SAN DIEGO (KGTV) -- A training issue led to more than a dozen voters throughout San Diego County receiving the wrong ballot. According to Registrar of Voters Michael Vu, the issue affected fewer than 30 voters at satellite locations throughout the county. Luckily, the Registrar of Voters was able to quickly catch and correct the issue. SAN DIEGO (KGTV) — A surfer was found unconscious, face down in the water near Pacific Beach early Wednesday.San Diego lifeguards were notified of the woman in her 30's just after 8 a.m. inside the surf zone at Tourmaline Surf Park.10News spoke to Jason Glover, a paddleboard surfer who set up a robot-camera on the beach to capture surf videos. One of the clips captured the audio of the exact moment bystanders found the woman unconscious.“Hey! Hey! Call 9-1-1,” they said. Fellow surfers immediately pulled her out of the water and started CPR. Lifeguards continued life-saving efforts once they arrived, according to San Diego Fire-Rescue spokeswoman Mónica Mu?oz.The woman began breathing again and was transported to Scripps Memorial Hospital, but her condition was not immediately known.“They immediately brought her in. But that’s what surfers do. Whenever there’s a crew out here, you know you’re going to be fine because everyone looks after each other,” Glover said.It's unclear what caused the woman to become unconscious. 1042

SAN DIEGO (KGTV) — An arrest has been made in connection with a fatal hit-and-run Sunday in Sherman Heights, San Diego Police have confirmed to 10News.On Sunday, a silver SUV was traveling eastbound in the 1800 block of Market Street at about 2 a.m. when the vehicle hit a pedestrian. Family members have identified the victim as 41-year-old Jason Gordon.It's still not clear if Gordon was standing in the street or crossing lanes, police said. The driver fled the scene after fatally hitting the man.Police Tuesday released photos of the man they believed to be the suspect of the crash visiting Humberto’s Taco Shop on the corner of Broadway and 25th Street, where he ordered food. SAN DIEGO (KGTV) -- All 289 playgrounds in the city of San Diego will reopen to the public on Saturday, Mayor Kevin Faulconer said Friday.Earlier this week, California health officials issued guidelines that allowed for the safe reopening of outdoor playgrounds in parks, campgrounds and other publicly accessible locations.The county reopened 100 of its playgrounds on Wednesday; the city of Carlsbad reopened its parks on Friday.In a statement, Faulconer said, “We already encourage families and children to recreate outdoors at beaches and parks while taking safety precautions, so there’s no reason why we can’t reopen playgrounds the same safe and responsible way. Along with other local leaders, we urged the Governor to deliver the proper guidance to make this a reality for our parents and children, and now that we can reopen we’ll do it responsibly with safety front and center.”Under the state’s guidelines, playground visitors must abide by these requirements:1. Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use.2. Do not use the playground when different households are unable to maintain a physical distance of 6 feet or when the capacity limit has been reached.3. Caregivers must monitor to keep adults and children from different households at least 6 feet apart.4. Consider coming on different times or days to avoid wait times and potential crowded times.5. No eating or drinking in playground, to ensure face masks are worn at all times.6. Wash or sanitize hands before and after using the playground.7. SAN DIEGO (KGTV) - A second Scripps Medical Response Team has deployed to Northern California, tasked with helping fire victims.The first team returned Friday after a nine-day mission.“Being there in these shelters with people that have lost totally everything, but they're thankful for their lives, it just sets a whole new meaning for us for Thanksgiving," said Steve Miller, a Registered Nurse and part of the response team.Miller says because fire victims were forced to evacuate so quickly many did not have their medications or ID's to pick up prescriptions. He says the smoke also made respiratory problems worse. The days are long for the medical team, 12 hours at the shelter providing medical care along with prep and a daily debrief. “You’re in austere conditions; you’re living in tents, it’s cold, it’s wet, you do not have electricity, so you have to be able to work in that environment. You don't have all the medical tools you have in the hospital.”The second four-person team will continue to help fire evacuees over the next week. 1056
