SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) - A burglary victim is hoping doorbell camera video will help track down some thieves who hunt down garage remotes before raiding the garage. Ring video shows a man on his stomach, around 2 a.m. Saturday, in Curtis Both's driveway off Morena Boulevard. In his hand is Both's garage door opener."My car was ransacked. The remote was in the center console," said Both.The man in the video likely pushed the button for the garage, just slightly. "He wanted to peer in to see what was there," said Both.Moments later, the garage door is heard opening. The man then walks in, before eventually leaving. About two hours later, that man is back with a friend. A camera mounted inside the garage shows them collecting items from the garage."Horrible. A complete violation," said Both.Airsoft gear, ski equipment, power tools, a pricey road bike were among the items that would vanish.A week earlier, about a mile away, a man with a similar backpack and high socks was recorded putting down the backpack and getting on his knees to shine a flashlight at a garage door. Soon after, he's seen heading across the street. That light inside Matt Friend's SUV comes on. Tucked in the door panel is the garage remote. Eventually, Friend's garage door open is seen opening."We were sleeping inside, with two sons in the other room, two- and three-year-old boys and my wife is pregnant so it's disheartening to think somebody is on our premise without us knowing," said Friend.The thief would get away with several items, including friend's ,000 Intense mountain bike."Some of the violation feels like they're just coming to our neighborhood and treating it like a department store, and they have no fear," said Both.Both victims say they almost always lock their car doors and aren't sure how the thief broke into their vehicles. 1840

SAN DIEGO (CNS) - The UC San Diego School of Global Policy and Strategy's Center for U.S.-Mexican Studies released a report today detailing recommendations for both countries to cooperate on border security and drug trafficking policy.Chief among the report's recommendations is the creation of a joint cooperating group to help both countries reconcile their differences to achieve the best policies possible. The report also suggests the creation of a joint task force to disrupt trafficking of opioids like fentanyl.Bilateral cooperation is made difficult at the moment, according to the center, due to the divergent policy views of U.S. President Donald Trump and Mexican President Andres Manuel Lopez Obrador, who took office last December.While Lopez Obrador declared an end to the country's war on drugs in January, Trump has sought to build a wall on the U.S.-Mexico border to deter drug traffickers and violent criminals in addition to immigrants entering the country illegally."Despite these challenges, we see this as an opportunity to resume a dialogue at the highest level around bilateral security,'' said Rafael Fernandez de Castro, the center's director. "Our report offers concrete and implementable policy recommendations over the next six years of Lopez Obrador's presidency, ensuring policymakers are informed and prepared to continue cooperation efforts in a difficult phase in the bilateral relationship.''In addition to the two joint groups, the center suggested that the U.S. should improve its cooperation with and support for Mexico's newly established National Guard, its criminal justice system and community policing efforts in both countries. SAN DIEGO (KGTV) -- A group of ladies in the North County are part of a nonprofit group that has focused on philanthropic projects for 20 years. Since April, however, six of the women in the group have been on a new mission. "We all go in separate cars and are in a horseshoe line, and someone will ring the doorbell. When the person answers then we're in good shape to sing, ask them how they're doing and tell them we love them and care about them."The group, who call themselves Masquerade Brigade, sing to those who are elderly and vulnerable to COVID-19 on their birthdays. "Just the human connection means a lot to them and it makes them feel like they're not forgotten," said Sophia Bouvier, a member of the singing group.The individuals they sing to are people who they volunteered with before we entered a COVID world."They've texted us after, 'I've been visited by the Masquerade Brigade. You can't believe how uplifting it is to see their faces and listen to their smiles as they sing,'" described Bouvier.Their gift of singing, small gifts, and presence isn't something you can put a price tag on they said, "Kindness is free and it takes so little to make a big difference."The group is out singing every Tuesday at 2:30 p.m., and have visited over 25 people since April. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462
