A Boynton Beach, Florida woman accused of shooting her husband five times over HOA complaints will not be charged with attempted murder.State prosecutors declined to file charges against Lisa Barreca Thursday morning. Police arrested Barreca last month, saying she shot her husband and caused wounds to his head, both his arms, his right leg and back.Barreca planned to use the stand your ground defense.A spokesperson for the Palm Beach County State Attorney's Office said the agency did not complete their investigation within the 30-day mandatory filing period. The SAO is able to file charges in the future, if they choose to do so.The Boynton Beach Police Department completed their investigation into the case, according to Public Information Officer Stephanie Slater.Barreca was ordered to be released on her own recognizance following a Thursday morning court hearing and the case was closed in court records. Barreca, who lives on Aspen Leaf Drive, was talking about HOA complaints with her husband Eric Barreca in their kitchen when he told police that the situation started to escalate.  The police report said that Lisa Barreca then went into the garage, retrieved her gun and shot him. Lisa Barreca was hospitalized and then was taken to the Palm Beach County Jail. A man accused of gunning down an international student at the University of Utah on Monday has been captured after an overnight manhunt, authorities in Salt Lake City said.Both Austin Boutain and his wife, Kathleen, are in custody, police said. The couple also were wanted for questioning in connection to the death of a man several days ago in Golden, Colorado, according to University of Utah Police Chief Dale Brophy.Austin Boutain, 24, was arrested Tuesday, Salt Lake City police said in a tweet.The victim in Golden, who has yet to be identified, died within the last three to five days in a recreational vehicle, Brophy said.Golden Police Department Capt. A federal judge ruled that Detroit police officers cannot use batons, shields, gas or bullets against protesters for at least the next two weeks.U.S. District Court Judge Laurie Michelson issued a ruling Friday night partially granting a temporary restraining order in the lawsuit filed by activist group Detroit Will Breathe against the City of Detroit and Detroit Police Department.In the order, Michelson ruled that the city cannot use "striking weapons, chemical agents, or rubber bullets" against the protesters who do not pose a physical threat to the safety of the public or the police.
