ENCINITAS, Calif. (KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. We are truly glad to hear that Davie is doing well and expected to have a full recovery and hope he has a long and happy life." 2539

(KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017

Aside from teaching water safety and rescues, this year, Encinitas lifeguards are busy enforcing the public health order.Everyone loves the beach. But no one likes restrictions, especially on a holiday weekend, celebrating those who sacrificed their lives to get us our freedoms. But times are different now. "We are enforcing," Captain Lary Giles of the Encinitas Marine Safety Center said. They have summer lifeguard tower staffing. But this year, they also have a special COVID-team and Sheriff's deputies driving up and down the coastline. "There's a lot of educational contact... Several thousand a day from the team," Captain Giles said. The three main points they drill into visitors are: Masks required, keep a 6-foot social distance, and no stopping or gathering. It gets a bit tricky on the city's 4-foot staircases that take beachgoers to the sand. Experts say a scammer cloning a phone number can happen to anyone and a Nebraska woman says her number is being used to try and solicit others.Caller ID "spoofing" is used to disguise someone's identity and is usually to trick a person into giving away personal information for criminal activity, or money. Now, many in Omaha are seeing local numbers including the same prefix show up on a call.Evy Akpan says recently she was receiving multiple calls a day from people who said she had called them several times when she hadn't called them at all."If I'm trying to live my life, and I'm getting phone calls throughout the day, and my phone is constantly ringing for a scam purpose, it's frustrating," Akpan said. "And also just receiving these voicemails of upset people chewing me a new one, and I'm like, 'I'm not calling you!' "The Better Business Bureau of Nebraska, SW Iowa, South Dakota, and Great Plains Kansas said scammers usually only clone a person's number for 24-48 hours then move on to new ones. The Federal Communications Commission says it's best not to pick up a call from an unknown number because if you do, criminals will know your number is active."Really, it's important not to trust the caller ID. The fact that it says it's coming from an area code that we're not familiar with doesn't really mean anything these days," said Jim Hegarty, CEO of the BBB Nebraska.The FCC adds that if your number's been spoofed, there's not much you can do other than change your voicemail to let people know of the situation. 1557
