HANGZHOU, Sept. 14 (Xinhua) -- China's top political advisor, Jia Qinglin, called for more efforts to step up the transformation of the nation's economic growth mode and ecological protection for better development in the next five years.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, made the remarks during a five-day inspection tour in eastern Zhejiang Province that concluded Tuesday, visiting rural areas, towns, factories and companies.Jia urged in-depth research over new circumstances for an "elaborate planning" for the five years to 2015.Jia Qinglin (2nd R, Front), chairman of the National Committee of the Chinese People's Political Consultative Conference, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, inspects development of new and clean energy in a company in Changxing, east China's Zhejiang Province, Sept. 12, 2010. BEIJING, Sept. 9 (Xinhua) -- Central banks should provide incentive mechanisms for banks to extend more loans to support the real economy, Zhou Xiaochuan, governor of the People's Bank of China (PBOC), or the central bank, said Thursday.Speaking at a forum in Beijing sponsored by Oxford University and the China Development Research Foundation, Zhou reviewed the worldwide central banks' role in helping grapple with the financial crisis, pointing out that zero interest rate policies adopted in many countries could discourage banks from extending lending.He said, however, that a central bank should maintain a certain interest rate margin, which will help banks to recover from damages brought by the global credit crunch and strengthen their abilities to extend loans.

Following is the full text of a joint communique issued at the end of consultations:JOINT COMMUNIQUE OF THE SECOND ROUND OF POLITICAL CONSULTATIONS BETWEEN CHINESE AND AFRICAN FOREIGN MINISTERSNew York, 23 September 2010 Chinese Foreign Minister Yang Jiechi (L, front) chairs the second political consultation between the foreign ministers of China and African Countries at the UN headquarters in New York, Sept. 23, 2010.In accordance with the mechanism of regular political dialogue between Chinese and African Foreign Ministers set up at the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC), the Foreign Ministers of China and 42 African countries, or their representatives, held their second political consultation in New York on 23 September 2010. The Chairperson of the African Union ( AU) Commission was invited to the consultation.The meeting was co-chaired by the People's Republic of China and the Arab Republic of Egypt, the two co-chair countries of FOCAC.The Chinese and African sides had an in-depth exchange of views on strengthening China-Africa cooperation in international affairs, making progress towards the Millennium Development Goals (MDGs) and promoting peace and security in Africa. They reached the following consensus:1. BEIJING, Oct. 21 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday ordered centrally-administered state-owned enterprises (SOEs) to achieve greater development over the next five years.Zhang also required the SOEs to boost efforts to reform while optimizing industrial structures and reinforcing management.He made the remarks during an inspection tour of the China Electronics Technology Group Co., one of the nation's 122 centrally-administered SOEs.Zhang said the centrally-administered SOEs, as the backbone of China's economy, should focus on increasing their competitive edge while developing hi-tech industries and nurturing their own brands with independent intellectual property rights.During the January-to-September period, the combined net profit of China's centrally-administered SOEs totalled 641.65 billion yuan (96.6 billion U.S. dollars), up 55 percent year on year.

SHANGHAI, Oct. 30 (Xinhua) -- China said it would continue close cooperation with the United Nations as Ban Ki-moon, the UN Secretary-General, visited Shanghai Saturday.In talks with Ban Saturday night, Chinese Foreign Minister Yang Jiechi applauded UN' s important role in world affairs and expressed China's support to and participation in the organization's work."China stands ready to maintain close coordination and cooperation with the UN. We will give the organization and the Secretary-General strong support," Yang told Ban.The UN chief thanked China's backing to the UN and himself and expressed willingness to further cooperation with China.Congratulating China on the success of the World Expo, Ban said he had a "most impressive" day in Shanghai Saturday by seeing the "biggest expo" in his life.Ban visited pavilions including the UN, China, Republic of Korea and the Democratic People's Republic of Korea. He will attend the World Expo closing ceremony and opening ceremony of World Expo Summit Forum slated for Sunday.Yang and Ban also exchanged views on Millennium Development Goals (MDG), climate change and other international and regional affairs.
