CLEVELAND, Ohio — People taking care of elderly loved ones who receive Social Security benefits may not know to what they are entitled."This money belongs to us...the social security recipient,” said Don Wright, who is nothing if not passionate about his mission now to help others.“It’s our money!” he said.Reporters with E.W. Scripps television station WEWS in Cleveland, asked Wright: “Do you think many people know about this?”“No. No. That is sad,” he replied.Wright is from Akron, Ohio. He was married to a woman for 16 years. They divorced and later she passed away.In 2009, Wright said he filed for his Social Security benefits, talking with a staff member at the Akron office."He said this famous statement. ‘Well, who do you want to collect your benefits from?’” Wright said. The man offered him either his own benefits or his ex-wife's benefits."What he should have said was 'Well, you know you're entitled to collect your survivor widower's benefits first,’" Wright said.It wasn't until 2016 when some friends told Wright to look into the survivor benefits."Social security, I found out in my investigation, does not willfully just hand out a bunch of information for you to know," Wright said.He told us from that first meeting with the Akron office in 2009 until 2016, he was entitled to 7 to 8 years of the survivor benefits and more. However, after fighting for that money, he got a message from an attorney's office on his answering machine saying he might get six months to a year of benefits."The average person would think Social Security said, 'You're done! There's no way in the world you can get anything else.’ Well, that's not true,” Wright said.Reporters at WEWS found in the social security Code of Federal Regulations, there's an admission that agents "may have given you misinformation about your eligibility for such benefits ... Which caused you not to file an application at that time." It even gives examples that are similar to Wright’s claims."You don't always get that correct answer right off (the bat),” said Marcia Margolius, who is an attorney and a social security law expert. She works in Cleveland."We have to encourage people continuously to persevere, to follow up on their rights,” Margolius said.Marcia said she's experienced plenty of social security roadblocks."It's a weeding out sort-of a policy where social security may take the attitude of, if you're serious and if your claim is legitimate, you're going to keep going," she said."Is it a strategy by social security?” a WEWS reporter asked.“I wouldn't go that far…but I have seen it a lot,” Margolius said.Wright said another hurdle was when social security gave him a list of lawyers to help him through the process. He wrote letters to those attorneys only to have many returned to sender. We saw the envelopes marked “no such number,” “address vacant” and “not deliverable.”"And I kept getting all these dead ends and nobody to help me,” Wright said.WEWS investigative reporters contacted the Social Security Administration. A representative said if Wright signed a consent form, then the rep could talk to us about his case. Wright did that. CLEVELAND — A skin cancer survivor is baffled after she was ticketed for tinted windows, despite telling the officer the tint was for health reasons, and she said the city would not work with her on a solution.Parma Heights, Ohio resident Shannon Coughlin said she was running an errand in Brooklyn, Ohio on Sept. 14 when she was pulled over by a police officer.Body cam footage obtained by WEWS shows the exchange between Coughlin and the officer.“The reason I stopped you [is] your windows are too dark,” the officer can be heard saying in the video.Later in the video, Coughlin explained why she had to have the tint installed — she used to have skin cancer.She showed us pictures from her past surgery.“I told him I had the tint put on there because I was diagnosed a couple years ago with skin cancer, and the doctor had said that I should take any precautions that I could,” she said. “I’m just trying to avoid getting another scar on my neck.”The officer told her she would need to keep a note from her doctor in her car while driving. She didn’t know.“[I was] shocked,” she said. “Beyond shocked.”He also told her if she had documentation, she could bring it to court.Later that month, her doctor wrote her a note that said, in part, the “tint is considered medically necessary.” Skin cancer survivor Shannon Coughlin got a letter from her doctor after the ticket from Brooklyn Police was written. She knows now to carry this with her in case she gets stopped again.Between a fine and court costs, Coughlin faced a 0 ticket for tinted windows. She said she asked the mayor’s court clerk if she can schedule a meeting to speak with the mayor or another city official to discuss the ticket and her reason for needing the tint.Coughlin said the city told her the only time she could speak with an official was during her court session.WEWS checked with the mayor’s court clerk, who confirmed that the only time to discuss a ticket is when coming in during a court date.Coughlin said she had just gotten a new job, and she didn't think going to court to fight the 0 fine was worth the impact on her job. She waived her right to a court hearing and paid the ticket.“No one was listening or giving me any kind of chance,” she said. “I still had to pay the fine.”WEWS requested an on-camera interview with Brooklyn Mayor Katie Gallagher about Coughlin’s incident. She declined but did answer questions via email, which you can read in full at the end of this story.Her statement said, in part, “[Coughlin] did not reach out to my office about this matter at any point.”“The Brooklyn patrol officer wrote the ticket based on the information he had available to him at the time of the stop, which did not include any medical information,” Gallagher said. “Ms. Coughlin then paid the ticket instead of coming to court and presenting the note she received from her doctor after the ticket was written.”WEWS also reached out to Brooklyn Police Chief Scott Mielke, who said in Coughlin’s case, he would have fielded questions about the tinted window ticket.Gallagher also said the city’s administration sets the waiver schedule with help from the magistrate, police, Ohio law and, in part, what other communities do.WEWS looked at public court fees and fines for 10 other similar sized cities, including: Beachwood, Bedford Heights, Macedonia, Oberlin, Ravenna, Seven Hills, Sheffield Lake, Wlloughby Hills, University Heights and Vermillion.Not one specifically lists tinted windows in their waiver schedules. Brooklyn does.WEWS also compared the 0 fine to other violations in Brooklyn. For example, a driver can get into an accident with property damage and it costs just as much.Some traffic violations in the city that have smaller fines than tinted windows. This includes driving 15 miles per hour over the speed limit, child restraint issues, driving an unsafe vehicle and trick riding.Gallagher told us “…any traffic violation can be considered serious.”Coughlin believes she should’ve received a warning for her tinted windows. She also believes she should have had a chance to speak with city officials about her need for the tint.“I don’t think getting ticketed for having something medically necessary was at all deserved,” Coughlin said.You can read Gallagher’s responses to questions below:What part of the city's government comes up with the waiver schedule? I have been told the administration sets those fees but I haven't gotten confirmation on that just yet. The administration establishes the waiver schedule with consultation with from the magistrate and clerk of courts.How are they determined? Court costs are determined first, and then appropriate fines are added.Are there comparisons to other like-communities and then you adapt to fit your needs? Other communities' waiver schedules are considered in part, yes.Is there a rule or something in the Ohio Revised Code that helps guide you on where to set the waiver fees? The Revised Code establishes the maximum fines for misdemeanor and traffic offenses based on the level of offense, and we do not exceed those.Does the police department help with setting the fees? The department assists in gathering information for the administration's review of a proposed waiver schedule.We did notice the tinted window violation comes with a 0 total fee. That total includes in court costs and an fine. We also noticed other violations like driving left side of road, right of way to public safety vehicles, etc. have the same fee. Are those violations equal in severity to tinted windows in your mind? Depending on the circumstances of a particular incident (as suggested by the newly enacted H.B. 95 [legislature.ohio.gov] ), any traffic violation can be considered serious, and as with every mayor's and municipal court, waiver schedules take that into account. It is also why people who do not wish to waive their right to appear have the right to come to court to speak to a magistrate.Other violations in the waiver schedule show speeding up to 15 mph over the given limit, stop/yield signs, traffic lights/red light, one-way street, seatbelt passenger, driver and a child restraint are all less than the tinted windows violation. Do you view tinted windows as a higher violation than those moving and/or safety constraint violations? My prior response addresses this question.There are also violations called "trick riding" and "unsafe vehicle" that are at 5 and 5, respectively. Commercial construction is experiencing a huge downtown and has yet to recover since it dipped at the start of the pandemic. But in contrast, residential construction is experiencing historic demands.“It's been a remarkable year for housing,” said Robert Dietz, chief economist for the National Association of Home Builders.When the pandemic hit, no one was sure what the impact would be on housing.“People need larger homes; they need to fix up their existing homes and frankly there’s not enough inventory on the marketplace so builders are really busy right now,” Dietz said.So busy, in fact, that some are deciding to buy new homes rather than wait for their projected renovation to start. The NAHB is a trade association with 140,000 members who handle all facets of family construction.“We’re looking this year, we think single family construction will be up almost 10% and that will make it the best year for single-family home building since the Great Recession itself,” Dietz said.But that doesn't, by any means, put anyone in a "perfect" position.“There are headwinds on the horizon and the industry has faced a number of persistent challenges that have reduced housing affordability,” Dietz said. “Those would include the persistent lack of skilled labor, lack of lots in high-demand markets, and of course regulatory costs have been a persistent thorn in the side of the industry causing costs to be higher and pricing out home buyers out of the market.”When demand goes up, supply goes down. Lumber prices are at an all-time high. It's taking months for builders to get their materials and supplies, and people are finding themselves stuck.“It can be a frustrating marketplace because you have those historically low interest rates that you want to take advantage of, you’re looking for more space given the changes to telework and all the factors that have changed as a result of the virus but there’s not the inventory there to meet the demand in front of the industry,” said Dietz.Ken Simonson, chief economist for the Associated General Contractors of America, was asked whether some are considering moving into the residential sector because it's doing so much better than the commercial side. He said, "Home building is really a different market."Simonson said the contractors in his organization do “apartment buildings, every type of non-residential building, infrastructure, highways, water and sewer systems, power plants and so forth.” He said contractors across the national saw an initial rebound, but it's been on a steady decline since the spring.“Non-residential construction, there’s a lot of doubt about whether there’s going to be demand for more stores or offices and whether owners whether they’re private or universities or state and local governments have the money to pay for them,” Simonson said.He says it's different in every state and region. Some niche industries are doing okay, like data centers, and the fields of medical device and health care. But most industries, like hotel and retail, for instance, have just about disappeared.“I have to say I’m pessimistic the construction industry is going to lag the overall economy,” Simonson said. “There are hopeful signs about the economy being able to pick up speed in 2021 if enough people get vaccinated and the vaccine proves to be effective.”Construction tends to take a while to bounce back. Climate studies often pinpoint the detrimental public health impacts related to rising atmospheric temperatures, extreme weather events and other consequences of a changing climate.A report released by the World Health Organization on Wednesday details the public health benefits that could come with tackling the issue.Meeting the commitments of the 2015 Paris climate agreement could save millions of lives and hundreds of billions of dollars by the middle of the century, according to the report.Meeting the goals put forth in the Paris agreement would be expected to save more than 1 million lives a year from air pollution alone by 2050, it says. Drivers of climate change, principally fossil fuel combustion, contribute to about 7 million deaths worldwide from outdoor and indoor air pollution annually, according to the report.The Paris Agreement is a pledge among representatives from countries around the world to take action against climate change, specifically by reducing their nations' carbon output and halting global warming below 2 degrees Celsius over pre-industrial levels by the end of the century. The United States pledged to withdraw from the landmark agreement last year.Global leaders and officials are now gathering for two weeks of meetings at the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change, or COP24, to create a rulebook that will turn the Paris climate agreement into a workable reality. CORONADO, Calif. (KGTV) - Every June 6 that passes marks one more year since a historic day in world history: D-Day. Coronado local Tom Rice was there. He was part of the 501st Parachute Infantry Regiment of the 101st Airborne Division.Seventy six years ago, Rice jumped out of a plane onto the beaches of Normandy, not knowing it would become a turning point in World War II. Since 1944, Rice works to commemorate the day. In recent years, he’s returned to France to re-enact D-Day, jumping out of a plane like he did during the war. This year, it’s different. Coronavirus has impacted his ability to travel overseas, so he has a new way to honor the day. It started with Carentan, the area in France where he usually jumps, deciding to ring a bell at 6:44 p.m. to commemorate the June of 1944 date. Then, Rice and his army of friends in San Diego decided to turn it into something larger. At 6:44 p.m. local time, Rice rung a bell at the Coronado Naval Base, and he wasn’t alone. Friends and supporters all rang bells at the same time to mark the anniversary. “Globally the bells will ring for thee. For those who died, who were captured, who suffered all the deprivations that war can bring,” said Rice. At 98-years-old, the veteran has jumped out of a plane 63 times, and 48 of those were with the military. 1319
