MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. NASA said that astronauts successfully grew radishes on board the International Space Station for the first time in NASA history.The plants are being placed in cold storage to be examined when astronauts return from the space station in 2021.NASA says that the radishes reached maturity in 27 days, and are fully edible and nutritious.“Radishes are a different kind of crop compared to leafy greens that astronauts previously grew on the space station, or dwarf wheat which was the first crop grown in the APH,” said Nicole Dufour, NASA APH program manager at Kennedy Space Center. “Growing a range of crops helps us determine which plants thrive in microgravity and offer the best variety and nutritional balance for astronauts on long-duration missions.”Growing plants on board could be an important step in order to send astronauts to Mars and beyond. NATIONAL CITY, Calif. (KGTV) -- An organization in the South Bay is using dance to educate others about the Filipino culture. PASACAT, which is based in National City, is a Philippine Performing Arts Company and educational center. Anamaria Cabato is the current executive director. For her, it is a family passion. Her parents founded the organization nearly 50 years ago. Over the years, she has had nearly a dozen family members involved in the dance troupe. “It brings me to tears,” Cabato told 10News. “This is a family in itself and to have your own members of your family [involved] is just icing on the cake.” Lupe Macario is Anamaria’s sister and the grandmother of a couple of the current dancers. “We’re just delighted that they take up and embrace the culture,” Macario said. Her granddaughter, Gabby Macario, is now performing the same dances she used to perform in the 1970s.Gabby Macario, like many of the young dancers in PASACAT, was born in the United States. She said learning traditional Filipino dances is something she loves. She’s been dancing since she was five-years-old. “It’s really fun because I like learning all the dances,” Gabby said. 10News asked what would tell others who have never seen this type of dancing.“I would first tell them to try to see what we do and introduce them to what we do,” the 10-year-old said. PASACAT has had its share of setbacks, including major damage to the studio during a storm in December. The storm damaged the roof, the floor, and ruined many traditional dance costumes. They continue to raise funds for the organization through a GoFundMe page. Still, Cabato said they persevere for a bigger cause. “There’s a lack of understanding and if we appreciate all cultures of the world because this opens the doors to other people, and to understand them. You find that there’s similarities and if you find those similarities, then there’s no reason to have differences,” Cabato said. 1954

Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. MIRAMAR, Calif. (KGTV) - Marine Corps Air Station Miramar unleashed the potential of their renewable energy powered grid Tuesday to support San Diego during a heat wave."We've reached a point where we really need to take action to conserve," Jessica Packard, Communications Manager at SDG&E, said. The California Independent System Operator issued a Flex Alert spanning Sunday through Wednesday, which forced SDG&E to begin hour long rotating black outs across the county.Mick Wasco, Installation Energy Manager at MCAS Miramar, said they have a great relationship with SDG&E and heard over the weekend the power grid was at maximum capacity.Wasco said they took action, "although not entirely ready we did whatever we could to get our system online and help support as soon as possible."Wasco said the base has been working on a microgrid for more than a decade. It is powered by three sources: solar, landfill gas in partnership with Fortistar, and a power plant that uses natural gas and diesel, created in partnership with Schneider Electric and Black and Veatch.Wasco said the power plant works smarter, "these are not backup generators, these are generators with the best equipment possible to clean the emissions."The system succeeded Tuesday, eliminating six megawatts of usage from San Diego's grid. That saved about 2,000 homes from going dark."I don't know that everybody knows what we're capable of doing at Miramar and I think the goal is over the next couple years is to demonstrate that," Wasco said.The system has won multiple awards, including the 2019 Secretary of Defense Environmental Award for Sustainability and the Environmental Protection Agency's National Award for Energy in 2015."I think this is only the beginning and we can greatly improve our abilities in the coming years," Wasco said he wants to continue working with businesses and the community to utilize the system the most efficient and beneficial way possible.The system was initially needed to power the base during a disaster. The Navy calls for bases to be able to power themselves for two weeks. MCAS Miramar can power themselves without extra supplies for three weeks.Wasco said if they did get supplies, like diesel, they could potentially power themselves indefinitely. 2280
