BEIJING, Aug. 26 (Xinhua) -- Chinese senior legislator Chen Zhili on Thursday called for preferential policies in taxation for enterprises using cleaner production methods to promote their competitiveness.Chen, vice chairwoman of the National People's Congress (NPC) Standing Committee, made the remarks during her report on an inspection on the enforcement of the Cleaner Production Promotion Law.Favorable policies and funding provided in the law had been poorly implemented, and that had impaired the enterprises' initiative in achieving cleaner production, Chen said.Chen said statistics gathered during the inspection did not provide reasons to be optimistic. During the period from 2003 to 2009, only 0.15 percent of the enterprises nationwide had integrated the cleaner production review into their operations.Chen also noted the serious situation of excessive packaging used in protecting products.Statistics revealed that China had been consuming 40 million tonnes of wrapping materials annually, and the bulk of this was used for extravagant packaging, Chen said.Future policies should make detailed provisions on requirements of enterprises eligible for such tax preferences, and those enterprises, which had made outstanding efforts in cleaner production, should be rewarded, Chen said.Chen also urged streamlining the task assignments among different governmental departments in law enforcement and promote the government's supervisory responsibilities.

BEIJING, July 12 (Xinhua) -- The State Council's policies to rein in rapidly soaring housing prices in cities will continue and local governments should implement them "unswervingly", according to a statement released Monday from the Ministry of Housing and Urban-Rural Development, while also denying some media reports on a possible policy withdrawal."We will urge local governments to make sure that they strictly implement the differentiated housing loans policy to crack down on housing speculations," the ministry said in a brief statement posted on its website.The ministry added it would adopt "positive" measures to increase the supply of commercial homes in the market, speed up construction of housing for low-income residents and renovation of shantytowns, and strengthen supervision of the real estate market conditions.The statement came shortly after the National Bureau of Statistics (NBS) released its latest figures on housing prices in Chinese cities.Housing prices in major Chinese cities rose 11.4 percent year on year in June, one percentage point lower than the increase in May, according to NBS statistics.This was the second consecutive month that China's property prices grew at a slower pace. Property prices in the 70 large- and medium-sized cities grew 12.4 percent year on year in May, 0.4 percentage point lower than in April.The State Council, China's Cabinet, introduced a series of tightening measures in April to rein in soaring house prices and curb speculation, including tightened scrutiny of developers' financing, suspension of loans for third-home purchases and higher down-payment requirements for second-home purchases.Housing prices almost doubled in some popular Chinese cities such as Beijing and Shanghai in 2009, prompting the Chinese government to take measures to curb these excessive hikes.

BEIJING, July 15 (Xinhua) -- At least 135 people had been confirmed dead and 41 are missing, as some of the worst flooding in years continues in south China.By 4 p.m. Thursday, close to 35.5 million people in 10 southern provinces and Chongqing Municipality had been affected by continuous rainstorms and floods since July 1, the Civil Affairs Ministry said in a notice on its website.About 113,000 homes were destroyed and more than 1.2 million people had been relocated, it said.Direct economic losses were estimated at about 26 billion yuan (3.8 billion U.S. dollars), up from Wednesday's 22.2 billion yuan.In Jiangxi Province alone, at least eight people have died since July 8, and direct economic losses have amounted to more than 2.9 billion yuan.The ministry had dispatched work groups to Jiangxi to direct relief work.The Office of State Flood Control and Drought Relief Headquarters announced earlier Thursday that floods had killed 594 people in 26 provinces since the beginning of the year. Another 212 people were missing.Direct economic losses cause by the floods totaled 120.2 billion yuan, the office said, adding that 97.5 million people and 6.16 million hectares of farmland were affected.In Hubei Province, continuous downpours and rain-triggered floods since July 3 have left 32 people dead and two missing.Heavy rainfall has raised water levels in many rivers in the middle and lower reaches of Yangtze River, China's longest, and a new round of rainstorm is expected to pelt the river course soon, bringing possibility of serious floods.The river's Three Gorges Dam raised the speed of water discharge Thursday afternoon to save space for the upcoming gushing flooding waters.

BEIJING, June 30 (Xinhua) -- The Party School of the Communist Party of China (CPC) Central Committee, or the Central Party School, opened its door to more than 60 correspondents from domestic and overseas media on Wednesday, one day ahead of the 89th anniversary of the founding of the CPC, on July 1.It was the first time the country's highest institution for the training of high- and middle-level Party officials invited a large group of media workers from home and abroad to tour the mystery-shrouded campus in northwestern Beijing.Forty-two correspondents, photo journalists and TV reporters from major overseas media organizations - including the Associated Press, the Agence France-Presse, the Guardian, CNN and the Australian Broadcasting Corporation - participated.During the two-hour tour Wednesday afternoon, the group attended a press conference, a class and interviewed some teachers and students during their visit to the school's main teaching building, gymnasium, canteen and dormitory building."The Central Party School and the whole Party system haven't interacted much with the outside world -- this is something we are trying to change," said Li Baosheng, the school's vice president.The Party, founded July 1, 1921, is the world's largest political party. It had 78 million members as of last year."The Party system should open up to the outside world because the Party exists to serve the people and the Party has nothing to hide," Li said at the press conference.Some correspondents from overseas media interviewed by Xinhua said they had known nothing about the school before the tour. Other correspondents from domestic media said it was their first time to visit the school.The school's history dates back to the School of Marxism and Communism set up in March 1933. Late chairman Mao Zedong served as president of the school. President Hu Jintao also served as the school's president and its current president is Vice President Xi Jinping.The school has trained 60,00 high- and middle-level officials over three decades. Its curriculum includes Marxism masterpieces and Party principles, western political theory, economics, contemporary law, religion and military affairs.The school has academic cooperation agreements with government departments, research institutes and universities from nearly 30 countries.The media group found the tour interesting, and some even took photographs of the food menu in the canteen. Some walked around the huge campus decorated with trees and fountains like many other college campuses in the world."It's a beautiful campus. The environment here is a great place for study," said Stephen McDonell, the Australian Broadcasting Corporation's China correspondent.The tour of the school was welcomed by many correspondents. The school's spokesman, Luo Zongyi, made his debut at a press conference held Tuesday.Some correspondents from overseas media expressed their wish to know more about how the school plays its role as the highest institution."The tour was interesting and the school is probably less mysterious than people think. I hope we will have more opportunities of this kind to visit and see for ourselves and to have interactions with officials, teachers and students as we did today," Jaime A. Florcruz, CNN's Beijing Bureau Chief, said after the tour.Florcruz said that he wanted to interact with teachers and researchers at the school and know their views about international and domestic affairs because "whatever they are thinking and studying here is a reflection of what's going on in China."The school's vice president, Li Baosheng, pledged to organize more activities to help the media know more about the Party system."The Central Party School will not be a mysterious place in the future.
