SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) - A Point Loma grandmother put up Christmas lights to spread cheer during California's stay-home order. It started when Johnene Smith saw Italians singing in solidarity amid a lock down due to the Coronavirus pandemic. She then heard about people putting up Christmas lights to brighten neighbors spirits and something clicked."I'm like I can do that! I don't have to leave my house and people can walk by and see the heart and [spread] just a little joy," Smith said.So she put up a glowing heart in her living room window. "I went and found a piece of cardboard, made a heart and poked little holes and put the lights in it, so they could see my heart is out there for everyone." Smith hoped it would bring some much needed joy during the stay-at-home order which is keeping her from her seven grandchildren. "The youngest is going to be a year old in two weeks and we're not going to be able to go to her birthday party," She said sadly.She took this time to focus instead on what she can control, which is her happiness. Particularly, that means reminiscing about Christmastime, "it was really the last time we had joy before everything started was at Christmastime so why not bring back a little joy in a time where we can't control it."Her display went up Friday sparking her neighbors to light up their own homes.Neighbor Jojo Peters was thrilled at the idea. "When Johnene says let's do lights, I said okay! And I went and dug them out as fast as I could and threw them up!"Both want to spread love and calm.'I just want them to see the hope that's there, and that we're all there for each other,' she said.Smith hopes more San Diegans join in spreading cheer in this time of uncertainty. 1721

SAN DIEGO (KGTV) – A San Diego fire captain convicted of domestic violence was sentenced Wednesday.Steven Michaels received three years probation, 52 weeks of counseling and 180 days of custody which will be served in a county parole and alternative custody program, according to City News Service.Michaels, a veteran fire captain with the San Diego Fire-Rescue Department, pleaded guilty in 2017 to shoving his girlfriend against a wall and refusing to let her use a phone to call for help, CNS reported.RELATED: Veteran San Diego fire captain pleads guilty to domestic violence chargeMichaels filed a request to have the felony charge reduced to a misdemeanor, but Judge Timothy Walsh denied the request citing a history of alcohol-related incidents of domestic violence.The felony conviction will likely cause Michaels to lose his job."He's taken away his career," said Walsh," if there is a career left. Four times!"When asked if Michaels was still employed by the department, Monica Munoz, a spokesperson for San Diego Fire-Rescue, only said, “we can’t give information about personnel issues.”10News has also requested comment from a spokesperson with SDFD's personnel department. Public records website, Transparent California, shows Michaels made 3,407 in 2016.The victim, Jane Doe, initially told investigators she feared for her safety, according to prosecutors. SAN DIEGO (KGTV) -- A man died after an SUV veered off a freeway in the National City area and crash landed in the Sweetwater River Friday morning.The California Highway Patrol said the incident involving a Lexus SUV was reported just before 5:40 a.m. on the westbound side of state Route 54, near the transition to Interstate 5.ABC 10News learned a woman was walking on a bike path along the Sweetwater River when she saw a vehicle come off the freeway and down an embankment.The woman told authorities that the SUV almost hit her and then crashed in the water.Authorities at the scene confirmed that a man believed to be the driver was pulled from the water but died despite life-saving measures at the scene. The CHP identified the man as a 69-year-old Chula Vista resident.A team of divers was sent into the water to determine if more people were in the SUV, but no other victims were located. The CHP later confirmed the deceased male was the SUV's lone occupant.A tow truck helped pull the vehicle from the water.The cause of the crash is under investigation and anyone who may have witnessed the incident is urged to contact local authorities. 1158

SAN DIEGO (KGTV) - A pair of protests collided in front of State Sen. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget.The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. And I don't think any mother, or any parent would like to tell their kids we're going to be homeless."Atkins has already written a bill that would allow landlords and tenants to work out a payment plan for back rent, to be paid between 2024 and 2034.
