(KGTV) — State wildlife officials are warning people not to feed deer in Northern California to help control the outbreak of a fatal disease in the animals.Department of Fish and Wildlife officials say they have confirmed outbreaks of "adenovirus hemorrhagic disease" in deer across several Northern California counties, including Napa, Santa Clara, Sonoma, Tehama and Yolo counties. The disease is typically fatal to deer and can be spread by animals in close contact with each other. The virus is not known to affect humans, pets, or domestic livestock.Adenovirus hemorrhagic disease, or CdAdV-1, isn't new. In 1993-1994, an outbreak of the virus was reported in black-tailed deer and mule deer in 18 counties. Since that outbreak, the virus has been identified as the cause of sporadic and widespread hemorrhagic disease in deer in California and other western states.The disease causes excessive salivation (drooling or foaming at the mouth), diarrhea, regurgitation, or seizures in infected deer, however, those animals infected are often found dead with obvious symptoms, sometimes near water.Deer fawns are at the greatest risk of the disease, according to CDFW.Officials say feeding deer can cause the animal to gather and spread the virus to each other."Providing attractants for deer – food, salt licks or even water – is against the law for good reason," said Brandon Munk, senior wildlife veterinarian with CDFW’s Wildlife Investigations Laboratory. "Because these artificial attractants can congregate animals and promote the spread of disease, it’s particularly imperative to leave wildlife alone during an outbreak. There is no cure or vaccine for this disease, so our best management strategies right now are to track it carefully, and to take preventative measures to limit the spread."People can help officials track and study the disease by reporting sightings of sick or dead deer. 1909

(KGTV) -- Proponents of Proposition 15, a measure that would affect commercial and industrial properties, said it would bring in much needed money to local governments and schools.“In public schools, we are in dire need of full and fair funding,” said Christina Benson, an elementary school teacher in National City and president of the National City Elementary Teachers Association.Prop. 15 would base property taxes for commercial and industrial land and buildings on current market value rather than original purchase price. This would apply to properties more than million. According to the Legislative Analyst’s Office, this could bring in anywhere between .5 to .5 billion per year.Benson said part of that would go toward teachers’ pay as well as programs, materials and supplies for classrooms.The ad for Yes on 15 said it would “close big corporate tax loopholes, protects homeowners, and cuts small business taxes.”Lynn Reaser, chief economist at Pt. Loma Nazarene University, questioned the use of the word “loophole.”“Businesses and homeowners all now face the same rules—large companies, small companies, wealthy homeowners, poor homeowners. (KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.
