SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. Protecting the integrity of the gaming industry protects California and is our true North Star that guides all of our stances and decisions ..."To get on the November ballot, both houses would have to approve it by late June.  One Assembly source tells 10news that's unlikely, with a more likely date being November 2020. 2806

SAN DIEGO (KGTV) — The San Diego Sheriff's Department released several videos of a deadly shooting that occurred after a pursuit ended in Chula Vista.The shooting took place after a pursuit that started in Orange County around midnight on Oct. 4. The suspect of the chase, identified as Christopher Ulmer, 33, of Whitter, Calif., led officers to Chula Vista, where authorities stopped his vehicle using a pit maneuver on I-805 south near Orange Avenue at about 1 a.m.Police say Ulmer exited his vehicle and pointed his arm at officers who believed he was holding a firearm, prompting officers to fire their service weapons. Officers say Ulmer got back up and pointed at officers again, prompting a second round of gunfire.RELATED: Pursuit suspect shot by law enforcement on I-805 in Chula Vista identifiedUlmer was taken to a nearby hospital for treatment, where he was pronounced dead.Video released by the Sheriff's Department showed a photo of a black, cylindrical object found underneath Ulmer's body that authorities believed to have been a gun before they fired their weapons.The CHP officers involved in the shooting were identified as Sergeant John Holm who has been employed for 22 years, Officer Pakko Mendez who has been employed for 11 years, officer Javier Mendoza who has been employed for seven years, and officer Lauren Chi who has been employed for three years.RELATED: Authorities identify officers involved in deadly South Bay shootingThe San Diego Police officers involved in the shooting were identified as Sergeant Michael Pidgeon who has been employed for 26 years, and officer Patrick Harvey who has been employed for seven years. Both officers are on administrative leave per the department's policy.Once the Sheriff's Department completes their investigation, it will be turned over to the San Diego County District Attorney's Office to determine if any officers bear criminal liability.The FBI and U.S. Attorney's Office of Southern District of California will monitor the investigation. 2022

SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. Also, when inputting your student's name, make sure it's the exact name listed on their social security card and not a nickname.“With a little bit of education they’re going to know more than some guidance counselors in the county," said Caruthers.If a family's financial circumstance changes, they can appeal the FAFSA decision.Such a circumstance might be losing a job, divorce, or medical bills."We've seen cases where clients have gotten ,000, ,000, ,000, ,000 more free money a year, simply by approaching the financial aid office and explaining the situation."He says the number one mistake is not applying at all.Caruthers offers free workshops around the county for families.Click here for important FAFSA forms, Cal Grant information, and Pell Grant information.The U.S. Department of Education also answers frequently asked questions on its website. 2490

SAN DIEGO (KGTV) — There's no better way to observe San Diego's history, and perhaps future, than through public murals throughout the county.While many of these murals serve as a great boost to social media profiles, they often double as a visual journey showing our region's past and what we hold dear.One thing San Diego is often associated with, happiness. Our scenic coastline, diverse communities, and bevvy of sunshine throughout the year can be thanked for that.But for those trying times, the "Smile, You're in San Diego" mural at 1st Ave. and C St. serves as a reminder. The mural's artists, Pheobe Cornog and Roxy Prima of Pandr Design Co., we tasked with the design by the San Diego Tourism Authority."They originally just wanted a smiley face. Inside each letter of the postcard design is an era of the training station's history, from US Navy facility to public market."SeaWalls: Murals for Oceans," on Fourth Ave., was painted by the Cohort Collective to raise environmental issues. The group installed 18 murals around the county to bring topics of overfishing and ocean reef conservation to onlookers."There's not enough public art, we don't think, in San Diego. We have the best weather and people are outside all the time, so we should have more art on the streets and for people to easily access," Cornog said.A way for our history and future to shine through, wherever you may be in San Diego."We feel art shouldn't just be in galleries, it should be everywhere you look," Prima added. 2715
