SAN DIEGO, Calif. (KGTV) -- A 64-year-old man is recovering after he was beaten in Kearny Mesa by a group of street racers so severely he had a brain bleed and fractured disk. "I felt my RV jostling around, like maybe they were standing on my bumper, so I got out and went around back to look and I look up and someone's standing on my RV," said the victim, who did not wish to be identified.Police said the beating happened on June 28 around 9:30 p.m. A group of street racers arrived in the area for an apparent “meet up” and gathered into a large group. Multiple vehicles arrived at the location and began doing “burn-outs” in the street. Some members of the group climbed on top of the victim’s RV. When the victim walked out of his vehicle to confront them, three of the men attacked him. Another man stole the man's phone from his pocket as he was lying on the ground unconscious. "The last thing I remember is one of his buddies jumping out and I don’t know what happened after that; I probably got hit from behind."The suspects fled the area in a grey, possibly 2003 Audi A4 sedan. The man was left lying in the street. Employees from a nearby business ran out to help him and called an ambulance. San Diego County Crime Stoppers along with investigators from the San Diego Police Department’s Eastern Division are asking for the public’s help in identifying and locating the attackers. Officers are investigating the attack as a felony battery and robbery case.Anyone with information on the identity or location of the suspects is asked to call SDPD’s Eastern Division at 858-495-7957 or the Crime Stoppers anonymous tip line at 888-580-8477. San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

SAN DIEGO -- Nestled off of Camino Del Rio West in the Midway District, the Body Shop sits between a Navis Pack and Ship site and the "Les Girls" adult entertainment club on Riley Street. The Body Shop strip club welcomed customers for five decades before it closed last December. This week, Rock Church announced they'll be moving in. Rock Church has five campuses across San Diego County. They have a school and now, they have plans for the property in the Midway District. They said the purchase is about more than repurposing a strip club - it's about transforming the neighborhood. "We thought it was a great idea because we know the pain that goes on in that building," said Miles McPherson, pastor at Rock Church. "Not just the women, but the men who go there and their families.”The church’s main campus on Rosecrans is roughly a mile and a half away from the new property. "We don’t know what we're going to do with the building, we just know what it won’t be used for," McPherson said. For decades, parents have explained to their kids why there's a huge sign that says 'nude girls' in their neighborhood, he said. Soon, it won't be necessary."It would be nice to put 'Rock Church' on top of that billboard, but that's another step," he said. "We’ll get to that. But you know the people in that community have been looking at that building for 50 years, and hopefully we can put something more positive in that building.”In addition to taking over the building, McPherson said the church plans to do outreach in the community. SAN FRANCISCO -- A massive fire broke out at a two-story commercial building in San Francisco Saturday night, according to KRON.The fire started inside the building and spread outward. The blaze took roughly 140 firefighters to extinguish.A total of eight people were displaced by the fire, but no one was injured.The cause of the fire is under investigation. 367
