(KGTV) -- Encinitas lifeguards are investigating after a Panga Boat washed ashore Friday afternoon.According to lifeguards, the 20-foot boat washed ashore around 4 p.m. on the 300 block of El Portal Street and about 11 people ran from the vessel.Lifeguards say they don’t believe anyone was injured or needed medical attention.Border Patrol, Homeland Security, and the Sheriff’s Department were all notified about the incident. Multiple agents have responded and are combing the area. 510

ESCONDIDO, Calif. (KGTV) - Escondido firefighters engineered a makeshift sling to save a horse stuck at the bottom of a ravine Thursday.The fire department got a call about the horse stuck near Via Conejo near Lake Hodges in South Escondido about 4:30 p.m.Firefighters said the horse was on its side and could not stand due to rocks and steep terrain.A veterinarian and a San Diego Animals Services officer helped firefighters improvise a sling and bring the horse to level ground.The horse was able to walk back to its corral unharmed.No one was injured in the process of saving the animal. 609

ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. (KGTV) — A brush fire along Interstate 15 in Escondido forced several lanes of traffic to close as crews worked to douse flames.The brush fire was reported along northbound I-15, just after State route 78, at about 1 p.m., according to California Highway Patrol.The fire forced at least one lane closed on NB I-15, as well as the westbound connector of SR-78 to NB I-15 as of 2:20 p.m., Caltrans San Diego said. ESCONDIDO, Calif. (KGTV) -- Video shows a machete attack in Escondido that occurred earlier in February. According to Escondido Police, the attack happened on Maywood Street and Washington Avenue around 10:17 p.m. on February 12. Police say it appears three teenagers walking in the area were confronted with a machete-wielding man.
