SAN DIEGO (KGTV) — The remains of a Kansas Marine who fought in World War II have been identified.U.S. Marines Corps Reserve Pfc. Raymond Warren was killed in 1943 during the Battle of Tarawa, according to the Associated Press. After his burial site was discovered in 2015, his nephew, Warren Cooper, of San Diego, and niece submitted mouth swaps for DNA testing, The Wichita Eagle reported.This month, the Defense POW/MIA Accounting Agency announced Warren's remains were identified in part through DNA analysis.RELATED: Veterans honor 75th anniversary of Battle of Iwo JimaWarren was awarded the Silver Star after his death and is eligible to be buried at Arlington National Cemetery with full military honors.“We figured that enormity of the sacrifice and the great honor it is to be buried at Arlington tipped that in the (direction) of him being buried there,” Cooper told the AP.According to the agency, Warren was part of Company K, 3rd Battalion, 8th Marine Regiment, 2nd Marine Division, Fleet Marine Force, where they faced Japanese troops on the island of Betio in the Gilbert Islands region. About 1,000 sailors and Marines and nearly all of the Japanese troops involved in the battle were killed.Warren was killed between the first and second day of fighting at Tarawa, the agency says. 1307

SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. SAN DIEGO (KGTV) -- The public’s help is being sought in finding the driver in an Ocean Beach hit-and-run crash that killed a skateboarder.On June 4, at around 10:30 p.m., Cameron Loren was riding his skateboard westbound in the 4500 block of Voltaire Street, in the middle of the road, when he was struck by a westbound vehicle from behind.San Diego police said the driver fled the scene, leaving the 25-year-old Loren on the street with injuries.Emergency crews responded to the incident, but Loren was declared dead at the scene, according to police.A description of the driver was not available, and investigators believe the vehicle that struck Loren was a light-colored sedan that may have a damaged windshield and roofline.Anyone with information on this case, including the location of the driver or the vehicle involved, is urged to contact the SDPD Traffic Division at 858-495-7807 or Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 for information that leads to an arrest. 1026

SAN DIEGO (KGTV) — The San Diego Workforce Partnership is accepting applications for its income-sharing agreement, which only requires graduates to pay back the cost if they make at least ,000 a year.San Diegans have about a month to apply online for the program, which offers certificates in User Experience Design, Database Management, or Java Programming through UCSD Extension. The priority application period ends Aug. 2. Ellie Solorio is about to complete the program in Front End Development. She just landed a job at Petco, doubling her pay from her prior positions, such as in retail and administrative work."I mean it hasn't even sunk in yet really, but it's a complete sense of hope at the end that there are things I need to take care of and now I will be able to," she said.Participants get access to education and career services, which is paid for through the fund. Then, once they are done, they begin making payments based on their income for 36 to 60 months. Graduates make payments of 6% to 8% of their annual salary only if they are earning at least ,000. The money goes back into the fund that pays for the next group of cohorts. "With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. "With an Income Share Agreement, you only pay it back if you secure a job and get a minimum salary."No student will ever pay more than ,800, according to the program's website.According to UCSD Extension, the programs currently offered cost ,875 for Java Programming, ,775 for database management, and ,400 for user experience design. Those prices exclude textbooks and other course materials. "We know that upskilling and training in particular fields with a particular skill set is something that industry is willing to pay for, and that really is the role of extension, to ensure that San Diego and California and the nation as a whole, individuals are getting trained for those skills that industry is looking for," said Josh Shapiro, assistant dean of innovation and research affairs at UCSD Extension. The Bureau of Labor Statistics says that Database Administrators earn a median ,750; Software Developers 5,000, and a Web Developers ,760.
