BEIJING, June 10 (Xinhua) -- China's foreign exchange regulator said Thursday it will strengthen monitoring of cross-border capital flows to reduce risk. The regulator will keep a close watch on the economic and financial situation home and abroad this year, the State Administration of Foreign Exchange (SAFE) said in its annual report on management of foreign exchange posted on its website. It will also enhance its monitoring of abnormal cross-border capital flows by cracking down on illegal private banks and internet-based speculation in foreign exchange. The SAFE will maintain a prudent approach to managing foreign currency reserves and will continue to improve its diversification strategy.China's balance of payments continue to expand, albeit slowly, despite the impact of the global financial crisis. At the end of 2009, China's foreign exchange reserves hit 2.4 trillion U.S. dollars, a 453 billion U.S. dollar increase from the end of 2008.China had gold reserves of 1,054 tonnes at the end of last year, the fifth largest in the world.Although gold has commodity and monetary properties, the global gold market is relatively small and illiquid, the report noted, adding that because of its volatile price and high cost of holding and trading, gold has limited utility in asset allocation.

BEIJING, Aug. 12 (Xinhua) -- China's Ministry of Education said Thursday every primary and middle school student in mudslide-hit Zhouqu County will have new textbooks when the new school semester starts."We have asked publishing houses to rush to print and prepare textbooks for Zhouqu. All of them promised to have them ready by the start of the new semester," ministry spokeswoman Xu Mei said Thursday.Schools in Zhouqu in northwest China's Gansu Province are scheduled to begin the autumn semester on Aug. 16.Some 334,075 volumes of textbooks and support material for Zhouqu's primary and middle school students were kept in a storehouse belonging to the local Xinhua Bookstore that was destroyed by the massive mudslides.Primary and middle schools in Zhouqu need 180,000 textbooks for the new semester, the Ministry of Education said.Xu said the publishing houses will send the textbooks to the provincial Xinhua Bookstore in Gansu before Aug. 14.The ministry also vowed to ensure the supply of textbooks to other areas severely hit by natural disasters, including flood-hit Jilin Province in northeastern China. In addition, Xu Mei said poor students from disaster-hit areas entering college will receive preferential treatment in enrolment and in application for loans. The ministry has asked colleges to investigate the financial situation of freshmen from the disaster-hit areas. The death toll due to the massive mudslides in Zhouqu in the early hours of Sunday had, as of Wednesday, risen to 1,117, with 627 still missing.

CHANGSHA, July 31 (Xinhua) -- Death toll from a Friday explosion in Changsha City, capital of central China's Hunan Province, has risen to four with 19 people injured, local police said. The explosion went off on the third floor of a branch of Furong District's taxation office on Hengda Road near a downtown residential block at about 4:15 p.m., according to a statement from the city's police.Initial investigations show the explosion was a planned attack, the police said. The police sealed off the building and blocked nearby roads for investigation. BEIJING, Aug. 18 (Xinhua) -- China's Ministry of Housing and Urban-Rural Development said Wednesday that it has begun work on the reconstruction plan for the mudslide-flattened Zhouqu County in northwest China's Gansu Province. An inspection team would be sent to the disaster-ravaged areas to gather information for drawing up the reconstruction plan, the ministry said in a brief statement posted on its website. However, it did not elaborate on the reconstruction plan nor provide detailed information about the inspection team.On the same day, Chinese Vice Premier Hui Liangyu urged authorities to prepare for post-disaster reconstruction of the mudslide-hit regions. He said the responsible authorities must promptly send competent teams to the disaster sites to assess losses so reconstruction plans can be developed on the basis of these findings. The death toll from the massive mudslides in Zhouqu, beginning on Aug. 8, had risen to 1,287 as of 4 p.m. Wednesday, with 457 still missing, the local disaster relief headquarters said.

BEIJING, Aug. 23 (Xinhua) -- The value of the gross output of China's auto industry surged 49 percent year on year to 2.086 trillion yuan (308 billion U.S. dollars) in the first half of the year, officials at the Ministry of Industry and Information Technology (MIIT) said Monday. At the same time, total export and import volume jumped 84 percent year on year to 50.66 billion U.S. dollars, according to a MIIT statement posted on its Web site. From January to July, China's auto output and sales both exceeded 10 million units. In July, China's auto output stood at 1.29 million units, up 16 percent year on year, while sales stood at 1.24 million units, up 15 percent year on year, MIIT said. Also, the Chinese government decided in June to extend an auto replacement subsidy program by six months until Dec.31 this year.Begun in June of 2009, the subsidy aims to help get highly polluting vehicles off the road while stimulating automobile consumption.Under the program, consumers who trade-in their used small-and medium-sized trucks and some mid-sized passenger vehicles for a new one are eligible to receive a subsidy of 3,000 to 6,000 yuan.By the end of May, the Chinese government had handed out 1.7 billion yuan in subsidies for 127,000 trade-in vehicles. The subsidy program has boosted domestic automobile spending by 15 billion yuan, according to officials at China's Ministry of Commerce.
