SAN DIEGO (CNS) - After being reassured that motorists' privacy would not be compromised, the county Board of Supervisors Wednesday unanimously approved a plan to electronically collect license plate data as part of a vehicle- emissions study aimed at improving air quality.Under the plan, the county Air Pollution Control District will use automated license reader software to analyze vehicles at 12 intersections in disadvantaged communities, including Barrio Logan, Logan Heights, Sherman Heights and western National City.A state grant will pay for the ,500 automated license plate reader system, which will collect license plate numbers and vehicles' weight, make and model.Jon Adams, assistant director of APCD, said the data will be collected in a secure method and kept at the district office, and would not be shared with anyone else. He said information, including license plate numbers, will be deleted after three days.Other agencies, including the California Air Resources Board and Port of San Diego, already use the same software, Adams said.APCD officials met over the last two months with various community groups and the Portside Community Steering Committee, which includes representatives of private and public organizations.The district's Community Air Protection Program was developed in response to Assembly Bill 617, which is aimed at reducing exposure to air pollutants in disadvantaged communities.At its Sept. 11 meeting, the Board of Supervisors expressed concerns over potential privacy violations and asked district officials to present alternatives.Two residents urged the board to support data collection, saying the end goal of cleaner air is a worthy cause.Sandy Naranjo, a Portside Steering Committee member, said "information and transparency are crucial for our communities, because we are tired of getting sick."Joy Williams, an Environmental Health Coalition member, said her group has been working in Barrio Logan and surrounding communities for decades and heard numerous complaints about pollution sources, including mobile ones.Supervisor Greg Cox said any time the county can get so many groups to agree, it's a good sign and "makes it a pretty easy decision on our part."Supervisor Kristin Gaspar said she appreciated the reassurances relating to privacy."I believe that we have the best intentions with this program," Gaspar said.Supervisor Nathan Fletcher said no group of children should be "eight times more likely to develop asthma because of where they live or the color of their skin.""We have to take swift, bold action and spend money in a way that represents the greatest investment," Fletcher said, adding he hopes this program gets underway quickly. 2716

SAN DIEGO (CNS) -- Hot temperatures are expected Tuesday throughout San Diego County amid a heat wave that will last through Thursday, according to the National Weather Service.High pressure will continue to strengthen through Thursday, causing the mercury to rise in most parts of the county, forecasters said. SAN DIEGO (CNS) - A woman whose Nissan Versa ended up underneath a semi-truck on Interstate 8 in El Cajon Monday escaped serious injury and was arrested on suspicion of drunken driving, authorities said. Heidi Farst, 56, of El Cajon was driving westbound on I-8 near Main Street when her compact car was rear-ended by another vehicle just before 6 a.m. Farst's car then collided with the semi-truck, flipped over and landed upside down underneath the rig, California Highway Patrol Officer Travis Garrow said. Farst was freed from the wreckage and transported to Sharp Memorial Hospital for what were described as minor injuries, a CHP dispatcher said. She was then booked into the Las Colinas Detention Facility on suspicion of DUI, according to Garrow. No other injuries were reported. The crash triggered lane closures and a SigAlert. All lanes were reopened shortly after 8 a.m. 890

  

SAN DIEGO (CNS) - California Sens. Kamala Harris and Dianne Feinstein introduced a Senate resolution Wednesday to condemn the deadly April 27 shooting at the Chabad of Poway synagogue. The resolution condemns anti-Semitism, white supremacy, white nationalism and other forms of hatred as antithetical to ``American values of dignity and respect for all people.'' It also expresses hope that the three injured survivors of the attack make a full and swift recovery and includes a call to honor the memory of Lori Gilbert Kaye, 60, who died at the scene of the shooting that occurred during a celebration of the end of the eight-day Jewish holiday of Passover. ``The rising threat of white nationalism and white supremacy is in direct contradiction with the highest ideals of our country, and I urge my colleagues to join me in supporting this resolution to condemn this despicable hate,'' Harris said. ``Hate has no place in our country,'' Feinstein said. ``Our resolution condemns the anti-Semitic attack on Congregation Chabad and reaffirms our nation's values of openness and tolerance so all Americans can worship freely without fear of violence.'' A similar Senate resolution condemning anti-Semitism was introduced last week by Sens. Ted Cruz, R-Texas, and Tim Kaine, D-Virginia. Chabad of Poway Rabbi Yisroel Goldstein, who lost his right index finger in the shooting, attended the White House's May 2 National Day of Prayer event at the invitation of President Donald Trump. SAN DIEGO (CNS) - A professional skateboarder and Encinitas resident who pleaded guilty last year to federal drug trafficking charges was sentenced Friday to five years of supervised release, with one year spent on GPS house arrest.Prosecutors had sought a 41-month prison sentence for Robert Lorifice, who pleaded guilty along with Elizabeth Alexandra Landis to charges involving the distribution and sale of heroin and methamphetamine.Lorifice's attorney, Stefano Molea, said his 32-year-old client's path to drugs began when he fractured his tailbone, a "particularly painful" injury that led to an opioid dependence and eventual heroin addiction.RELATED: Encinitas pro skateboarder, girlfriend admit federal drug trafficking chargesHis substance abuse and other physical issues stemming from his injury affected a skating career that previously garnered Lorifice sponsorships and participation in the X-Games, where he won three medals.Molea said Lorifice eventually "hit rock bottom" and "began associating with people that eventually led him down the path of selling drugs."Molea said Lorifice has gone through rehab, enrolled in school, and secured his first non-skateboarding job."Mr. Lorifice is extremely grateful to the court for believing in him and giving him a second chance," the attorney said, "He looks forward to helping those in the skateboarding community realize the dangers of drug use and has recently teamed up with the Ryan Bowers Foundation to work with kids with the hopes of showing them how skateboarding can be a healthy outlet to obtain and maintain their sobriety."RELATED: Three arrested in drug seizure at Encinitas homeProsecutors said Lorifice admitted selling drugs out of his home, and disposing of methamphetamine and other substances when investigators served a search warrant at his home in 2018.Investigators found 193 grams of meth, 231.6 grams of heroin, more than 800 Xanax pills, Roxicodone pills, marijuana and psilocybin mushrooms, along with materials used in drug sales, such as a digital scale, three cell phones and ,824 in cash, according to the U.S. Attorney's Office.Lorifice's home was searched again that December, and on that occasion, he attempted to flush a "tennis-ball sized chunk of methamphetamine down the toilet," according to the U.S. Attorney's Office. Authorities also seized around 31 grams of black tar heroin, 18 grams of meth and ,926 in cash from drug sales.Landis, described by prosecutors as Lorifice's then-girlfriend in a statement issued last year, is slated to be sentenced in January. 2579
