BEIJING, Dec. 28 (Xinhua) -- Chinese Minister of National Defense said on Tuesday it had reduced the country's military reserves forces from 600,000 to 510,000 men and women over the past five years.China has also reduced the number of people in its militias from 10 million to eight million during the same period, said Gen. Liang Guanglie in an interview with Xinhua.It is the first time the Chinese government has given the exact number of people in the reserve forces and militias. In times of emergencies, the reserve forces and militias can be ordered to assist China's 2.3-million regular troops, the People's Liberation Army (PLA).Although China has experienced around 30 years of peace, Gen. Liang said the PLA has never relaxed its military preparations and vigilance especially at a time when "regional military conflicts can not be ruled out."In times of peace, the PLA's reserves conduct regular military training and participate in non-combat military operations, such as disaster relief work.The minister said the PLA had pushed forward military reforms in the past five years to build a more powerful military with upgraded weapon systems and high-quality personnel.Currently, 80 percent of the PLA's officers have four years of higher education compared with 25.8 percent in 1998, Gen. Liang said.To improve the quality of military personnel, the Chinese government has encouraged university graduates to join the armed forces since 2009. More than 100,000 college graduates gained their uniforms in 2010.In the past five years, China has dispatched more than 13,000 United Nations-commissioned peacekeepers to carry out 13 U.N. missions around the world, according to Liang.The PLA also sent professional units to Haiti, Pakistan and other countries and regions for disaster relief efforts and to give medical aids and other humanitarian relief, he said.

BEIJING, Jan. 10 (Xinhua) -- China's top legislator, Wu Bangguo, met with his Maldivian counterpart Abdulla Shahid in Beijing Monday and called for closer relations between the two nations and the two parliaments.Wu, chairman of the Standing Committee of the National People's Congress (NPC), China's top legislature, said the growth of bilateral relations in recent years had yielded substantial benefits for the two peoples.Wu said China valued ties with the Maldives and was willing to maintain friendly exchanges and cooperation at all levels in an effort to expand political mutual trust and economic and trade cooperation in fields such as fisheries, tourism, and infrastructure construction.China would encourage Chinese companies to further participate in the Maldives' national construction and more Chinese tourists to visit the country, Wu said.Wu voiced his hope for stronger coordination between the two nations on international issues in order to build a relationship that would be a model for relations between big and small nations.Wu suggested the two legislatures promote dialogue and exchanges of views among members on successful experiences of national construction so as to inject new vitality to the development of bilateral relations.Shahid, speaker of the Maldivian People's Majlis, said the Maldivian people treasured the friendship of the Chinese people, and the rapid growth of the Chinese economy offered inspiration to developing countries, including the Maldives.Shahid pledged the Maldivian parliament would continue to play a constructive role in promoting bilateral relations.Shahid is leading a Maldivian parliamentary delegation to China at the invitation of Wu. The delegation arrived in China on Jan. 8. It is Shahid's first visit to China as the country's chief legislator.

BEIJING, Dec. 17 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged family planning workers to make more contributions to the long-term balance of the country's population to pave the way for economic and social development.Li made the remarks Friday after meeting with representatives from the China Family Planning Association.Li noted that China's population was experiencing continuous increasing and aging, and limited resources and environments were holding back the country's development more than ever.Li urged family planning workers to pay more attention to the population's quality, structure and distribution, and boost the country's reproductive health in order to transform population pressures into human resources.Founded in 1980, the association is a non-profit, non-governmental organization working in the field of reproductive health and family planning. It has some 94 million members.

BEIJING, Dec. 8 (Xinhua) -- China reiterated its commitment to support Sudan's peace process, stressing that peace, stability and development of the country were of pivotal importance."The involved parties should resolve disputes through dialogue and consultation and work together to promote a smooth referendum in southern Sudan," Chinese Foreign Minister Yang Jiechi was quoted as saying in a press release issued by the Chinese Foreign Ministry here Wednesday.Yang's remarks came during the talks with his visiting Sudanese counterpart Ahmed Ali Karti. BEIJING, Dec. 27 (Xinhua) -- More people enduring poor living conditions have been covered by China's social security system, according to the country's Ministry of Civil Affairs.Various figures disclosed during a national working conference held Monday by the Ministry in Beijing showed that as of November, about 75 million people had been provided with minimum living allowances, an increase of 5.4 percent from the same period of last year.In terms of medical services, 8.58 billion yuan (about 1.3 billion U.S. dollar) were spent in to aid nearly 60 million people in need in the first nine months of the year, up 28 percent than the same period last year.In addition, over one million vagrants and beggars with no means of support in cities had been receiving help as of December 2010.Also, the Ministry has set up aid centers for homeless juveniles in 40 counties and cities with 30 million yuan of the proceeds from the welfare lottery.
