SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. The details emerged under a new city request for proposals obtained by 10News. The document says guards are still required to defer to police unless the situation calls for self-defense.“Reasonable force is to be used only if Guards are physically threatened or if they feel another person’s safety is in jeopardy,” the document says. “If necessary, Guards are to call the San Diego Police for assistance.”RELATED: City of San Diego adds more armed guards to patrol downtown public restroomsThe document says guards who carry guns must have permanent licenses from the state of California and five years experience in the sector. They can also qualify with substitutes such as two years of military experience or two years as a police officer. "The City is releasing a comprehensive RFP that allows the City to potentially utilize a variety of security services should the need arise," city spokesman Tim Graham said in a statement. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview. SAN DIEGO (KGTV) — As Pfizer’s COVID-19 vaccine rolls out to healthcare workers, at least four have had severe allergic reactions after getting the shot.The cases include two healthcare workers in Alaska and two in the UK. In the UK cases, both individuals carried epipens.“So these were people with a history of severe allergies and not just severe allergies like you got hives, but they had allergies where they encounter certain things in the environment and their body shuts down,” said UC San Francisco infectious disease expert Dr. Peter Chin-Hong.All four have apparently recovered.At this point, doctors aren’t sure what caused the reactions. Generally speaking, allergies when your immune system overreacts to something harmless.Pfizer’s vaccine has 10 ingredients that fit into four categories.The active ingredient is mRNA. These are temporary genetic instructions for your cells to build a small, harmless fragment of the virus’ shell to train your immune system, similar to setting up a punching bag to train a boxer.Then there are fats to stabilize and transport the mRNA, salts to maintain the pH, and sugar to prevent the solution from degrading while freezing.All the ingredients are considered standard. Dr. Chin-Hong says he was struck by what’s not in the vaccine.“They didn't have egg products or any of those kinds of things that people might be allergic to,” he said. “They didn't have live virus, which might also elicit a response.”The only ingredient with a history of allergic reactions is polyethylene glycol, or PEG, one of the fats that acts as an oily bubble for the mRNA.PEG is also in Moderna’s vaccine and it’s common; it’s found in ultrasound gel, laxatives, injectable steroids and other products.Although PEG allergies are rare, the FDA says people who are allergic to any of the 10 ingredients should not get the vaccine.However, experts say people with common allergies should not worry.“A lot of people have minor food allergies or bee-sting allergies or peanut allergies or environmental allergies,” said Dr. Christian Ramers of Family Health Centers of San Diego. “They may even carry an epi-pen because sometimes it gets severe. Those people would not be excluded from getting this vaccine.”The American College of Allergy, Asthma and Immunology issued guidance saying people with those common allergies, including to latex and medications, “are no more likely than the general public to have an allergic reaction” to the vaccine.After every shot, people who get vaccinated have to wait 15 minutes so healthcare workers can monitor them for a reaction. Should one occur, interventions like epi-pens are very effective.The FDA said people with a history of allergic reactions to vaccines or injectable drugs can still get the shot, but they should wait 30 minutes for slightly longer monitoring.The odds of having a severe allergic reaction to any vaccine is about 1 in 760,000. That means you’re more likely to be struck by lightning in a given year, which the CDC estimates is about 1 in 500,000. 3048

The figures, however, don't necessarily give a real-time picture of staffed beds available since the state adjusts the percentage based on the ratio of COVID-19 positive and non-coronavirus patients.California's regional stay-at-home orders covered 36 counties, or about 77% of the state, as of Friday.Friday, FDA officials are expected to approve Pfizer's coronavirus vaccine for distribution. SAN DIEGO (KGTV) — As the heat wave continues, San Diego families are doing their best to seek out ways to stay cool. Antonia Maryna Gomez is a mom of two in Chula Vista and said it’s been hard to find ways to stay entertained and cool while also remembering social distancing.She’s taken her three-year-old to the pool, visited splash pads, played with water balloons and tried the beach, but she said the crowds were too large for her comfort at the beach. It’s also been difficult to keep her excited son away from other people.RELATED: Flex Alert issued for California, SDG&E lists possible neighborhoods impacted“It’s hard especially because he’s a very social kid, he loves talking to people but it’s hard to tell your kid what it’s like six feet apart,” she said.Another option to find relief in her area is cooling centers. A cooling center is open at the old Sears at the mall in Chula Vista on Broadway. This facility is typically open Monday through Friday, but did open up the weekend of Aug. 15 because of the excessive heat. Tony Ramos works for the City of Chula Vista and said they’ve been able to provide resources that are hard to find because of the pandemic.“We show movies, we also have wifi access which is very important because a lot of our libraries, a lot of the places where people normally tap wifi, are closed,” said Ramos.RELATED: San Diego County opens cool zones amid heat waveFacilities like that will be crucial due to a Flex Alert issued for all of California through Wednesday. The Flex Alert goes from 3 p.m. to 10 p.m. every day, and everyone is asked to conserve energy to decrease demands during the heat wave and ideally prevent the need to cut off power in areas, however, consumers should be prepared for the likelihood of rotating outages.Between 3 p.m. and 10 p.m., the California Independent System Operator (ISO) is urging consumers to:Set air conditioning thermostats to 78 degrees, if health permits.Defer use of major appliances.Turn off unnecessary lights.Unplug unused electrical devices.Close blinds and drapes.Use fans when possible.Limit time the refrigerator door is open. 2136
