Democrats are hoping to flip the House of Representatives in Tuesday's 2018 midterm elections and Republicans are at serious risk of losing their majority in the lower chamber of Congress.While a Democratic victory is far from guaranteed, the party has been viewed as a slight favorite to win the House on Election Day. DEL MAR, Calif. (KGTV) -- A push is underway to protect the Del Mar bluffs from crumbling with a stabilization project set to start soon. It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now. Monday night, the Del Mar City Council approved the encroachment permit, allowing SANDAG stabilization of bluff to move forward in September. 1957

DESCHUTES COUNTY, Ore. -- A missing Oregon baby was found naked and lying in the dirt by a detective last week near Bend, according to authorities.On May 10, deputies say a man, identified as Brandon Blouin, came out of the woods asking for law enforcement after losing his 1-year-old son.Blouin told deputies that he and the baby's 18-year-old mother, along with the child, were staying in the forest when the woman walked away and didn’t return.Blouin went looking for the woman. He told deputies he set the 1-year-old down and left him.Deputies say Blouin is believed to have been under the influence of a controlled substance when he decided to walk away.The child was found by the detective about one mile away from the vehicle the family had been staying in. The baby was found lying naked in the dirt, according to deputies. Blouin was arrested on several charges. 889

DELRAY BEACH, Fla. (AP) — A man photographed fleeing smoke and debris as the south tower of the World Trade Center crumbled just a block away on Sept. 11, 2001, has died from coronavirus. The Palm Beach Post reports that Stephen Cooper died March 28 at in Delray Beach, Florida, due to COVID-19. He was 78. The photo, captured by an Associated Press photographer, shows Cooper with a manila envelope tucked under his left arm. He and several other men were in a desperate sprint as a wall of debris from the collapsing tower looms behind them. The image was published in newspapers around the world and is featured at the 9/11 Memorial Museum in New York. 663

Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials.The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks.The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross.The troops will also provide tents and medical care for border authorities in those areas. The troops retain the right of self-defense, but border patrol officers will still be the ones physically stopping illegal migration, the officials said. 941
