DENVER – Funeral services for a pregnant Colorado woman and her two daughters, who were killed earlier this month and dumped at an oil and gas site will be held Saturday in Pinehurst, North Carolina.The family of 34-year-old Shanann Watts, her daughters, 4-year-old Bella Marie and 3-year-old Celeste Cathryn, and Shanann’s unborn child, which the family said was going to be called Nico, announced in the Sandhill Sentinel that funeral services would be held at 1 p.m. Saturday at the Sacred Heart Roman Catholic Church in Pinehurst.“She was out pride and joy, a true gift from God,” Shanann’s father and mother, Frank Rzucek and Sandra Onorati Rzucek, wrote in her obituary. “We were so blessed to have such a joyful and wonderful daughter whose beauty was that of a doll.”The obituary says Shanann battled Lupus during life and that Celeste’s birth was exciting because of her struggle with the disease. She and her family were originally from North Carolina.The family asks people to donate to the Lupus Foundation of America, the Frederick (Colo.) DENVER, Colorado — Ask any Colorado teenager, and almost all will admit vaping is a problem among their peers."I think it's something that's pretty prevalent. To have 13-year-olds addicted to nicotine is pretty bad," said Colleen Campbell a senior at South High School."JUULing is the most popular one," said Abdi Bhandari, a senior at Mountain Vista High School.An epidemic that has even gotten Governor John Hickenlooper's attention. He recently signed an executive order to urge state lawmakers to act to curb youth vaping.Hickenlooper is asking them to raise the minimum age to buy e-cigarettes to 21 and to consider banning flavored tobacco."It is right now, one in four teenagers in Colorado that are vaping," Hickenlooper told students at a packed auditorium at South High School."It is becoming a huge national problem and it's even bigger locally," said Dr. Megan Moini, a pediatrician at Centura Health in Erie.Moini is on the front lines of the vaping debate and said she has seen more and more teens get addicted to vaping."Boulder County, for example, has about three times the national average of vaping use among high schoolers," she said.Moini also said she thinks it's time for the state to crackdown and believes teens are being fooled into thinking vaping is safe and natural."Hopefully, we're getting a hold of it sooner than we did with cigarettes," she said. "The advertisers know what they're doing."Justin Zamora is a daily vape user and is also an employee at a local vape shop."I don't think it's fair because this is helping more people than it's hurting," he said.From Zamora's perspective, underage vaping is like underage anything."I hate it because it's just like they're scrutinizing our industry when there's underage drinkers, there's underage weed smokers, there's underage tobacco smokers," he explained.Zamora also said he has seen firsthand how vaping can help customers kick their cigarette habit."I've had customers come in reeking of cigarettes and then a couple weeks later they smell like vape coming in and they're like 'hey man' 'thank you'," he said.The Colorado Department of Public Health and Environment released results of the Colorado Healthy Kids Survey earlier this year, which showed Colorado ranked the highest for youth vaping out of 37 states surveyed across the United States.According to the survey, only 7 percent of high school students currently smoke cigarettes, while 27 percent said they vape nicotine. The statewide school survey shows 87 percent of Colorado high school students think cigarette smoking is risky, but only 50 percent believe those risks apply to vaping nicotine.The CDPHE said a separate, more comprehensive state survey shows about half of Colorado high school students have tried vaping nicotine, don’t see it as risky and think vaping products are easy to get, even though it is illegal to purchase them as minors.While no one seems to argue, teen vaping is a problem. (KGTV) - Holiday travelers hit a snag getting home from San Diego when all trains from Downtown to Oceanside were canceled Saturday while crews worked to reinforce a Del Mar cliff-side after it collapsed Friday.Sky10 flew over the affected area Friday, capturing a portion of cliff-side hollowed out feet away from train tracks near 13th Street.Amtrak posted a bus bridge was used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."This left travelers stressed out and frustrated. 10News saw one woman crying in the Santa Fe Depot, concerned about getting home. Two men were so desperate Saturday afternoon they ordered a Lyft to get to Los Angeles.Crews put in metal plates and back-filled with a concrete slurry, reinforcing the cliff and tracks on top. They were confident it would be a long-time fix."It doesn’t seem like a safe thing, it seems like it should be moved, someone said you can’t stop Mother Nature," passenger Justice Drake said. He was in town from Oceanside, visiting his mother in El Cajon for Thanksgiving."People are frustrated, but I feel like don’t get frustrated with the people at the desk because it’s not their fault," passenger Lauren Cono said at the depot. She was trying to get home to San Francisco."So the plan is right now I think there’s a flight I can get for 0 one way or tomorrow 0 one way... DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. The state will then begin the process to make the policy permanent. That process will allow for public comment. 1953
