BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.

BONN, Germany, June 17 (Xinhua) -- The latest United Nations (UN) climate talks ended here on Friday with no surprise -- some " technical issues" saw some progress, as delegates usually said, while major disagreements remained.The two-week UN climate negotiations have made "clear advances" on such issues as extending carbon trading mechanisms, climate fund management and slowing deforestation, Christiana Figueres, UN Framework Convention on Climate Change (UNFCCC) executive secretary, said at a closing press conference.Figueres said delegates from 183 countries stepped forward with a technology mechanism to boost global green technology sharing. The mechanism will include a Climate Technology Center and Network to establish a worldwide clean technology stakeholder community.As for the implementation of a comprehensive package of the Cancun summit last year, this Bonn session has "paved the way" for progress at the next UN ministerial-level climate conference, which is to be held in Durban, South Africa from Nov. 28 to Dec. 9, Figueres said."Strong convergence has emerged on how the Adaptation Committee will be governed, what its composition will be and what its specific role will be," she said. "This progress means that the Committee could be fully operationalized at Durban."The UN climate chief stressed that governments, business circles and civil society cannot solve issues related to climate change "in one meeting," and climate talks are "the most important " negotiations the world has ever seen."The Bonn meeting is practical, focusing on concrete issues. The EU said it would not unilaterally step up efforts on combating climate change if other nations are not willing to do the same.Meanwhile, developing countries insisted that the updating of the Kyoto Protocol remains "the very core issue" of current talks, asking rich nations to shoulder their historical responsibilities and preserve the pact as a major legally-binding instrument to tackle climate change.The Group of 77 and China, representing over 130 developing nations, have said that the renewal of the Protocol should be the priority for Durban.On Friday, Figueres said that "resolving the future of the Kyoto Protocol is an essential task this year and will require high-level political guidance.""By Durban, governments need to come forward with options that will be acceptable to all parties," she said, adding that high- level contacts are necessary to break the ice.She told reporters that environment ministers are due to meet in Berlin from July 3 to 4, known as a continuation of last year's ministerial-level informal talks held in the town of Petersburg near Bonn. Moreover, world leaders are due to discuss climate change on the sidelines of the UN General Assembly in September.Before the Durban summit, delegates have agreed to hold an additional round of climate talks in late September or early October, Figueres revealed.

CANBERRA, June 10 (Xinhua) -- Going to work when you are feeling sick can make you sicker in the long run, an expert told Australia's media on Friday.New Zealand sociologist Professor Kevin Dew from the Victoria University in Wellington, has assessed more than 40 papers about " presenteeism".He defined presenteeism as: "People that are turning up at work when they feel that they should be at home sick.""People feel compelled to go to work because someone else would have to take up the workload (and they have a) feeling of responsibility for not being able to care properly for patients (if they don't show up)," he told the Australia Associated Press on Friday.He said that evidence suggested people who go to work when they are sick can have long term negative effects on health and productivity.Evidence shows that presenteeism increases illness, including musculoskeletal pain, fatigue, depression, and serious coronary events. It also leads to exhaustion which, in turn, leads to more presenteeism.Prof. Dew said certain medical conditions like depression and migraine are also linked with presenteeism because they are not seen as legitimate reasons for absence.He has written an editorial in the latest issue of the British Medical Journal about his findings.

SINGAPORE, Sept. 7 (Xinhua) -- Singapore scientists have found possible new ways to treat a type of aggressive breast cancer that is unresponsive to current forms of treatment, local broadcaster Channel NewsAsia reported on Wednesday.The team of scientists at the Genome Institute of Singapore ( GIS) and National University of Singapore (NUS), led by GIS senior group leader Qiang Yu, found that the enzyme EZH2 acts by inhibiting genes that stop the growth of tumors in the body.The insights could open the door to developing more effective treatment for fast spreading breast cancers, especially the estrogen receptor-negative breast cancer that is common all over the world.It was also found that through EZH2, cancer is promoted in the body by activating specific genes that impact breast cancer progression and cancer stem cell self-renewal.Yu said the new understanding on how EZH2 works as a cancer- causing gene in breast cancer has important therapeutic implication."The results suggest that small molecule drugs that block enzyme activity of EZH2 may not work for cancers caused by EZH2's activation genes," Yu said.Currently pharmaceutical companies have been developing drugs only to the block EZH2 enzyme activity so that tumor suppressers can perform their protective role in blocking cancer growth.Researchers said the next step would be to develop biomarkers to identify tumors with EZH2.This step would enable better treatment methods, with one of options being the development of therapies that shut down EZH2 completely and not just inhibit its enzymatic function.The findings have been published on the journal Molecular Cell.
