BEIJING, May 24 (Xinhua) -- Clean energy projects, specifically new energy vehicles, energy-efficient construction and clean coal technology, are the key areas of science cooperation between China and the United States, a Chinese official said here on Monday.According to a new agreement between the two countries, they will invest in joint laboratories, and support research in related areas, Cao Jianlin, vice minister of science and technology of China, told a news briefing on the second China-U.S. Strategic and Economic Dialogues."Both China and the U.S. are the major car production and consumption countries thus both seek to develop new energy vehicles," said Cao.China is the biggest construction market in the world and a major coal consumption country, while the U.S. is also eyeing energy conservation in construction and coal consumption, he said. The U.S. is a country with advanced technologies, and China also has cutting-edge technologies regarding energy applications. The complementary cooperation between the two will benefit both Chinese and American people, Cao added.
BEIJING, April 17 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Saturday called for more concrete measures in quake relief efforts in response to the instructions of China's top leadership.Hui, also the head of the State Council's quake-relief headquarters, made the remarks at the sixth plenary meeting of the headquarters.China's top leadership on earlier Saturday has urged all-out efforts to rescue trapped people in the quake zone in northwestern Qinghai Province at a meeting chaired by Hu Jintao, general secretary of the Communist Party of China (CPC) Central Committee, and attended by other members of the Standing Committee of the Political Bureau of the CPC Central Committee.Hui stressed a put-people-first principle in the relief work. Efforts to search for and rescue the buried survivors as well as offering medical treatment to the injured people are still the top priorities, Hui said. The relief work should be carried out in a scientific, orderly, effective and well-organized way, Hui said. There should be no "blind spot" in the rescue work and epidemic prevention, he said.Military forces, local authorities and the local people should keep in close cooperation in the relief work, he said.
BEIJING, May 13 -- The proportion of China's GDP that goes toward wages has been shrinking for 22 consecutive years, a senior trade union official said on Wednesday.Zhang Jianguo, chief of the collective contracts department with the All-China Federation of Trade Unions (ACFTU), also warned that low pay, long working hours and poor working conditions for millions of workers are triggering conflicts and mass incidents, which pose a grave challenge to social stability. The proportion of the country's GDP that makes up wages and salaries peaked at 56.5 percent in 1983 and dropped to 36.7 percent in 2005, Zhang said."The proportion has not changed too much since then. In contrast, the proportion of returns on capital in GDP had risen by 20 percent during the period from 1978 to 2005," Zhang said in an interview posted on the ACFTU's website. The annual average wages of workers in urban areas had increased from 12,422 yuan (,819) in 2002 to 29,229 yuan in 2008, statistics from the National Bureau of Statistics showed. However, the gap between the rich and poor has been widening in the country and is also growing between urban and rural areas, different provinces and cities, as well as in different industries, he said.About one-quarter of respondents in the latest ACFTU survey said their incomes have not increased in the past five years, while 75.2 percent of them said that current income distribution is not fair. Similarly, 61 percent of those polled said the wages of laborers were low.China developed a capital-labor negotiation system for determining wages in 1994 and it was thought to be the most effective way of increasing workers' salaries. However, "since many cadres of trade unions fail to adequately protect workers' rights, it is very difficult to promote more collective contracts to benefit more workers", Zhang said.By 2009, there were more than 1.2 million collective contracts nationwide, covering more than 2.1 million enterprises and 161 million employees.
ISTANBUL, April 14 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), said here Wednesday that the economic cooperation between China and Turkey has "broad perspective."Li, a member of the Standing Committee of the Political Bureau of the CPC Central Committee, was on an official goodwill visit to Turkey. He addressed businessmen from Turkey and those Chinese enterprises who operate in this country in the crossroad of Asia and Europe."Mutual trust is the pretext for bilateral cooperation," he said, urging both sides to consolidate political foundation for promoting economic cooperation in line with mutual respect, mutual benefit, equality and common development.Li Changchun, a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, addresses the China-Turkey business seminar in Istanbul of Turkey, April 14, 2010.Dual-track trade registered 12 folds growth in the first decade of the new century. The trade volume increased 69 percent in the first quarter of this year, of which Turkey's export to China scored a year-on-year growth at 152.8 percent."We are satisfied with and proud of such performance in the backdrop of international financial crisis," he said, adding the economic cooperation has become "a pillar" of bilateral relationship. The recovery of the world economy still has certain instable and uncertain elements. Under the context, Li made proposals to further promote bilateral economic and trade cooperation.First, he urged the two sides to cherish the traditional friendship and nurture the sound development momentum of bilateral economic and trade cooperation.Second, he required the relevant governmental departments to enhance policy-oriented guidance to the enterprises. The two sides should use different channels, including the dispatch of procurement delegations to the other country, so as to steadily expand trade volume.
