(KGTV) -- The National Transportation Safety Board ruled Tuesday that the lack of adequate oversight by Truth Aquatics Inc. led to a boat fire that killed 34 people off Santa Cruz Island last year.San Diegan Nicole Quitasol and four of her family members were among the 34 killed in the September 2019 blaze.The NTSB said Tuesday that the fire aboard the Conception diving boat is one of the deadliest maritime tragedies in the United States.“The message is clean up your act, follow your procedures,” said board chairman Robert Sumwalt while speaking about Truth Aquatics Inc.The investigation revealed the 33 passengers and one crewmember killed were in the bunkroom and unable to escape before being overcome with smoke.Investigators told the NTSB some of the victims had on shoes, indicating that they were awake and trying to get out at the time of the fire.Smoke inhalation was listed as the cause of death for all victims.All 34 were two decks below the area where five crewmembers were asleep in the upper deck. The five crewmembers survived.The NTSB agreed on 18 key findings in the investigation, including that the lack of required roving night watchmen and lack of smoke detectors in the salon area of the boat delayed the detection of the fire by crew members, leading to the high number of fatalities.While the fire's exact cause was not determined, the NTSB said it could have possibly been caused by charging electronics and lithium-ion batteries.As a result of its investigation, the NTSB made ten new safety recommendations for the U.S. Coast Guard and others in the industry. Some of the recommendations including a requirement that all newly constructed vessels with overnight accommodations have smoke detectors in all accommodation spaces and that the vessels provide a secondary means of escape into a different space than the primary exit so that a single fire should not affect both escape hatches.“The recommendations that we’ve issued today if implemented that’s the key, if implemented, would reduce the risk of future passenger vessel fires going undetected it would ensure that escape routes exit to different spaces improving the chances for survival for passengers and crew,” said Sumwalt. 2229

(KGTV) - Solar panels are set to become a far more common sight atop homes in California.The California Energy Commission is set to adopt the new building energy standards that, in part, will require all new homes constructed to include solar panels.The mandate would affect all single-family and low-profile (three stories or less) homes, condos, and apartments that obtain building permits after Jan. 1, 2020.RELATED: Top candidates for California governor lay out plans to address affordable housing issueThe commission estimates new homes will cut energy use by more than 50 percent under the solar mandate.The standards also include updates to ventilation, nonresidential lighting, and heat transfer standards. Consumers may see an added to an average monthly payment but save an estimated on monthly heating, cooling, and lighting bills under the new standards, according to the commission.In California, solar panels can cost homeowners between ,928 to ,340 on average, according to Energy Sage. A 60-year-old man was shot and killed Tuesday morning in Tampa's Seminole Heights area, the fourth such death in what police say is a string of unsolved killings in that neighborhood within the past month."It is all in the probably 10-block, 15-block area," Tampa Mayor Bob Buckhorn told CNN sister network HLN on Tuesday. "And so we're just going to do our good police work and hopefully get a break."Ronald Felton was shot in the back while crossing the street just before 5 a.m. Tuesday, police said. He became the fourth victim in a string of killings that has vexed investigators who remain desperate for clues.A witness to the shooting provided a description of the suspect, Tampa police chief Brian Dugan said. "When I spoke to her, she said if our officer had been five seconds earlier, he would have been able to stop it," he said.Dugan described the suspect as a black male between 6 feet and 6 feet 2 inches with a thin build and a light complexion. He was wearing all black and a black baseball cap and armed with a large black pistol, police said. Police said they believe the suspect also lives in the same neighborhood as the shootings.Last month, police said that three seemingly random killings within 11 days in Seminole Heights were all linked. (KGTV) — While the North Complex Fire has left hundreds of thousands of acres charred, first responders found a sign of hope buried beneath the rubble last week.Butte County Sheriff's Office deputies and search and rescue personnel were sifting through the rubble of properties in the Berry Creek area on Friday, Sept. 11, when they made the unexpected and miraculous discovery.A puppy was discovered underneath blackened and charred remains of a property, according to the department. The puppy had some minor burns and was taken to Valley Oak Veterinary Center in Chico for treatment.BCSO says that the property owner reportedly had several dogs and was not able to locate the one that was left behind before evacuating in time.Deputies decided it was only appropriate to name the dog "Trooper" after finding it alive.A social media post by the department was filled with gratitude and heartwarming messages, as Northern California has seen the North Complex Fire burn 258,802 acres through Butte and Plumas counties since Aug. 18. (KGTV) - Online travel site TripAdvisor will no longer sell tickets to attractions that breed or buy dolphins and whales, including SeaWorld, company officials said Wednesday. TripAdvisor and its subsidiary Viator planned to phase out the tickets over the next few months. The new policy will not apply to seaside sanctuaries that provide care to cetaceans already in captivity, TripAdvisor officials said. “We believe the current generation of whales and dolphins in captivity should be the last, and we look forward to seeing this position adopted more widely throughout the travel industry,” said TripAdvisor Experiences and Rentals president Dermot Halpin. “TripAdvisor is on the right side of history,” said Dr. Naomi Rose, Marine Mammal Scientist, Animal Welfare Institute, in a release issued by the travel company. “Whales and dolphins cannot thrive in captivity and enlightened tourists no longer tolerate exploiting these intelligent and socially complex marine predators for human entertainment.” SeaWorld issued a statement in response to TripAdvisor’s decision. “We are disappointed by TripAdvisor’s new position that ignores the educational value and conservation mission of professionally accredited zoos and aquariums.
