WASHINGTON (AP) — A federal judge on Monday ordered North Korea to pay more than 0 million in a wrongful death suit filed by the parents of Otto Warmbier, an American college student who died shortly after being released from that country.U.S. District Judge Beryl Howell harshly condemned North Korea for "barbaric mistreatment" of Warmbier in agreeing with his family that the isolated nation should be held liable for his death last year. He died in June 2017, shortly after he returned to the U.S. in a coma and showing apparent signs of torture while in custody.In holding the North Korean government liable, Howell accused the government of seizing Warmbier for "use as a pawn in that totalitarian state's global shenanigans and face-off with the United States.""Before Otto traveled with a tour group on a five-day trip to North Korea, he was a healthy, athletic student of economics and business in his junior year at the University of Virginia, with 'big dreams' and both the smarts and people skills to make him his high school class salutatorian, homecoming king, and prom king," the judge wrote. "He was blind, deaf, and brain dead when North Korea turned him over to U.S. government officials for his final trip home."The arrest and death of Warmbier came during a time of heightened tension between the U.S. and North Korea over the country's nuclear weapons program. President Donald Trump held a first-of-its-kind summit with North Korean leader Kim Jong Un in June 2018 and plans another next year.The judgment may be mostly a symbolic victory since North Korea has yet to respond to any of the allegations in court and there's no practical mechanism to force it do so. But the family may nonetheless be able to recoup damages through a Justice Department-administered fund for victims of state-sponsored acts of terrorism, and may look to seize other assets held by the country outside of North Korea.Fred and Cindy Warmbier, who are from a suburb of Cincinnati, said they were thankful the court found the government of Kim Jong Un "legally and morally" responsible for their son's death."We put ourselves and our family through the ordeal of a lawsuit and public trial because we promised Otto that we will never rest until we have justice for him," they said in a statement. "Today's thoughtful opinion by Chief Judge Howell is a significant step on our journey."The lawsuit, filed in April, describes in horrific detail the physical abuse Warmbier endured in North Korean custody.When his parents boarded a plane to see him upon arrival in the U.S., they were "stunned to see his condition," court documents say.The 22-year-old was blind and deaf, his arms were curled and mangled and he was jerking violently and howling, completely unresponsive to his family's attempts to comfort him. His once straight teeth were misaligned, and he had an unexplained scarred on his foot. An expert said in court papers that the injuries suggested he had been tortured with electric shock.A neurologist later concluded that the college student suffered brain damage, probably from a loss of blood flow to the brain for five to 20 minutes.North Korea has denied that Warmbier was tortured and has said he contracted botulism in custody, though medical experts said there was no evidence of that.The complaint also said Warmbier was pressed to make a televised confession, then convicted of subversion after a short trial. He was denied communication with his family. In June 2017, his parents were informed he was in a coma and had been in that condition for one year.Though foreign nations are generally immune from being sued in U.S. courts, Howell cited several exceptions that she said allowed the case to move forward and for her to hold North Korea liable. Those include the fact that North Korea has been designated by the U.S. as a sponsor of terrorism, that the Warmbiers are U.S. citizens and that North Koreans' conduct amounts to torture and hostage taking.The penalty awarded by Howell to the Warmbiers and to Otto Warmbier's estate includes punitive damages as well as damages for economic losses, pain and suffering and medical expenses.The lawsuit was brought on the Warmbiers' behalf by Richard Cullen, a prominent Virginia lawyer and former U.S. attorney. (KGTV) - A local couple is defending themselves after having their claims questioned following the release of new surveillance video showing a man allegedly trying to snatch a toddler from their car in a Vista Costco parking lot last weekend.The surveillance video released Thursday night shows 37-year-old Adam Glavinic walking up to the driver's side of the parent’s white SUV. The SUV begins slowly backing out of the stall, and that is when Glavinic reaches for the rear passenger door handle. Glavinic is shown opening the door then quickly shutting it and stepping away as a woman gets out the driver’s seat to confront him. Glavinic doesn't appear to reach inside to grab the boy who was in the backseat, according to his parents.“There's way more to this story that people don't know,” said mother Jennifer Lawson on Friday. She said that she and her fiancé are taking heat from the public after describing the encounter differently from what the video reveals. “We didn't lie. We were told that from everybody who was seeing the incident that he did touch our kid. He did reach his hand in the car. So, that's what we went off of. I didn't see [it] because I jumped out of the car as soon as I saw that guy open up the door,” she told ABC10 News.Earlier this week before the video came out, the couple said the man tried to pull their boy out of his car seat.Glavinic was arrested for attempted kidnapping and being under the influence.In response to community outrage over Glavinic posting bail and getting out of jail the next day, the San Diego County Sheriff's Department published the video in hopes of alleviating concern.The sheriff's office said that, based on the video and other evidence, "the Vista Sheriff's Station believes there is no ongoing threat or danger to our community's children related to this incident."When asked if Glavinic should still be charged, Lawson replied, “I'm not sure. I don't know his intentions. I didn’t know if he was going to kidnap my kid or hurt him. All I know is that it was terrifying and I was scared for my kid's life, safety [and] everything.”The case has been referred to the DA's Office, which is reviewing it. WARNING: Some information in this article is disturbing.LEBANON COUNTY, Penn. – A Pennsylvania father and his fiancée have been charged with the killing of the man’s 12-year-old son, whose body was found in horrific conditions earlier this year.The Lebanon County District Attorney’s Office said in a press release Monday that police found the body of Max Schollenberger on May 26, completely naked and sprawled across a bed on the second floor of his family's home in Lebanon County.The DA says Max’s body appeared malnourished, and the boy and the bed he was on were completely covered in fecal matter. Detectives reported claw marks in the sheets and said the marks made indentations on the stained feces.Max’s bedroom was entirely devoid of light and furniture, aside from the bed where he died, according to the DA. Shades were reportedly taped to the room’s windows and doors were screwed shut over them, so the child couldn’t see out.The DA says the door to the room had three metal hooks, which Max’s father, Scott Schollenberger, and his fiancée, Kimberly Maurer, admitted to using to lock the boy inside.During an investigation of Max’s life and ultimate death, detectives learned Kimberly had acted as the victim’s mother for the past decade and that she had other biological children with Scott. The DA says those kids lived in the same house, but they were “healthy, well-adjusted and cared for.”When the other children were interviewed, they reportedly described the stench that emanated from Max’s room and how their parents refused to let the boy out.“One child specifically remembered the defendants would enter the victim’s room and Max Schollenberger would scream and cry,” the DA said. “The child also recalled the defendants discussed bruises on the victim’s body.”The DA says family members and acquaintances reported they had not seen Max in quite some time, and certain people connected to the family were entirely unaware of the boy’s existence.At 12 years old, the DA says Max was never registered for or attended school, and he also hadn't received any medical care since was 2 years old.A forensic autopsy led to multiple findings compatible with starvation and malnutrition and multiple blunt force traumas throughout the child’s head, face, and body, according to the DA. Specifically, a doctor found Max weighed just 47.5 pounds at his death and was only 4 feet 1 inches tall.“He was nowhere near the size, weight, or stature appropriate for a child of his age,” said the DA. “All four of the child’s limbs showed a severe lack of muscle mass; his bones themselves showed a weakened state.”The doctor concluded that Max died as a result of blunt force head trauma complicating starvation/malnutrition, and his death was ruled a homicide.Scott and Kimberly are accused of starving, neglecting, abusing, and ultimately killing Max. They’ve been charged with criminal homicide, conspiracy to commit criminal homicide, endangering the welfare of a child, and conspiracy to commit endangering the welfare of a child.“Today marks the first step in the long path of justice for this little boy. Max Schollenberger existed – I will not call this living – in a state of perpetual suffering; he existed in the most egregious and foul of conditions. He remained starved, locked away, and isolated until his killing. This child never looked forward to his first day of school, blew out candles on a birthday cake, or experienced the unconditional love of family. Max Schollenberger died in soiled sheets, covered in his own feces,” said District Attorney Hess Graf. “Murders such as these are haunting, both for the community and for the law enforcement involved. I want to commend our Detective Bureau and the Annville Township Police for their thorough and detailed investigation. Our Office will always fight for vulnerable, defenseless victims. WARREN, Michigan — Police are looking for thieves who stole nine brand new Dodge Ram pickup trucks in a Michigan town.The vehicles were stolen just before 4 a.m. local time Thursday. They were taken from the storage lot at the truck plant in Warren.Police say the trucks were fresh off the assembly line and had not been titled yet.The trucks are worth more than ,000 each. Authorities have not said whether there are suspects or if they have an idea of where the trucks may be.  505
