Millions of homeowners could still benefit from refinancing their mortgages to get a lower interest rate. This is true even after a federal regulator startled lenders by dictating a new fee that amounts to a tax on refinancing.Many could save by refinancingMortgage rates began falling in the spring, as the potential economic impact of the COVID-19 pandemic dawned on financial markets, and declined into summer. The average rate on the 30-year fixed-rate mortgage has lingered around 3% APR in much of August, according to NerdWallet’s daily survey, and the 15-year fixed-rate loan has averaged under 3%.Low refinance rates ignited a refinancing boom, accounting for more than 60% of mortgage applications most weeks this summer. Still, plenty of potential refinancers remain. When the 30-year mortgage rate is 3%, almost 18 million homeowners could reduce their interest rate at least 0.75% by refinancing, according to mortgage analytics company Black Knight. The average potential refinance savings: almost 0 a month.Fee could diminish refi savings for someA new fee on refinance transactions could reduce borrowers’ monthly savings, though. The “adverse market refinance fee” was stealthily announced Aug. 12 by Fannie Mae and Freddie Mac, the government-sponsored companies that bought and securitized 47% of mortgages at the beginning of 2020.Freddie attributed the fee to “COVID-19 related economic and market uncertainty.” Fannie used similar wording, without mentioning the disease.The fee is a 0.5% charge on conventional refinances. It amounts to a half-of-a-percent sales tax on refinancing. In the first week of August, the average amount of a conventional refinance was about 4,000, according to the Mortgage Bankers Association. On a refinance for that amount, the fee would be ,620.Some refinancers won’t have to pay. The fee applies only to conventional, conforming mortgages, which means that it doesn’t apply to those who refinance government home loans. Jumbo loans are also exempt.Lenders can pass along the fee to borrowers in several ways: including it in the refinance closing costs, adding it to the loan amount or increasing the interest rate. A 0.5% fee typically would translate into a rate increase of 0.125% or less.New fee targets less-risky borrowersFannie and Freddie claimed that the fee was driven by market uncertainty, but it was levied on refinances, not purchase loans. Refinances generally carry less risk than purchases, so charging more for refis is like setting a higher auto insurance premium for a mom with a clean driving record than for her 16-year-old son.So it’s a mystery why an “adverse market” charge was added to lower-risk loans.Another enigma is who imposed the fee. Fannie and Freddie made the announcement at night, hours after their headquarters closed; the Federal Housing Finance Agency, which closely oversees the companies, made no public comment. David H. Stevens, a former commissioner of the Federal Housing Administration, pointed at the FHFA, tweeting that the agency, Fannie and Freddie “are essentially providing [refinancing homeowners] the middle finger…”Why refis pose less risk than purchase loansTo refinance, borrowers need to demonstrate that they’ve been paying on time. And most people refinance to get lower monthly payments. It’s safe to assume that dependable borrowers decrease their risk of default when they reduce their payments. In contrast, purchase loans are a step into the unknown.The fee will be charged on refi loans that Fannie and Freddie buy on or after Sept. 1. Typically, a few weeks pass between a loan’s closing and its sale to Fannie or Freddie. That time lag means the fee increase applies to most conventional refinancers who had not locked their rate and fees by Aug. 12, when the fee was announced.There’s a chance that the fee could be rescinded. On Aug. 13, a senior White House official told the Wall Street Journal that the administration “has serious concerns with this action, and is reviewing it.” But the FHFA is an independent agency and can act without White House approval.More reasons to refinanceA modest fee doesn’t have to stop anyone from refinancing. There are other reasons to refinance besides monthly savings:Repay the loan faster. By refinancing a 30-year mortgage to a 15-year loan, a borrower can save thousands of dollars over the life of the loan by paying interest for a shorter period.Stop paying mortgage insurance. Refinancing is a way to get rid of mortgage insurance, whether it’s an FHA loan insured by the Federal Housing Administration or private mortgage insurance on a conventional loan.Extract equity. Some homeowners refinance for more than they owe and take the difference in cash in what’s called a cash-out refinance. Mail delivery is something just about everyone depends on, but for millions of Americans, mail services are a vital lifeline for health.“Levothyroxine which is a thyroid medication, I've taken this probably 40 years,” 87-year-old Barbara Raizen said. She takes multiple medications. “I right now live in a senior residence, I live in independent living.”She relies on the Postal Service for a lot of reasons, one being her medications.“It’s cheaper, it’s cheaper than the drug store, it’s cheaper than King Soopers,” she said. “And you know, every dollar counts.”That and it’s difficult for her to leave, due to COVID-19 restrictions. “If we go out we have to come back and be quarantined for two weeks,” Raizen said.Millions share similar concerns as the U.S. Postal Service deals with increased demand, lower processing capacity, and potential cost cutting.“It’s really a problem,” Raizen said. “If the prescription runs out, I have to call the doctor and he calls it back in but it comes by mail and it takes 7 to 10 days or more to get it.”“It’s both the increase in volume and the decrease in the processing capacity,” said Jeannette Song, an operations management expert and Duke University professor. “Many more people ordered online, so that increased the volume for the postal services.”The National Association of Letter Carriers said the Postal Service handles 1.2 billion prescription drug shipments a year, nearly 4 million every day. Data from the Kaiser Family Foundation estimates 14 million people relied on mail order pharmacies for at least one prescription in 2018.“At each step, the process has its capacity,” Song said. “It’s multistage processing, so this is a journey of that. Certainly each step takes some time.”While USPS is experiencing strains right now, she said this happens other times, too.“Holidays,” she said. “Usually get delays, it’s just the same thing”With all the debates going on over cost cutting and the current pressures on the Postal Service, millions are worried. Some taking to Twitter to share their story under the #USPSMeds hashtag.“The post office is important,” Sandy Reavey said. She also relies on the Postal Service for her medications. “It’s just easier. You don't have to go and stand in line at the pharmacy, and it can be cheaper because you can get a three month supply versus doing it every month and having to go back every month to the pharmacy.” She added that especially right now, not everyone necessarily wants to stand in a line with a bunch of people.She receives multiple medications through the mail. “If I don’t take the medication, it causes my heart to go out of whack and could cause me to have a heart attack or a stroke.”As debates continue over Postal Service overtime and other cost cutting measures, Postmaster General Louis DeJoy has promised to suspend for now. Sandy and Barbara continue hoping their medications make it on time.“Growing up I’ve already trusted their mail service to deliver and not tamper with my mail,” Reavey said.“What are you supposed to do? Can’t do everything online,” Raizen said. 3096

Michael Cohen, President Donald Trump's former personal attorney, pleaded guilty in Manhattan federal court Tuesday to eight criminal counts, admitting that "in coordination and at the direction of a candidate for federal office" he acted to keep information that would have been harmful to the candidate and the campaign from becoming public during the 2016 election cycle.The charges against Cohen, an attorney for Trump until earlier this year and a member of his inner circle throughout his presidential campaign, bring an end to a months-long investigation by the US Attorney's Office for the Southern District of New York. And they expose, through the criminal information filed against Cohen in court, that he acted with Trump and his allies, including David Pecker, the CEO of the National Enquirer's publisher, American Media Inc., to suppress potentially damaging claims against the now-President.Though Trump himself isn't named, the court filing refers to an Individual-1, who by January 2017 had become president of the United States.The counts against Cohen included tax fraud, false statements to a bank and campaign finance violations tied to his work for Trump, including payments Cohen made or helped orchestrate that were designed to silence women who claimed affairs with the then-candidate. 1319

  

MANAGUA, Nicaragua — Hurricane Iota is moving across northern Nicaragua with hurricane strength winds of around 85 mph after making landfall as a dangerous Category 4 storm. Iota came ashore along almost exactly the same stretch of Nicaragua’s Caribbean coast that was devastated by an equally powerful Hurricane Eta just 13 days earlier. Iota had intensified into an extremely dangerous Category 5 storm during the day Monday, but the U.S. National Hurricane Center says it weakened slightly as it neared the coast late Monday and made landfall with maximum sustained winds of 155 mph (250 kph). Eta’s torrential rains saturated the soil in the region, meaning Iota's rains have nowhere to go and could cause deadly landslides.In their 7 a.m. update, the National Hurricane Center said Iota is expected to create "flash flooding, landslides, life-threatening storm surge and powerful winds across portions of Central America Tuesday."The NHC says Iota is moving west, further inland, and will move across Honduras Tuesday night into Wednesday. Hurricane Eta, after making landfall in Nicaragua, spun back out east into the Gulf of Mexico where it regained strength and dropped torrential rains on the western side of Florida and up into the southeast states of the U.S. Iota is expected to continue heading west across Central America, reaching El Salvador and southern Guatemala. 1390
