SAN DIEGO (KGTV) - San Diego State University is launching two task forces after a 19-year-old died earlier this month after attending a fraternity event.Dylan Hernandez died Nov. 8 after falling out of the top bunk in his dorm.In the wake of the tragedy, SDSU suspended all 14 of its fraternities. On Wednesday, it announced the creation of two task forces to address student life and attack issues that may have led to Hernandez's death. About half of the 28 members are university employees and administrators, while about five are current students. Erik Johannesen, a chapter advisor for the Delta Sigma Phi, will participate in the task force on activities and safety. "Fraternities, when they're operating well, they're the great finishing school for every young man that joins one," said Johannesen, who graduated SDSU in 1981. "They're the ones that will tell you how they drink, and where the risk is, and they're the ones that have to buy in," said education attorney Bob Ottilie. SAN DIEGO (KGTV) - Snoopy’s San Diego Comic-Con pop-up store is celebrating the Peanuts gang’s history with NASA and the Apollo 10 mission. In 1969, Apollo 10 used a lunar module to “snoop around” the moon’s surface in advance of the Apollo 11 moon landing. The crew named the module “Snoopy” and the command module “Charlie Brown”. As Gene Cernan, Apollo 10's Lunar Module Pilot once said, "No one remembers Apollo 10—until you tell them our spacecrafts were named Snoopy and Charlie Brown, and they say 'Oh! I remember!' " To honor the 50th anniversary, Oscar-winning director Morgan Neville created “Peanuts in Space: Secrets of Apollo 10”, a mockumentary demonstrating the ties between the beloved cartoons and the space agency. The film, starring Ron Howard as himself and Jeff Goldblum as a self-published NASA historian, is available free in the Apple TV app. Astronaut Snoopy merchandise, including skate decks and finger skateboards are available at the pop-up shop at 226 Fifth Ave. Fans can also buy replicas of a Snoopy “All systems go” pennant. SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) - San Diego Police said a mother was drunk and driving her children when she crashed going the wrong way on a Rancho Bernardo street Monday morning.The crash happened about 4:30 a.m. on Camino del Norte, just west of Interstate 15. The woman drove her Chevy SUV east in the westbound lanes of the road, hitting a man in a Jeep Liberty.Officers told 10News the mother, who is in her 30s, had her 8-year-old child in the backseat with her 2-year-old child in a car seat. An infant was also in the car, unrestrained.RELATED: Check traffic conditionsThe infant was taken to Rady Children’s hospital with major injuries. The other children had minor injuries and were rushed to Palomar Hospital.The mother, who had minor injuries, was also taken to Palomar Hospital, along with the male driver of the Jeep. SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734
