SAN DIEGO (KGTV) — State officials hope California’s new 10 p.m. stay-at-home order will slow the spread of COVID-19, otherwise, another 10,000 San Diegans are projected to contract the virus in the next 10 days.That’s according to a new county-by-county forecast from Facebook, which rolled out the prediction software last month.Facebook projects L.A. County will see the second-largest increase in cases in the country by November 30. San Diego County is projected to add the 15th most cases, reaching a total of 78,594 infections by Nov. 30.The two-week forecast was released before Governor Gavin Newsom announced enhanced restrictions. Facebook will release a new two-week forecast next week.“Many other forecasts around the world are only predicting caseload at a country or state level,” said Laura McGorman with Facebook’s Data for Good team. “We’re trying to be much more local in this approach because we know so much of the COVID-19 response is in fact local.”McGorman said the forecast tool could help county and state officials plan hospital bed space, ICU capacity, ventilators and other critical supplies.The map is powered by artificial intelligence that draws on seven kinds of data. They use outside metrics like confirmed cases, doctor visits and the weather combined with information Facebook collects like a survey of people’s symptoms and GPS location data.The location data helps gauge whether people are staying home and isolating or circulating among the community, according to McGorman.Facebook only pulls data from users who opt in and no, they’re not reading your posts. All of the information, which is aggregated to the county or state level to protect privacy, is available for the public to download.The tech giant initially started Data for Good three years ago to help with disaster-relief projects, McGorman said. Among other applications, their location data can quickly predict if evacuations are working.“Typically, groups like the Red Cross have to knock door-to-door to see if people are still home, or wait for people to show up at shelters to see if they’ve gotten out of harm’s way,” she said.The software has also been used to detect network outages when a hurricane knocks out cellphone towers, she said.Facebook’s COVID-19 mapping tools have been used to inform policymakers in New York and Mexico, and the data has helped analyze the effectiveness of stay-at-home orders in California, McGorman said. 2457

SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. SAN DIEGO (KGTV) - San Diego Police searched Tuesday for the man who may have groped several women in the South Bay.The most recent encounter happened Sunday at 7:30 p.m. as the woman was walking on Iris Ave. and Oro Vista Rd. in Nestor, police said.A man walking the opposite direction grabbed the woman’s breast, then ran away.The woman wasn’t hurt and told police the man didn’t appear to have a weapon.Police said the man was Hispanic, in his early 20’s, 5’6” tall with a heavy build. He was wearing a gray hooded sweatshirt with the hood up, black athletic shorts, and black shoes.The man may be responsible for two similar attacks in the same area, said officers.The first incident happened October 30 at 7:30 pm. and the second was January 17 at 9:30 p.m., both on Oro Vista Rd. near the I-5 and 905 interchange.Anyone with information is asked to call the San Diego Police Department at 619-531-2000. 916

SAN DIEGO (KGTV) — SeaWorld San Diego welcomed several adorable birds to the flock this week, well, "flamboyance."The park welcomed seven Caribbean flamingo chicks to the mix, ranging from 2 to 11 days old, recently.The birds have entered breeding season, SeaWorld says, and cute gray, fluffy newborns will be available to see at Flamingo Cove.RELATED: SeaWorld offers Inside Look as additional experienceFlamingo eggs incubate for about 28 days before hatching, according to the park. Both the male and female take turns sitting on top of the nest to incubate the egg.Once hatched, both parents feed the chick by producing a secretion called, "crop milk."While flamingos are known for the bright pink feathers, they are born with gray or white down feathers. The pink feathers' color occurs from the carotenoid proteins in their diet.
