BEIJING, Jan. 26 (Xinhua) -- There is some part of China that could use additional water -- the drought-hit north, even while the central government is grappling to soak up excess liquidity to contain price hikes.The dry spell has continued for months in the grain production regions in northern China, setting off concerns that it might threaten China's grain output and thus cause food price hikes, a major contributor of the country's inflation in recent months.The bad weather came and may aggravate China's battle on price hikes, including higher interest rates and reserve ratios. The government also introduced price caps and promised increases in supplies to stabilize prices.Meteorological and agricultural experts said it is still too soon to predict a decline in grain output. However, they worried that if the drought continues into the spring, grain output will fall and push up food prices.DRY SPELLWater shortages have been gripping nine provinces since October last year, including the six major wheat producing regions in China -- Shanxi, Shandong, Hebei, Henan, Anhui and Jiangsu -- which contribute more than 80 percent of the country's total wheat output.Further, rainfall in the six provinces averaged only 40.2 millimeters since October last year, down 53 percent compared with previous years, according to the National Climate Center.As of Monday, 60.39 million mu (4.02 million hectares) of crops throughout the nation were plagued by drought, according to the latest statistics from the Office of State Flood Control and Drought Relief Headquarters."There have been no rains for four months. ZHENGZHOU, Feb. 16 (Xinhua) -- China's Yellow River catchment authority has launched emergency measures to restrict industrial water usage and to release reservoir water for wheat crops in the face of a worsening drought.The Yellow River Flood Control and Drought Relief Headquarters raised on Wednesday its drought alert from yellow to orange, the second-highest level, indicating the area is facing the worst drought in up to half a century.The headquarters ordered all authorities along the catchment area to initiate an emergency response to ensure water supplies for people and livestock, and to restrict industrial water consumption.The drought, which has plagued the middle and lower reaches of the Yellow River since October last year, was likely to affect more than 40 percent of crops in the area, said a headquarters spokesman.Light to moderate snowfall brought some relief to the wheat farmers in the region over the weekend, but not enough to end the drought. Most regions along the Yellow River received precipitation of less than 10 mm.Thanks to the recent rise in temperatures, ice covering 120-km of the Yellow river has melted, offering more water for irrigation and other water uses.The headquarters' statistics show that water channeled from the Yellow River reached 228 cubic meters per second at 8 a.m. Tuesday, and supplied the drought-plagued Shandong Province, Tianjin Municipality and Hebei Province.The headquarters had released more water from reservoirs along the catchment to help with the irrigation of winter wheat crops, said the spokesman.The Chinese government on Friday announced plans to dig 1,350 wells in eight major wheat-growing provinces to help ease the drought that is threatening grain harvests.

HARARE, Feb. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi on Friday called on the West to lift sanctions they imposed on Zimbabwe while Zimbabwean President Robert Mugabe applauded the Asian giant for its continued political and economic support.Addressing journalists soon after meeting Zimbabwe President Mugabe, Yang, who is on a two-day visit, said Zimbabweans and other African people have a right to choose their own development path."We believe there should be the lifting of sanctions by certain countries. We think that is the voice of the Zimbabwean people and that is also the view of all the parties concerned here in Zimbabwe," Yang said, adding that no country has a right to dictate to another."We believe all nations should respect each others sovereignty and territorial integrity," he said."China believes that Africans have the right to choose their own way of development as they are the masters of the African continent. All others are just guests," he said.Yang said that China appreciates assistance from Africa and would also continue to reciprocate the support.Addressing the Chinese delegation earlier, Zimbabwean President Mugabe said the West continues to persecute Zimbabwe through sanctions for the decision the county took to empower its people through land.He said the imposition of sanctions was despite the fact that Zimbabwe and Britain had agreed that the former would redistribute the land while the latter would compensate affected farmers."The Western countries have imposed sanctions on us for taking our land although we had discussed this in 1979. That is what started the problem," Mugabe said.Mugabe said Britain had since turned to political reasons such as human rights, democracy and rule of law to justify continued sanctions imposed on Zimbabwe.He applauded continued cooperation between China and Zimbabwe which dates back to the struggle for independence.Meanwhile, China extended a 50 million yuan (7.5 million U.S. dollars) grant to Zimbabwe.Yang and his Zimbabwean counterpart Simbarashe Mumbengegwi signed the agreement on behalf of their countries.In his meeting with Mumbengegwi, Yang who described Zimbabwe as a "brother" said the two countries had identified areas for further cooperation such as infrastructure, agriculture, water conversation and personnel training.
