President Donald Trump signed a 0 billion stimulus bill on Sunday, with some of those funds going toward direct payments for millions of Americans. Those making over ,000 (4,000 for couples) will not receive a check.- Once again, young adults considered dependents of their parents are not eligible for the payments.- The amount given per child under the age of 17 will increase from 0 to 0.- Americans will receive the second round of stimulus checks the same way they received the first one.- While most Americans who received a stimulus check in the spring will receive one, changes to income between 2018 and 2019 could alter payments.What is unknown:- Will Congress authorize an increase of the direct payments from 0 to ,000. Trump called on an increase to direct payments, which got support from the House on Monday, mostly due to strong Democratic support. Now the bill goes to the Senate, but it is unknown if the bill will even get a vote there.- When a check will be distributed. Treasury Secretary Steven Mnuchin says that checks could be distributed within a week, but with Congress considering an increase to the amount per check, that could delay things.Why would I qualify for a check in the spring, but not now?This would mostly be due to a change in income. The IRS went by income from the most recent tax return that had been submitted by the spring. The filing deadline for 2019 taxes was July 15. For many Americans, the IRS used 2018 return information. If someone saw their income increase from 2018 to 2019, that information would now be in the IRS’ hands.Conversely, if your income dropped in 2019 compared to 2018, that might make you eligible for a check this time around.Undocumented immigrants still will not receive a check, but their spouses mayDuring the last round of stimulus checks, many families did not receive a check if an undocumented immigrant is in the family. Now, the spouses and children of undocumented immigrants can now receive a check (assuming they meet qualifications), and also retroactively earn a check from the last round of stimulus.When will we know if I will get 0 or ,000That will be decided in the coming days. The Senate is scheduled to meet on Tuesday. Theoretically, the Senate could approve the House’s bill on Tuesday, and Trump could sign later in the day.Regardless, a new Congress is sworn in on Sunday, and the Senate has until then to consider the legislation passed by the House on Monday. 2953

RANDLEMAN, NC (WGHP) -- Police found a malnourished 5-year-old girl locked in a small closet under a stairway at a home in Randleman, according to a press release.On Sept. 12, Randleman police conducted a welfare check for a child at a home in the 200 block of Back Street. Officers were told the child was being physically and mentally abused.Officers went to the home in an effort to locate the little girl. Upon arrival, they found no vehicles in the driveway and it appeared no one was there.Officers knocked on the door and received no response, so they began calling the child's name. Once they began yelling, they received a response.They first asked the child if she was OK and the girl replied with "no." Officers then asked if she needed help and she replied, "yes."Officers then made entry through a front porch window and found the child locked in a two-foot by four-foot closet under a stairway. She had no food or water and appeared to be extremely malnourished with burns, scratches, and bruises all over her body.The 5-year-old was taken from the home by a daycare employee. She was taken to Randolph Hospital and transferred to Brenner's Children's Hospital.She is currently in the custody of the Randolph County Department of Social Services.As a result, Adam Joshua Byrd, who is the child's father, and Crystal Dawn Carnahan, who is a child caretaker, were arrested.Byrd is charged with assault with a deadly weapon serious injury, intentional child abuse serious physical injury and negligent child abuse serious physical injury.Carnahan is charged with assault with deadly weapon serious injury, intentional child abuse serious physical injury and negligent child abuse serious physical injury.Both were taken to the Randolph County Jail on a 0,000 secured bond. 1794

  

RAMONA, Calif. (KGTV) - Piles of chicken carcasses, swarms of flies, and a horrendous stench are what neighbors around a Ramona egg ranch say they're struggling with daily. However, the County of San Diego told Team 10 that the ranch has fixed the problems. Yet neighbors say that's not true and if anything, it's gotten worse. The family that owns the ranch claims it's always working to ensure it's in full-compliance with the County's requirements. "We're actually getting whole limbs, chicken legs, skulls, and wings with the feathers still on them," says neighbor Sue Elliot. She describes for 10News all the waste that birds and other predators have swooped up from the huge Demler Brothers Egg Ranch and dropped around nearby homes. "You can smell it for a couple of miles down that way and down that way," adds neighbor Tony Lee. He explains that the stench comes from mounds of chicken manure on the ranch. Elliot adds, "They cover the tops of all of [the mounds] with shredded chickens and it's just red. It's just a sea of red." Neighbors sent 10News pictures that they say were taken last October, before the County did an inspection in November, after getting a complaint about dead chickens and manure. The photos show what neighbors say is raw, red meat, dumped on pile after pile, accessible to a bird or insect. "You've got to think, what disease is it carrying," Elliot asks. "It just depends on what kind of bacteria is cooking in that pile ya know? We don't know," says Lee. The ranch declined an on-camera interview but sent us this statement: “We are a small, family-owned, multi-generational farm that has always worked closely with San Diego County to ensure we are in full-compliance with all county regulations and requirements. We began our farm in 1974 when the area was very rural with more farms than homes. As is the case throughout California, as rural areas become more urbanized, new residents move to the area and demand changes to the way farmers and farms operate regardless of the impact those changes have on the farm or the rural lifestyle which drew the homeowners here in the first place. We are proud of our farm, and we will strive to be good neighbors as we continue our right to farm.” The County tells 10News that it issued a written notice after finding piles of composting ground chicken carcasses were not covered up enough to prevent flies and birds from getting in and flies were breeding. The ranch was also issued a violation notice and a warning letter related to its use of pesticides. The County now says the issues appear to have been resolved and the ranch told the County its taking new steps to minimize odors. Neighbors don't buy it. "I feel like I'm just about getting the run around," says Lee.In 2013, neighbors were concerned after a video surfaced that showed a worker at the ranch chasing hens, swinging at them with a stick. When hens stop producing as many eggs, they are routinely euthanized. In the case of Demler Brothers Egg Ranch, the hens were gassed with carbon dioxide, which is an accepted method. However, not all of the hens died.So, the worker's apparent solution was to use a stick. The ranch said it was outraged to discover its hens were mistreated by an employee of a third-party company. The ranch says that individual was terminated by the vendor.568Neighbors say that now the ranch has been disposing of waste irresponsibly, harming the environment. "The flies get in it and they multiply and then they spread across the countryside," adds Lee.Elliot concludes, "[The people at the ranch] don't care. They just don't seem to care." 3634
