DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said.The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches.An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. Both pipelines are owned by China's No.1 oil and gas producer CNPC.Improper injections of strongly oxidizing desulfurizer into the oil pipeline after a 300,000-tonne tanker had finished unloading its oil caused the explosion, results of a State Administration of Work Safety and Ministry of Public Security investigation showed Friday.

BEIJING, June 13 (Xinhua) -- China values its traditional friendship with Zimbabwe and hopes to push forward relations between the two countries as well as the two armed forces, said Chinese Defence Minister Liang Guanglie here on Sunday.Liang made the remarks in a meeting with Zimbabwean Commander of Defence Forces Constantine Guveya Chiwenga.Liang hailed the traditional friendship between the two countries. He spoke of Zimbabwe's defence forces as a "good friend and partner" of People's Liberation Army (PLA).Since the establishment of China-Zimbabwe diplomatic ties 30 years ago, cooperation between the two nations had continuously deepened in the areas of politics, economics and trade, culture, education and health, Liang said.China expressed appreciation for Zimbabwe's firm adherence to the one-China policy and its support to China's peaceful reunification, said Liang. He also thanked Zimbabwe for support on issues concerning China's core and major interests.Chiwenga expressed appreciation for China's long-standing support to Zimbabwe in various areas. UNITED NATIONS, July 7 (Xinhua) -- China on Wednesday called on the UN Security Council to address the root cause of the armed conflicts in order to better protect civilians in such conflicts, which often took place in regions with backward economic and social conditions.The statement came as Wang Min, the deputy Chinese permanent representative to the United Nations, was taking the floor at an open Security Council debate on the protection of civilians in armed conflicts."As the organ which has the primary responsibility for the maintenance of international peace and security, the Security Council is duty bound to address the issue of the protection of civilians in armed conflicts," Wang said.China supports the Security Council in its efforts to strengthen the protection of civilians in armed conflicts, he said, voicing his deep concerns with the fact that civilians are the subject of threat and violations in armed conflicts."The Security Council should pay attention to the root cause of the problem and invest more energy in preventing and controlling conflicts," he said. "At the same time, efforts should be made to put the protection of civilians in armed conflicts into the overall framework of the political process for the peaceful settlement of conflicts.""The responsibility for the protection of civilians lies primarily with national governments," he said. "While the international community provides constructive assistance, it must do so in compliance with the UN Charter, respect the sovereignty of the countries concerned and avoid the interference of their international affairs.""On the issue of impunity, we are in favor that the domestic judicial system of the countries concerned can play the role of the main channel," he said.At present, the key is to ensure the comprehensive, equitable and effective implementation of the whole set of international law and rules that are already put in place in the field of protecting civilians in armed conflicts, he said, adding that relevant UN and treaty organs can continue to play an important role in this regard.

CHONGQING, June 27 (Xinhua) -- A delegation led by Taiwan's Straits Exchange Foundation (SEF) chairman Chiang Pin-kung will arrive at Chongqing on Monday for the fifth round of talks with the mainland's Association for Relations Across the Taiwan Straits (ARATS).The talks will be held on Tuesday, with the much-anticipated Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property protection likely to be signed.Chiang told a news conference in Taipei Sunday that the signing of ECFA would profoundly influence Taiwan's economy, particularly in trade and investment, as well as the development of relations between Taiwan and the mainland.He said he expected a positive change of Taiwan's economic development mode after the signing of ECFA.The two sides will hold a vice-chairman level preparatory discussion on Monday afternoon.After the talks, Wang Yi, head of the State Council's Taiwan Affairs Office, will meet the SEF negotiators on Tuesday.Bo Xilai, secretary of the Chongqing municipal committee of the Communist Party of China, will also meet the representatives from the two sides on Wednesday morning.The SEF delegation is scheduled to leave Chongqing on Wednesday afternoon.Since June 2008, when regular talks between the SEF and ARATS were restarted, the two sides had held four rounds of talks respectively in Beijing, Taipei, Nanjing and Taichung.The talks brought about several agreements regarding among other things: mainlanders visiting Taiwan, cross-Strait shipping, air transportation, cooperation in fighting against crime and mutual legal assistance.
