You hit a pothole, nail or curbWhile you’re checking your tires’ pressure — which you should do at least once each month — run your hand over the tread surface to see if there are any nails stuck in the tire or cuts in the tread or sidewall, Bennett says.If you find a nail, don’t pull it out or you might wind up with a flat tire. Instead, drive to a tire repair shop and get them to pull out the nail and, if necessary, patch it.Often, tires are damaged by running over a pothole or rubbing against a curb while parking, Edmonds says. Look for bubbles or bulges that could indicate a developing problem and result in a high-speed blowout. Damage on the inside of the tire is harder to spot and might require a trip to a tire store for an expert’s inspection.3. Your tires are losing tractionTires that have lost all or most of their tread can feel fine while driving in dry conditions. But once rain or snow hits, they lose traction and braking distances increase, Bennett says.To measure tread depth, insert a quarter into the tread in the center of the tire with George Washington’s head pointing toward the tire. The first two numbers stand for the week in the year it was made, and the other two are for the year. For example, if your tire has “1109” printed on it, then it was manufactured in the 11th week of 2009.Edmonds says that tires should not be in continual service for more than six years or, if a car was garaged for extended periods, 10 years from the manufacturer date.Tire care basicsTires are expensive, but if you maintain them correctly, most tires provide reliable service for up to 60,000 miles. SAN DIEGO — A new political ad is pushing a proposition it says will eliminate a "tax penalty" on homeowners whose homes burn down in wildfires.That measure, Proposition 19, would allow homeowners who lose their homes in a wildfire or natural disaster to transfer their property tax base to a replacement home anywhere in the state. That's important because in California, homeowners pay their property tax based on the value of a home when they buy it, under 1978's Prop 13. It only increases incrementally after. Therefore, buying a new home could cause a family's property tax bill to skyrocket. A new ad released by the Yes on 19 campaign, funded largely by the California Association of Realtors and California Firefighters Association, emphasizes that point. "It limits property taxes on wildfire victims, so families can move to a replacement home without a tax penalty," the ad says. Truth be Told, the benefit currently exists in California, but only in the county where a governor-declared disaster happened, or counties that accept transfers, which San Diego County only began doing two years ago. Prop 19 opens it to the whole state. Anurag Mehrotra, a professor of finance in San Diego State University's School of Business, said being unable to transfer the property tax basis does equate to a tax penalty."The person did not light his own house on fire, he was continuing to live there. I lost my house, now I have to buy a more expensive house," he said. "And when I get reassessed I'm basically going to be charged a higher amount." Proposition 19 does more than just allow the transfer for wildfire victims. It also allows up to three property tax base transfers for homeowners 55 and older, and those who are severely disabled. They can use it for any property, anywhere in the state. Another change, however, is that inherited properties are reassessed unless the recipient uses it as his or her primary home. Currently, heirs benefit because the property tax base transfers with the property, making for a big tax break. Under the proposition, there would be an adjustment upward, no matter the situation, if a market value of a home is above million. 2184

  

SAN DIEGO (CNS) - A former Wells Fargo personal banker accused of involvement in a Tijuana-based international money laundering organization that operated primarily in San Diego made his initial appearance in U.S. District Court today after his arrest Wednesday.The apprehension of 30-year-old Luis Fernando Figueroa marks the latest in a string of indictments and arrests tied to the money laundering organization, federal authorities said.Figueroa, of Tijuana, is charged with conspiracy to launder monetary instruments and operation of an unlicensed money transmitting business.Between January and March of this year, seven leaders of the organization were charged and arrested in San Diego. To date, five of the charged leaders have pleaded guilty.According to the indictment and other public records, the organization laundered approximately .6 million in narcotics proceeds on behalf of Mexican-based drug trafficking organizations, including the Sinaloa Cartel, between 2014 and 2016.Prosecutors said the money laundering organization recruited individuals to serve as "funnel account holders" and open personal bank accounts at Wells Fargo Bank and other banking institutions.Other members of the money laundering organization, known as "couriers," traveled to San Diego, Los Angeles, the East Coast and other U.S. cities, where they picked up and transported amounts of bulk cash ranging from thousands to hundreds of thousands of dollars in drug proceeds.Money was deposited in funnel bank accounts controlled by the money laundering organization and maintained at Wells Fargo and other financial institutions. Subsequently, the funds were transferred to a series of Mexico-based shell companies operated by the money laundering organization. Once in Mexico, the funds were transferred to members of the Sinaloa Cartel. 1840
