(KGTV) - As the Valley Fire nears containment and evacuees can return home, many are faced with handling the damage and rebuilding, so San Diego County is stepping in to provide resources. Representatives from state and local agencies, county works, insurance, the DMV, and more are all present at the resource event, ready to help with the next steps.“Usually it’s, 'where do I start?' So we put them on a path to recovery,” said Donna Durckel, Group Communications Officer for the Land Use and Environmental Group for the County of San Diego. “They’re here to help people with anything from finding food assistance, financial assistance, maybe they need help clearing a burned car off their property."RELATED: Valley Fire chars 17,665 acres, 69% contained, evacuation orders liftedThat’s exactly what Eileen Menzies needs. She lost her mobile home and multiple animals in the Valley Fire.“It’s just overwhelming. I walked the property yesterday completely and there’s nothing that’s going to be salvaged,” said Menzies.Menzies said she has a long list of tasks that need to be done, like figuring out if she can bring in a new mobile home, getting water while her well is down, and getting new paperwork, like her husband’s death certificate. DOHA, Qatar (AP) — The United States and the Taliban have signed a peace agreement aimed at ending the 18-year war in Afghanistan, America's longest. The signing could help President Donald Trump fulfill a key campaign promise to extract America from its “endless wars.” Under the agreement, the U.S. will begin withdrawing thousands of troops in exchange for Taliban commitments to prevent Afghanistan from being a launchpad for terrorist attacks.If the Taliban meet their commitments, all U.S. troops would leave in 14 months. The U.S. invaded Afghanistan after the Sept. 11, 2001 attacks to overthrow the Taliban, who had hosted Osama bin Laden and al-Qaida as they planned and celebrated the assault.The agreements are considered the first step for talks with Afghan factions, which are likely to be complicated. Under the agreement, the Afghan government would release 5,000 Taliban fighters, but it's unclear whether the government will do that. It's also unclear whether those fighters will abide by any peace deal, the Associated Press reported.The complete withdrawal of American troops would not depend on any specific outcome in talks between Taliban and other Afghan factions, the AP reports.In Qatar, U.S. Secretary of State Mike Pompeo met with the Taliban, where the group has a political office, but did not sign the agreement. The agreement was signed by U.S. peace envoy Zalmay Khalilzad and Taliban leader Mullah Abdul Ghani Baradar.Pompeo told reporters that the U.S. is “realistic” about the deal, but is “seizing the best opportunity for peace in a generation.”The Associated Press contributed to this report. 1639

During an interview with ABC News on Thursday, Dr. Anthony Fauci said that wearing goggles can offer an additional layer of protection against the coronavirus.Fauci’s suggestion was not an official recommendation, but the director of the National Institute of Allergy and Infectious Diseases, explained why eyes can also be responsible for coronavirus infections."You have mucosa in the nose, mucosa in the mouth, but you also have mucosa in the eye," Fauci said. "Theoretically, you should protect all the mucosal surfaces. So if you have goggles or an eye shield you should use it."Fauci said his suggestion might become an official recommendation for the public at some point, much how like masks became an official recommendation in April. The CDC, however, has included eye protection in some of its sets of guidance for healthcare workers, depending on the circumstance.Last month, the Lancet published a study funded by the World Health Organization that indicated that wearing eye protection decreases the risk of catching the virus. The study suggests that wearing eye protection resulted in a 78% reduction in infection; infection via the ocular route might occur by aerosol transmission or self-inoculation, the study said. This point was one the researchers had less confidence in, and further data is needed to draw a conclusion. 1350

Dr. Anthony Fauci, the nation's top expert on infectious diseases, said Tuesday that he believes that it's "unlikely" that a viable COVID-19 vaccine will be available before the Nov. 3 general election.Fauci's comments contradict those of President Donald Trump, who implied Monday that a vaccine could be ready by October.During a health forum with Research!America, Fauci said that while it's not impossible for a vaccine to be safely granted Emergency Use Authorization within the next two months, he doesn't think one will be made available until the end of the year.Fauci noted that there are three vaccine candidates currently in the midst of the final phase of testing. Two of those candidates — vaccines made by Moderna and Pfizer — both became the first vaccines to begin Phase 3 testing on July 27.Fauci also noted that both trials are about two-thirds of the way enrolled, and expects those trials to be completely filled by the end of the month. But both trials involve two shots, which need to be taken 28 days apart.Given the current enrollment levels and the four-week window for the leading vaccine candidates, Fauci concluded that it's "unlikely" that enough testing and research will be completed by Nov. 3 to grant Emergency Use Authorization.Watch Fauci's interview with Research!America below. "We'll have the vaccine soon, maybe before a special date. You know what date I'm talking about."On Tuesday, nine drug companies signed a joint pledge, promising to uphold "high ethical standards" in developing a COVID-19 vaccine.
