SAN DIEGO (KGTV) - A number of drivers who parked their cars in Little Italy this week got a nasty surprise when they tried to leave.Their cars were trapped because other people parked next to them on Beech Street."I can't figure out how the city has made such a mess of this street," said Andrea Silva, who lives downtown. The issue happened because the city restriped one side of the road from Front to Sixth Avenue as part of its downtown mobility plan. The idea is to move the parking spots away from the curbs toward the middle of the street. The area in between the cars and curb would then become a dedicated bike and scooter lane, separated by pillars. The city recently completed those lanes on J Street in the East Village.The problem on Beech Street arose because crews painted the new mid-street parking spots, but didn't add any signage, curb painting or other barriers to alert drivers not to park on the curb. That lead to people parking where they are used to, with others parking next to them in the new spots. "I'd definitely be mad," said John Shores, who was staying downtown. "I couldn't go anywhere until these people decide to move."City spokesman Anthony Santacroce said crews should have the work completed by early next week, with pillars keeping the cars from going up to the curb on Beech Street. He said workers will also put up work zone warning signs to alert drivers to not park on the side of the street. "During the short amount of time between painting of new parking spaces and the construction of the cycle tracks, cars were permitted to park in both the new spaces and the soon-to-be removed spaces along the curb," Santacroce said. "Although we understand that this could lead to some confusion, the intent was not to limit parking until the final phase of construction."The downtown mobility plan, in the first of three phases, connects the East Village to Little Italy, emphasizing alternate methods of transportation. 1967

SAN DIEGO (KGTV) — A man convicted of killing a San Diego Police officer in 1978 in the city's Skyline neighborhood has been granted parole by a review board.Jesus Cecena was convicted of killing SDPD officer Archie Buggs on Nov. 4, 1978, during a traffic stop. He was sentenced to life in prison without the possibility of parole after shooting the 30-year-old officer four times before killing him with a final shot at point-blank range, according to the San Diego District Attorney's office.According to Deputy District Attorney Richard Sachs on Wednesday, the parole board feels Cecena is no longer a risk to society. The San Diego District Attorney's office believes he should remain in prison."He hasn't come to grips with the crime. He doesn't own the causative factors of this offense. He does not accept his true motivation behind committing this crime," Sachs told 10News anchor Lindsey Pena on Tuesday.The former gang member was 17-years-old at the time of the slaying. His prison term was later modified to seven years-to-life due to his age, making him eligible for Youth Offender Parole.Since then, Cecena has been denied parole at least 14 times, the latest being 2019, 2017, 2016, and 2014. Each time, the seriousness of his crime was cited. The DA's office told 10News last year that Cecena has had an unstable social history in prison, receiving more than 10 violation reports for misconduct.Last year, Gov. Gavin Newsom denied Cecena parole.Tuesday, Pena spoke with Buggs' former partner, Jesse Navarro. Navarro was there the day he and his partner made the traffic stop and remembers the day vividly."It was a planned execution by gang members in the area. They'd been talking about killing a police officer in the area for a number of months," Navarro recalls.Buggs died right in Navarro's arms. Buggs was laid to rest just a month before he was supposed to get married."Not only we became partners but Archie and I became very good friends," said Navarro. 1985

  

SAN DIEGO (KGTV) -- A man was arrested Tuesday night following a chase that injured one woman.According to San Diego Police, officers noticed that the man’s headlights were out and tried to pull him over near Nimitz Boulevard and Rosecrans Street around 8:22 p.m.The man then reportedly took off, striking two cars along the way. The pursuit then led officers onto Interstate 5 where the suspect struck the back of an SUV, injuring a woman inside.Officers were able to take the man into custody after he tried to cross I-5 and run down a steep embankment.The severity of the woman’s injuries are unclear. 612

  

SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years. The board initially voted down the proposal, but Faulconer then called for a weighted vote based on population - getting the necessary votes to pass.Coronado, Lemon Grove, Imperial Beach, Poway, Escondido, Santee, Solana Beach, Vista, El Cajon. The county representatives split their vote. The plan now goes to the state's Housing and Community Development Department for review. 1999
