SAN DIEGO (KGTV) - Swings and slides sit still across San Diego County, with caution tape wrapped around jungle gyms. Signs warning of coronavirus exposure tell hopeful parents and children the playgrounds they love are still closed.And no one seems to know when that will change."Kids do get infected with COVID, just like adults do," says Dr. Mark Sawyer, a Pediatric Infectious Disease Physician at Rady Children's Hospital."This is why we're worried about kids gathering because they potentially could get infected there and bring the infection home to more high-risk individuals who live in their house."Playgrounds have been closed since the start of the pandemic in March.ABC 10News reached out to San Diego County Officials to see if they have any guidelines in place. A spokesperson referred us to the State Reopening Guidelines.In hundreds of pages of reopening guidelines and plans, the word "playground" only comes up a handful of times. One is in the Industry Guidance for Campgrounds, RV Parks, and Outdoor Recreation. It advises campgrounds that "Playgrounds should also remain closed."Another time is in the State's new Blueprint Activity and Business Tiers for reopening. It specifies that Family Entertainment Centers can reopen Indoor Playgrounds at 50% capacity once their county reaches the Yellow or least restrictive tier.Parents and some lawmakers are growing frustrated at the lack of clarity for City and County-owned playgrounds at parks.On Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. San Diego Mayor Kevin Faulconer tweeted his support for the letter.Doctors, however, urge caution."Playgrounds are gold mines for transmissions for other diseases," says Dr. Christian Ramers, an Infectious Disease Specialist at Family Health Centers of San Diego."Kids get runny noses. There's a lot of touching there. Kids are touching everything with their hands. So I think there's uncertainty."Still, studies show kids need outdoor physical activity. A recent report from the American Academy of Pediatrics reinforced guidelines that say kids 3-5 years old should get 3 hours of physical activity every day. Kids 6-17 need at least one hour."I really think kids should be able to play," says Dr. Jaime Friedman, a Pediatrician with Children's Primary Care Medical Group. She says small groups should be able to use playgrounds as long as they wipe down equipment and maintain social distancing."But, I think it would be hard to mandate that everybody has to do it in that way or make a schedule of who can be on the playground..."The important thing is that they need to make sure they're washing their hands, not touching their face, and if other kids show up, or other families show up, then you probably want to get out of there," Dr. Friedman says.There's also a mental health aspect to the debate, as studies show outdoor play helps kids avoid anxiety, depression, and negative feelings.Rady Child Psychologist Brent Crandal says it's up to parents to get creative with play and find other outdoor options."We can take advantage of all the spaces near playgrounds that seem to be open to the public," Dr. Crandal says. "There are hiking trails. There are beaches. There are a lot of outdoor areas to take advantage of."Many parents have decided to break the rules and let their kids use playgrounds anyway. Some playgrounds have added padlocks on swingsets and slides to enforce the rules.In the meantime, City and County leaders say they can't do anything until the state releases specific guidelines for playgrounds.Doctors say the best way to get playgrounds open again is to work towards eliminating the virus."The only way to control this is community-wide effort to follow the guidelines which are basically wearing a mask and staying away from other people," says Dr. Sawyer from Rady Children's Hospital. SAN DIEGO (KGTV) -- The California Federation of Teachers (CFT) is urging school districts across the state to roll back in-person classes and return to distance learning.CFT President Jeff Freitas said with most of the state back in the purple tier of restrictions, it only makes sense to go back to virtual learning until there is a slow in the spread of COVID-19.“We need to get these numbers down," said Freitas. “We think the best thing right now is for schools to stop their plans of reopening and, or if they are reopened, to close their schools and go back to remote.”Three Vista Unified School District schools -- Rancho Buena Vista High, Vista Magnet Middle, and Madison Middle -- returned to virtual learning Tuesday after positive COVID-19 cases were reported. It’s a back-and-forth the district has been dealing with since reopening for in-person instruction last month.“There should be more of a statewide approach and definitely a national approach,” said Freitas. “We have been asking that they take the lead on this.”San Diego Unified School District thinks it has come up with an answer. During its State of the District address Tuesday evening, Superintendent Cindy Marten said the district created a federal relief plan to get all schools nationwide back on track for the next two years.The plan asks for federal investment in education that would be centered around equity and undoing learning loss.“What would the San Diego strategy look like at the national level? We have outlined that plan, shared it with the Biden administration,” said Marten.The plan includes a COVID-19 testing, tracking, and tracing strategy for students and staff, and 0 billion in direct relief to schools. Marten said the money would offset the lost state revenue and increased operating costs.“We call for full funding for the Individuals with Disabilities Education Act (IDEA) and full funding for the Impact Aid program to invest in military families,” added Marten. “We call for tripling Title I funding and making the fund permanent to support low-income families.”“I know that San Diegans will step up and do whatever it takes to make sure no student is left behind,” Mayor-elect Todd Gloria said during a special appearance at the address.SDUSD’s plan has been sent to the Biden transition team for consideration. Father Son Holy Spirit," she said crossing herself, "and I dropped to my knees."Muno had a career in aviation, performing duties from flight attendant to loading the aircraft and working on flight plans. Just watching the video made her tear up, knowing his safe landing was a miracle."We're all blessed. If I had lost Ryan, but he saved so many people," she said wiping away a tear.Muno said Ryan's been an instructor for two years, pursuing his second dream after a concussion during a baseball game changed his trajectory."When he was a little baby he used to lay down in the first class cabin and just go to sleep," she said he found his love of flying from growing up traveling with her.After his emergency landing, she's not too keen on him jumping back into the cockpit.Last night she urged him to hang out with his friends, or his father, "because if I get you, I'm never going to let you go," she said choking back tears.She said Ryan is probably going to go back to work tomorrow. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148
