SAN DIEGO (KGTV) -- Police are investigating after a body was found in Mission Valley Tuesday morning. Police say the body of a 67-year-old man was found on the 8800 block of Friars Road near the Rio Vista Shopping Center at 8:46 a.m. The victim had endured stab wounds to his upper torso, according to police. SAN DIEGO (KGTV) - Next week, new San Diego Police de-escalation policies will be presented — and likely approved — in response to weeks of demonstrations after George Floyd's death. Danny Murphy is the Deputy Commissioner of Compliance for the Baltimore Police Department, which underwent sweeping reforms following public outrage over the 2015 death of Freddie Gray.“After the Freddie Gray incident, the Department of Justice launched an investigation into the Baltimore Police Department and found a pattern or practice of unconstitutional policing,” Murphy told 10News.RELATED:San Diego Police to implement new de-escalation policyReview board recommends de-escalation reforms to San Diego PoliceThe Baltimore Police Department's new policy requires that the use-of-force not only be reasonable but also necessary and proportional to the situation. SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five. SAN DIEGO (KGTV) -- Police are searching for a suspect who shot a man in City Heights Wednesday afternoon.According to San Diego Police, the man was shot in the back at the intersection of Fairmont Avenue and Thorn Street near Clark Middle School and Manzanita Canyon.The shooter left the area with two other men, according to San Diego Police officer Billy Hernandez. The three were described as Asian men, one in a white shirt with the letters "SD" on it in red printing, the others in black shirts, Hernandez said.Police shut down traffic near the shooting scene and searched the area with a helicopter and ground crews. Officers found a gun possibly connected to the case in an alley. There was no sign of the shooter.Paramedics took the shooting victim to the hospital. SAN DIEGO (KGTV) -- New census data shows that less than a third of San Diegans have their mortgages paid off.Of the more than 228,000 houses located in the city, 60,402 housing units have no mortgage.The numbers were released following a five-year study by the Census Bureau. The study was conducted between 2012 and 2016.Of the cities and neighborhoods with more than 1,000 homes, Harbison Canyon took the top spot for most homes without a mortgage at 41 percent followed by Bostonia also at 41 percent and Coronado at 39 percent. As far as cities and neighborhoods with the least amount of homes without mortgages, San Diego County Estates takes first place at 13 percent followed by Poway at 20 percent and Rancho San Diego at 20 percent. For those trying to buy a home, the county does offer programs to help with down payments and closing costs.
