BEIJING, Nov. 5 (Xinhua) -- The quota shift, or the voting power redistribution of the International Monetary Fund (IMF), is just the start of IMF reform, a senior Chinese foreign affairs official said here Friday."G-20 leaders have pleged that progress should be made in terms of IMF quota reform prior to the Seoul summit, and now we will honor the commitment," said Chinese Vice Foreign Minister Cui Tiankai at a news briefing on China's outlook for the G20 summit in Seoul next week.At a G-20 finance ministers' meeting held last month, participants agreed to shift six percent of the IMF quota to emerging or under-represented countries such as China, India and Brazil, from developed economies."This is obvious progress," Cui commented on the proposal forged at the minister-level meeting, adding that the Chinese side hoped the IMF's board would agree on the quota transfer."China is one of the under-represented countries and it's rational and sensible to give China more quota," said the vice foreign minister.China would not try to maximize its own interests, but seek an all-win situation with other emerging economies and other IMF members, Cui added.Cui said the quota shift was far from the end of the IMF reform and he looked forward to more changes to the financial institution."This is not the end, not even the beginning of the end, but the end of the beginning," Cui said.Many countries have said that the way to calculate the quota itself needs to be reformed, as well as the IMF governance structure.

BEIJING, Oct. 25 (Xinhua) -- China's Ministry of Commerce (MOC) said on Monday it would levy provisional anti-dumping duties of up to 37.5 percent on methanol imported from Indonesia, Malaysia and New Zealand.After a preliminary investigation, the MOC found the three countries had dumped methanol onto the market, causing material damage to Chinese manufacturers.The MOC has imposed provisional anti-dumping duties ranging between 9.3 percent and 37.5 percent effective Oct. 28, according to a news release on its website.The MOC also concluded its investigation into imports from Saudi Arabia, though no evidence of dumping was found.Methanol, also known as methyl alcohol, is used as a basic material to produce chemical products such as plastics, paint, construction materials and windshield cleaning fluid.

BEIJING, Sept. 2 (Xinhua) -- A senior Chinese general Thursday met with the head of a leading U.S. think tank and discussed the building of strong military ties between the two countries, despite military exchanges between the two nations having been frozen since January."A sound and stable China-U.S. military relationship is good for bilateral strategic trust and regional peace and stability," Deputy Chief of the General Staff of the Chinese People's Liberation Army (PLA) Ma Xiaotian told John Hamre, president of the Washington-based Center for Strategic and International Studies (CSIS).Hamre served as the U.S. deputy secretary of defense during the Clinton administration before joining CSIS in 2000.Hamre is in China at the invitation of a leading Chinese think tank, the China Institute of Contemporary International Relations, for an academic symposium."China has always attached great importance to developing military ties with the United States and has made efforts in this regard," Ma told Hamre."Stronger military-to-military ties will be a very good thing for the two countries...We should have broader and deeper contact," Hamre said.On growing bilateral military ties, Ma proposed both sides respect each other's core interests and major concerns.Both sides should also properly handle differences and sensitive issues, Ma added.Hamre said China's prosperity contributes to the world, adding that the PLA's development is "logical."The former U.S. defense official said it is necessary for the two militaries to maintain candid communication to keep stable military relations.

  

VIENNA, Sept. 20 (Xinhua) -- The International Atomic Energy Agency (IAEA) needs to enhance its role in promoting the peaceful use of nuclear energy, non-proliferation and fostering nuclear security, a senior Chinese official said here Monday.Global revitalization of nuclear energy has brought more opportunities for the IAEA to play an even larger role in promoting the peaceful use of nuclear energy and technology, said Chen Qiufa, head of the Chinese delegation to the IAEA's 54th General Conference opened in Vienna.Chen, also director general of the China Atomic Energy Authority, told the conference that the IAEA should continue to strengthen technical cooperation for sustainable development of nuclear energy, and give heed to opinions of developing countries.On the issue of nuclear safety, Chen said the IAEA should continue to push forward the development of global nuclear safety and security legislation and standard system, to strengthen transfer of knowledge and exchange of experience, popularize and promote nuclear culture so as to increase public confidence in nuclear energy development.With increasing work load of nuclear verification activities, the agency should build its own technical capability while fully cooperating with member states and using their resources to achieve nuclear safeguards targets, he added.Chen pointed out that the IAEA should play an active role in addressing sensitive and hot-spot nuclear issues.He said China always holds that the nuclear conundrum on the Korean Peninsula and in Iran should be resolved through dialogues and negotiations.China also supported the IAEA and its director general to continue to play their due role to push forward the diplomatic settlement of these issues.
