DENVER — A mom-to-be is counting her blessings after receiving a generous tip from “Catfish” host Nev Schulman, who has the same birthday as her due date.Zulia Reyes works at the Smashburger at the Denver International Airport. She’s been a server for nearly a decade and has worked at the burger restaurant for more than a year.She said she’s met celebrities while working, but her connection with Schulman took it to another level when he asked her when she was due.“I told him Sept. 26," she said. "He’s like, 'That’s my birthday.'”Reyes is 32 weeks pregnant. The two took a picture and after Schulman left, Reyes discovered a big surprise on the table.“The tip was 6 — for my due date, which is Sept. 26, which is his birthday,” Reyes said. “It means the world to my baby and my family. We never expected this to happen to us.”Schulman left a note at the end of the receipt reading, "Congrats on your baby girl! Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. If the average debt-to-income ratio did not meet government standards, the school's federal funding would be revoked.The announcement comes?two weeks after DeVos said she would replace the "borrower defense" rule that aimed to help defrauded students seek debt relief.Together, the two rules were an important part of the Obama administration's crackdown on for-profit colleges like Corinthian and ITT Tech, which were accused of defrauding students and eventually shut down. Corinthian was fined million by the Department of Education for overstating job placement rates and was accused of preying on low-income people with high-interest loans. Now, the state-owned fairgrounds has laid off more than half of its staff and has asked Sacramento for million in bailout money."They need a new vision for the future and they need it desperately to solve their financial problems," said Del Mar Councilman Dwight Worden.Worden said affordable housing is an ideal solution. The city wants to team up with the fairgrounds to build upwards of 51 affordable homes on the property. On Monday, the council could approve a formal memo to submit to the fairgrounds on its vision.As it stands, Del Mar has no affordable housing and as such faces steep state penalties - including fines, lawsuits, and even loss of development control."In a place like Del Mar, where the ground costs a million dollars an inch, anything where we have to buy land is immediately not affordable," Worden said.The idea to put housing has been talked about for years. Most recently, in June, a Los Angeles-based developer proposed to put modular homes on the property to temporarily shelter the homeless during the outbreak, but pulled the project after community opposition."That was a hornet's nest," Worden said. "We've been telling them 'look, let's work on this long term affordable housing, where we get credit and we know how to help you do that successfully.'"Worden said this would be different, because it would give people such as fairgrounds workers, emergency medical technicians, teachers, and restaurant servers to permanently live close to where they work.Worden says the city has picked out five locations on the fairgrounds, mostly around the perimeter.The cost is still not clear, but Del Mar may ask Solana Beach the city of San Diego to participate, and see if they can get partial credit for their housing requirements.Del Mar must built 163 new housing units by 2029.
