(CNN) - President Donald Trump made his first visit to a war zone on Wednesday, receiving an enthusiastic reception from many US troops there -- some of whom may have run afoul of military rules.Video footage and the written report of Trump's visit with service members in Iraq showed the President signing "Make America Great Again" hats and an embroidered patch that read "Trump 2020."A US military official told CNN the MAGA hats that Trump signed at the Ramstein Air Base event in Germany were personal and brought there by military personnel in hopes of getting an autograph. The official contended that it was not a campaign event and that the hats were used as support for Trump, not as a statement of political support.Although the event was not an official Trump re-election campaign event, the President did declare his candidacy for re-election in 2020 soon after his inauguration.White House press secretary Sarah Sanders told CNN the hats were personal items brought by the troops in Iraq and Germany. Sanders said the White House did not distribute them.Department of Defense guidelines say that "active duty personnel may not engage in partisan political activities and all military personnel should avoid the inference that their political activities imply or appear to imply DoD sponsorship, approval, or endorsement of a political candidate, campaign, or cause."The questions arose because the hats, emblazoned with the President's signature political slogan, appeared to be brand new and because there are rules against military personnel participating in political activities while in uniform.No policy violations have been brought to the military's attention at this time, said Capt. Christopher Bowyer-Meeder, a spokesperson for the US Air Force, Europe. He added there is no rule against Airmen bringing personal items to be signed by the president.The Defense Department guidelines have the same intent as mirror the Hatch Act restrictions on political activities for civilian federal officials. In the Trump Era, officials have deemed hashtags and hats potential rule violations. Earlier this year specific guidance notified federal employees that bringing MAGA hats to work or using the terms "#resist" or "resistance" in reference to President Trump could violate the Hatch Act.Retired Rear Adm. John Kirby, a former Obama administration spokesperson and a CNN analyst, said on CNN's "The Situation Room" on Wednesday that service members having Trump sign the items was inappropriate."It is in fact a campaign slogan, that is a campaign item, and it is completely inappropriate for the troops to do this," Kirby said.Kirby assigned some blame to Trump himself for political activity around the military: "Every time he's around military audiences, he tends to politicize it, and he brings in complaints and grievances from outside the realm of military policy." 2897

(KGTV) — California is taking its time before issuing guidance to allow the state's theme parks to reopen during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state was not planning to issue such guidance soon, despite reports last week that rules that would allow the shuttered locations to reopen would be issued soon.Disney Chairman Bob Iger recently left the state's economic recovery task force, an early indication that business leaders for the industry could be at odds with the state over reopening. According to the Associated Press, Erin Guerrero, executive director of the California Attractions and Parks Association, said amusement park leaders wanted changes to a proposed draft they reviewed this month."There’s disagreements in terms of opening a major theme park. We’re going to let science and data make that determination," Newsom said, adding that he wasn't "surprised at all" that Iger left.Newsom said the state is continuing to work with the industry and would approach theme parks with a "health-first" framework, but was not in a hurry to release rules."We are going to be led by a health-first framework and we’re going to be stubborn about it," Newsom said. "That’s our commitment — that’s our resolve. We feel there’s no hurry putting out guidelines."He added that working to put out appropriate rules would depend on local data."It’s very complex. These are like small cities, small communities, small towns. But we don’t anticipate, in the immediate term, any of these larger theme parks opening until we see more stability in terms of the data," Newsom said.California's major theme parks — including Disneyland, Universal Studios, SeaWorld San Diego, Legoland, Knott's Berry Farm, and several smaller theme parks around the state — have been closed since about mid-March due to the pandemic.Last week, Disney announced 28,000 employees would be laid off as the company struggles with the economic impacts of having its parks closed or under capacity limits. 2014

(KGTV) - Body camera video released Friday shows YouTube shooter Nasim Aghdam telling Mountain View Police she had no plans for violence, hours before she opened fire at the company's San Bruno headquarters.The police recording shows officers identify Aghdam’s car in a Walmart parking lot in Mountain View about 1:30 a.m. on April 3. Less than 12 hours later, Aghdam would open fire in a courtyard at the YouTube campus, injuring three people before turning the gun on herself. Mountain View Police said the license plate showed Aghdam's vehicle was linked to a San Diego missing persons report filed by her family. The MVPD said seven record systems were checked during this time, including the Armed and Prohibited Persons System. The APPS cross-references records of persons who lawfully purchased weapons with the records of those who are prohibited from owning them. The systems checks for Aghdam came back negative, police said.RELATED: Police shooter Aghdam visited gun range before shootingTwo officers knocked on the window and woke up Aghdam, who had been sleeping in the back seat. During their conversation, officers asked Aghdam if she knew her family in San Diego had reported her missing.“We didn’t get along together so I left them,” Aghdam said. She explained that she didn’t get along with her father and drove straight to Mountain View from San Diego. Aghdam also said she went to Northern California to start fresh in a place without memories.Officers asked Aghdam if she was taking medication or needed to take medication. Her father, Ismail Aghdam, answered the phone and confirmed that he had not been getting along with his daughter, police said. He thanked officers for the call and hung up.One hour later, the father called Mountain View Police to let them know his daughter had recently become upset about changes on the YouTube platform that had impacted videos she had created on living a vegan lifestyle, police said. The father suggested that may have been one of the reasons Aghdam was in Mountain View.RELATED: Shooter's family told 10News they warned police about YouTube grudge10News talked with Aghdam’s family at their home in Menifee the evening of April 3. They said that they tried to warn authorities before the shooting.The family said she felt she reached the most people through her YouTube page but her relationship with the company turned ugly when YouTube changed its filters and she began to lose followers and viewers."I Googled 'Mountain View' and it was close to YouTube headquarters, and she had a problem with YouTube," her brother told 10News. "So I called that cop again and told him there’s a reason she went all the way from San Diego to there, so she might do something."Mountain View Police said that during their call, Aghdam’s father did not bring up any concerns about his daughter’s behavior, any potential for violence, or a likelihood that she could be a danger to herself or others.RELATED: Female shooters are rare, YouTube attacker joins short list“A review of the incident revealed that our officers followed proper procedure and protocol. In this case, they checked on the welfare of a person who, at the time, was reported missing but whose actions, demeanor, and answers did not present any information which would cause us to believe she would be a threat to herself or others,” said Chief Max Bosel. "The tragedy of the incident at YouTube weighs heavily on our hearts but we support and stand by the actions taken by our officers in their contact with Ms. Aghdam.”The YouTube shooting case is being investigated by San Bruno Police. 4023
