(KGTV) - At age 73, Brian Duncan is following his own advice: if you think you can do it, you probably can.When Duncan got out of the Navy in 1967 he wanted to become a police officer. At the time, however, he says departments wanted big, tall men with 20/20 vision. He didn't fit the mold and moved on to a career in the court system.Twelve years ago, the itch came back, and Duncan joined the El Cajon Police Department's Retired Senior Volunteer Patrol, also known as the RSVP program.Now he's taking his service even further, working to become a reserve police officer.If he lands a job, Duncan will be a sworn police officer able to make arrests and carry firearms. The only difference is he'll always have to work alongside a regular police officer.Duncan says his age is not a barrier and he's doing this to make a difference in the community."I've proven I can get through the academy, so I can do it. If I didn't think I could do it or would jeopardize someone's safety, I wouldn't do it," said Duncan.Reserve officers work voluntarily and are not paid.On Friday Duncan graduates from Grossmont College's 32nd Police Academy and already has an application out for a job.  1210

During a Senate hearing Friday, Postmaster General Louis DeJoy explained the operational changes the USPS has made in his time with the agency, adding that he believes the post office will be able to handle increased mail-in voting during the 2020 election."As we head into the election season, I want to assure this committee and the American public that the Postal Service is fully capable and committed to delivering the nation’s election mail securely and on-time," DeJoy said in his opening statement. DeJoy added that the machines were removed because they will be replaced with machines that sort packages, as the USPS has seen a decrease in mail delivery and an increase in package delivery.DeJoy did confirm that the USPS has attempted to cut out extra trips by mail carriers, which employees have said have led to significant delays in mail delivery.DeJoy also testified that he hadn't had conversations with Trump administration officials about the USPS' impact on the 2020 general election.DeJoy used his opening statements to urge Congress to adopt legislation that would make changes to USPS' crippling pension system."This year, the Postal Service will likely report a loss of more than billion dollars. Without change, our losses will only increase in the years to come," DeJoy said. "It is vital that Congress enact reform legislation that addresses our unaffordable retirement payments. Most importantly, Congress must allow the Postal Service to integrate our retiree health benefits program with Medicare, which is a common-sense practice followed by all businesses that still offer retiree health care. It must also rationalize our pension funding payments."President Donald Trump has praised the new head of the Postal Service, a Republican donor and ally. But Democrats warn DeJoy’s cost-cutting initiatives since arriving in June are causing an upheaval that threatens the election. He maintains significant financial stakes in companies that do business or compete with the agency, raising conflict of interest questions.In a statement, the Postal Service said DeJoy has made all required financial disclosures but that he might have to divest some holdings if conflicts arise.Senate Democratic leader Chuck Schumer said this week he has asked for an accounting of how DeJoy was selected, but was previously told by the board of governors some information remains confidential. Schumer said Treasury Secretary Steven Mnuchin played a role in the process.David C. (KGTV) -- One of the El Cajon Police Department’s K9s, K9 Jester, is being assigned a new partner after his current partner resigned from the department.After working with Jester for the last two and a half years, Officer Jordan Walker voluntarily resigned to work for another agency, according to the department. Walker said he offered to pay for Jester, who was brought in through a Ben Roethlisberger?Foundation grant. K9s cost anywhere from ,000 to ,000 to bring in and train, according to the foundation.Because Jester is still in excellent health, he was assigned to work with a new partner, Officer Randall Gray. Gray and Jester have already started the bonding process and training together, the department said Thursday. EL CAJON (CNS and KGTV) - An East County man who admitted molesting an underage girl faces up to 10 years in state prison when he's sentenced March 27, prosecutors said.Shaun Crocker, 34, pleaded guilty Thursday at the El Cajon courthouse to two felony counts of committing a lewd act on a child for touching the unidentified victim, who was under the age of 14, inappropriately between September and November 2018.Prosecutors did not disclose the girl's exact age, nor would they confirm whether the defendant was related to sex offender Matthew Hedge, whose case drew headlines years after his conviction due to a judge's controversial decision to lift Hedge's sexually violent predator status and release him from custody without supervision.RELATED: Son of sex offender suspected of child molestation in San Diego CountyFollowing Crocker's arrest last year, a source told 10News that Crocker is Hedge's son.Hedge pleaded guilty in 1989 to molesting four children in the San Diego area and served 12 years in prison. He was committed to the sexually violent predator treatment program in 1997, but was released into outpatient treatment in 2005 in a trailer outside Donovan State Prison in Otay Mesa.His outpatient status was revoked within six weeks for violating terms of his release.After more than two years of in-patient hospital treatment, the court in October 2008 again granted Hedge's petition to be placed in outpatient treatment. In 2012, he was released without supervision after San Diego Superior Court Judge David Gill determined he no longer posed a danger to others and was unlikely to re-offend. 1624
