BEIJING, Feb. 24 (Xinhua) -- Chinese military and international relations experts on Wednesday said that a recent Pentagon report playing down Taiwan's aerial combat capability was a front for more advanced arms sales to the island, which would seriously violate a Sino-U.S. agreement that Washington endorsed 28 years ago. "Any further arms sales, especially if the U.S. sells F-16 fighters to Taiwan, would increase already strained tensions with China," Prof. Tan Kaijia with the National Defense University of the People's Liberation Army told Xinhua. The report delivered by the Defense Intelligence Agency of the U.S. Department of Defense to the Congress has stressed that many of Taiwan's 400 active combat aircraft were not operationally capable due their age and maintenance problems. It also specified that Taiwan's 60 U.S.-made F-5 fighters have reached the end of their operating life and some of the island's F-16 A/B jet fighters needed improvement to increase combat effectiveness. The Pentagon's report came as Taiwan continued to voice its need for advanced U.S. weaponry such as 66 F-16 C/Ds, a substantial improvement model on Taiwan's current F-16 A/Bs. But the U.S. side excluded the fighters from the latest arms sale package. According to media reports, Taiwan currently operates 60 U.S.-made F-5 fighters, 148 F-16 A/Bs, 56 French-made Mirage 2000-5 fighter jets and 126 locally produced Indigenous Defense Fighter (IDF) aircraft. "If the U.S. equips Taiwan with new F-16s, replacing the second-generation F-5s, it would significantly increase the island's aerial combat effectiveness for F-16's compatibility to other U.S.-made weapon systems such as airborne early warning and control aircraft through Link-16 Multifunctional Information Distribution System," said Prof. Tan. According to the Communique jointly issued by the Chinese and U.S. governments on Aug. 17, 1982, the U.S. side states that "its arms sales to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplied in recent years since the establishment of diplomatic relations between the U.S. and China." "Comprehensive performance of the F-16s is far beyond that of the F-5s and the qualitative parameters of the F-16 C/Ds also exceed those of the F-16 A/Bs," said Tan. Selling such arms would "be an overt offense" against the Aug. 17 Communique, and promoting such a move by an elaborate report would not give any justification for the U.S. since the F-16 C/Ds would not be considered as a defensive weapon in any case, he said. Guo Zhenyuan, a researcher with the prominent thinktank China Institute of International Studies, told Xinhua that previous U.S. arms sales to Taiwan were covered by the front of "providing Taiwan with arms of a defensive character" to ease the backlash to the bilateral relationship from the Chinese side. "The U.S. side should know that the sooner it stops selling arms to Taiwan, the more willing China would be to work with it on global and regional issues," Prof. Jin Canrong with Renmin University of China said. Such phone service will be extended to other parts of the country gradually.

BEIJING, Jan. 17 (Xinhua) -- The United States needs to face up to its own imbalances rather than engage in more China bashing over trade, said world-renowned economist Stephen Roach.     "The West, especially the United States, needs to take a long hard look in the mirror and face up to its own imbalances. Hypocrisy is not a recipe for global statesmanship," wrote Roach in Singapore's leading financial daily Business Times this week.     As U.S. congress and the White House look toward the mid-term elections of 2010, Washington could well up the ante on China bashing -- moving from a rhetorical assault to widespread trade sanctions, predicted Roach, chairman of Morgan Stanley Asia.     He noted that the United States has already imposed trade sanctions on Chinese exports of tyres, coated paper product and steel piping and grating in recent month.     Roach argued that the expected salvo from Washington was apparently built on hypocrisy as the United States itself should also be held accountable for the global economic imbalances.     Meaningful progress on global rebalancing could not occur without progress by both China and the United States and that China has a more optimistic prospect of achieving rebalancing, he said.     "There is good reason to believe that China ... is about to take dramatic steps in rebalancing its domestic economy in a fashion that would provide a sustained and meaningful reduction in its current account surplus."     China viewed the recent crisis and recession as an unmistakable wake-up call, which left the country with little choice other than to shift the sources of its GDP growth from external to internal markets, he said.     However, it was hard to be sanguine about the outlook for America's saving and current account imbalance.     "The United States, with its massive shortfall in domestic saving, has come to rely heavily on surplus saving from abroad to fund economic growth. And it must run massive current account deficits in order to attract that capital," he said.     All nations need to be accountable for the role they need to play in driving a long overdue global rebalancing, said Roach. "It would be the height of folly to try and force China into a counter-productive approach, especially since it appears to be taking its own rebalancing agenda very seriously."

  

HONG KONG, Jan. 30 (Xinhua) -- Plans of extensive and comprehensive inspection of roughly 4,000 buildings aged 50 years and over will be carried out in a month, said the website of the HK Special Administrative Regional government on Saturday after a building collapse incident."This is a comprehensive check across the territory of all the buildings of this age, which we believed are more or less of similar construction, which is reinforced concrete framed construction," said Secretary for Development, Carrie Lam, after inspecting the scene of the building collapse case in Ma Tau Wai Road Saturday.A five-story apartment building of more than 50 years old in Hung Hom, Hong Kong's Kowloon district, collapsed suddenly around 1:30 p.m. local time ( 0530 GMT) Friday afternoon. Four people were confirmed dead and two others injured."we are going to set up 40 teams of professional and technical staff to go out to various parts of Hong Kong, Kowloon and the New Territories to inspect these 4,000 buildings. The target is to complete these comprehensive inspection within a month. We will then follow up with the needed remedial action," she added.Carrie Lam also mentioned she was going to introduce into the Legislative Council a new piece of legislation concerning mandatory inspection of Hong Kong's buildings over 30 years old and also mandatory inspection of windows for buildings aged 10 years and over.

  

BEIJING, March 16 (Xinhua) -- Chinese Vice Premier Li Keqiang Tuesday urged greater efforts should be made to expand medical reform this year.At a meeting of the leading group for furthering medical reform under the State Council, Li said to advance reform and development of medicine and health care cause, priority of work should go to establishment of a basic health care service system accessible to all and improvement of health care service at grassroots level.A good job should be done in basic health care insurance this year, with a goal of achieving notable increases in the numbers of urban workers and other residents taking out medical insurance policies. Chinese Vice Premier Li Keqiang (3rd R), presides over a meeting on deepening the country's medical reform in Beijing, capital of China, March 16, 2010"Great efforts should be made to encourage those working with economic organizations of non-public ownership, college undergraduates, self-employed people, and migrant workers to participate in the medical insurance program, while stabilizing the rate of participation in rural health care cooperative system well beyond 90 percent," said Li.The vice premier also promised to raise per capita subsidy by the government for basic health care insurance takers and participants in rural medical cooperatives to 120 yuan (17.64 U.Dollars).Li demanded not less than 60 percent of grassroots health institutions should use medicines on the essential drug list, urging authorities to take measures to reduce the prices of overpriced medicines.He also emphasized the importance of continuing to carry out major public health service programs, such as inoculation of 21 million children with Hepatitis B vaccines."It is also imperative to implement a plan nationwide for building a grassroots team of medical and health care workers, with training of general practitioners as the focus," said Li, who also set a target of training 60,000 general practitioners in three years.While urging efforts to improve long-term aiding ties among some 3,000 hospitals, Li said the reform at public hospitals should also be expanded and a good job should be done in experimental centers in 16 chosen cities.The vice premier also stressed need to encourage and guide social forces to build medical establishments.Li also asked government departments to strengthen leadership and provide financial support for the medical reform.
