across the country are facing financial uncertainty."It’s really time for our political leaders to step up and provide the funding transit needs," Johnson added.Another big concern is that if public transit services are cut now, they won't be there for riders when the pandemic is over. Used car sales are also booming with the average price of used vehicles up more than 9 percent, leading transit advocates to worry that some riders might be gone permanently."It’s not like people are choosing to not take transit on their trips, they’re not taking trips," explained Beth Osborne, with Transportation for America.Osborne's biggest fear is that if cities and states cut public services, people won't be able to get back to work on the other side of the pandemic."I think we have to ask ourselves: do we want our economy to function or not?" TIJUANA, Mexico (KGTV) -- Mexican authorities said a Chula Vista woman and her friend were gunned down at a family gathering in Tijuana. Investigators said the suspect is a Tijuana firefighter who shot at the two during a jealous rage.The victim was identified as 32-year-old Roxana Diaz."She was always smiling, she was kind of crazy," said Diaz' cousin Ivett Corral. "A happy lady."Tijuana investigators said Diaz went to visit a family friend, 39-year-old Carlos Roberto Trujillo, in Tijuana Aug. 15. They and another female friend met with several Tijuana firefighters at a get-together.Early the next morning, the three friends headed to Trujillo's home at Colonia Union. Police said the three firefighters ambushed the group, shooting at Trujillo and Diaz, and kidnapping the other woman.Trujillo died just outside his home. Diaz underwent surgery at Tijuana General Hospital but died Aug. 20 after she was transferred to UCSD Medical Center. "I start crying a lot because she was like a sister to me," Corral said. "She was more than a cousin. We grew up together."Police said after the firefighters kidnapped the woman, she screamed for help at a toll plaza on the way to Ensenada. Officers were alerted and arrested the firefighters.Mexican investigators said the alleged shooter, identified only as 27-year-old Ricardo N., is the boyfriend of the woman he and his co-workers kidnapped. They said he was jealous that she was socializing with her ex-boyfriend Trujillo and Diaz.Corral said Diaz was a long-time employee at Kentucky Fried Chicken on 3rd Street in Chula Vista. She worked hard to provide for her 16-year-old son.Trujillo's family said he worked at the Tijuana Town Hall. He leaves behind three children."We just want justice," Corral said. Trujillo's family told 10News the suspects are being held in Ensenada on suspicion of kidnapping but have not been charged with the murders of Trujillo and Diaz. This holiday travel season will look a lot different because of the pandemic. Some people can’t imagine booking a trip. Others are checking flights, pricing, or calling a travel agent.Kathy Facione of Rochester Hills loves to travel.She’s been exploring the globe in recent years – visiting Italy, Ireland, and Iceland – to name a few.Facione has not flown since February due to the pandemic, but she is planning a fall trip to Wyoming.“I’ll have a half-day in Grand Teton, all day in Yellowstone, I have a chuckwagon dinner scheduled one night, and a horseback sunset trip planned another night,” she said explaining her itinerary.I had to ask her, “Have you had anybody say, ‘You’re flying during a pandemic?! What?!’“Yeah, yeah. A few people think I’m crazy. They think it’s too early,” she replied with a smile.But Facione wears her mask consistently and follows health and safety guidelines. Now she’s ready to explore.BOOK NOW? OR LATER?But what do people need to know if they’re considering booking travel over the holidays this year with coronavirus still a concern around the world?I asked Jill Jones for some advice.Jones is a Travel Concierge with Cadillac Travel in Southfield, and she’s been keeping track of all the COVID-19 travel advisories and how the industry is responding.“You need to understand completely what you’re buying. Like, what is your ability to change this? What’s your ability to get it refunded? What is the window for that? So that, all, you need to understand all of that before you put your money down,” Jones said.Of all the airlines, Jones said she thought Delta has been doing the best job with cancellation policies, cleaning protocols, mask mandates, and social distancing.Delta just announced it is extending its policy of blocking middle seats and limiting the number of customers on every flight through January 6 of 2021 (Delta will make the middle seat available for parties of 3 or more traveling together).Jones said Delta, like other airlines, has also been fairly flexible during this health crisis.If you buy a ticket right now with Delta, Jones explained that you can change that without the airline’s normal 0 change fee or get a voucher that’s good for almost two years.But if you’re considering booking travel for the holidays this year, Jones advises you not to wait.“If you wait until November to decide to make your December reservations, you’re probably not going to get what you want, and you’ll pay a lot more than you need to. But people are stuck in [that mindset] – ‘Do I really want to do this?’” Jones explained.She said if people are hoping for some big “COVID fire sale” of sorts, that’s not going to happen because airlines – like Delta – are blocking 30-percent of their inventory, and eventually, prices will go up.BEACH VACATIONS?As for warm getaways this winter, Jones said places like Mexico, Aruba, Jamaica, and St. Lucia are open – for now – but some may require a negative COVID-19 test.Bottom line, Jill Jones said travelers need to understand what they’re buying -- including details about the cancellation or change policies.“So, I encourage all my clients to book in a format that they can either change it right up until the day before or they can get a full refund if they just decide not to go,” Jones explained.Jones said it’s also very important for people to monitor each tourist area’s coronavirus situation and entry requirements.“The airlines are not deciding the rules. It’s the governments of these countries that are deciding the rules. So, you can well get on a plane and not have what you need to get off that plane because it wasn’t up to the airline to tell you that,” said Jones.The U.S. Virgin Islands just closed to leisure travelers on Aug. 19 for at least one month to help contain the spread of the virus.Hawaii will not re-open to tourists until at least October first due to a surge in positive cases there.And when it does re-open, Hawaii may still require a 14-day quarantine – meaning tourists must stay at their hotel or rental lodgings for two weeks before venturing beyond those properties.As for Kathy Facione, she is already thinking about booking a getaway in December.“I’d like to take another trip around Christmas time just to get away and out of the cold -- maybe do something like a spa or something like that,” Facione saidSo, the Red Rocks of Sedona may be calling for Kathy despite the coronavirus.This story was first reported by Alicia Smith at WXYZ in Detroit, Michigan. 4507
Transportation officials are warning of what they call a "death spiral" if public transit does not get the federal funding it needs to stay afloat.Ridership has fallen by 90 percent since the pandemic as departments find themselves strapped for cash.“Without transit, there is no economic recovery,” said Corinne Kisner, executive director of the National Association of Transportation Officials (NACTO).The American Public Transportation Association estimates 36 million Americans relied on public transportation in 2019, with about 36 percent of that servicing essential workers, according to the advocacy group TransitCenter.“The reality is that transit agencies are in an existential crisis,” said Kisner.Once ridership dropped across the country, public transportation departments saw their revenues plummet. Beth Osborne with Transportation for America, a public advocacy group, says aside from ride fares most transit money comes from sales tax, which also took a hit when the economy shut down.“It really does have tentacles that affect so much of our economy, of our health, of recovery and getting through this,” said Osborne.In San Francisco, the revenue drop has led to Bay Area Rapid Transit dropping more than 50 percent of its service. The story is similar for most major city transit systems.“We’re really limping along and hoping Congress will approve more funding for us,” said Jim Allison, spokesman for BART. “We’re doing what we can to try and get essential workers to and from where they need to go, but beyond that, it’s not much of a service compared to what we used to provide.”The billion in CARES Act funding alleviated some woes early on, but officials estimate billion more is needed to make it through the end of the year, and right now, no package is in place.If departments don’t find an answer, NACTO says 30,000 jobs could be lost because of stalled capital improvement projects.A lacking service could also mean a life or death scenario for more than just transit departments.“We need people to get tested,” said Osborne. “In many places, they have said they will not test anyone who does not arrive in a car. TIJUANA, Mexico. (KGTV and AP) -- At least three people were killed in wind-driven fires that scorched a large swath of Baja, California last week, the Associated Press reports. Last Friday, Mexico’s civil defense told AP the fires forced more than 1,600 people to evacuate their homes. The fires burned near Tecate, Tijuana and between the coastal towns of Rosarito and Ensenada. The fire near Tecate burned more than 35,000 acres, according to AP. Schools were also shut down in Tijuana, Tecate and Rosarito due to heavy smoke in the area. Mexican officials told CNN the fire tore through 125 homes, 30 of which are in the city of Tijuana. Local support to help those affected by the fires is growing in San Diego, especially from the local Kumeyaay population. Anna Gloria Rodriguez showed a growing pile of donations in her office Wednesday. “Furniture, some blankets and pillows,” Rodriguez said. Rodriguez is part of the Kumeyaay Nation and is heading up the effort to collect donations to bring to her family across the border. “The Kumeyaay Nation has people on both sides of the border. We have family in all the communities,” she continued. “The whole big mountains already burned but still one part on fire, so there was a lot of people in the community trying to put dirt and water.”While her family and many others are safe, the fires left some without electricity or easy access to clean water or food. The U.S. consulate in Tijuana issued a warning to travelers about the fires, especially as Santa Ana wind conditions continue throughout the week. 1722
