CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA, Calif. (KGTV) — Police are searching for an 81-year-old man who was last seen in the Otay Ranch Mall area.Chula Vista Police says Donald Mooring was last seen around 3 p.m. near the Otay Ranch Mall on Thursday. Police add that Mooring may be suffering from the effects of dementia.Mooring is described as a black man, 5-foot 9-inches tall, and weighing about 230 pounds. He may be driving a white 2010 Dodge Caravan with California plates "7CHU230".He is believed to be wearing a green plaid shirt, khaki pants, and black tennis shoes.Anyone with information on Mooring's whereabouts is asked to call CVPD at 619-691-5151. 643

CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

CHULA VISTA, Calif. (KGTV) -- A family in Chula Vista is beefing up security and warning their neighbors after surveillance cameras caught someone breaking in. Video shows a burglar smashing through a door in the house and ransacking the place before the family returned home with their young son with special needs. “It’s almost like TSA after 911. You just gotta not stop living your life; you got to fortify yourself and live your life a little differently right now,” said Dean Riggott.It’s the life Riggott, his wife, and their 9-year-old son say they’re living after surveillance footage from their kitchen captured the incident. “It’s a complete violation, like, right now I’m sleeping downstairs to be the first line of defense.”Riggott is defending his family against a burglar who smashed through a glass door and made his way inside. The family wasn’t home at the time. Their son was the first to notice the home had been burglarized.“He said, 'Dad, there is something wrong with the door, and there’s stuff all over the ground',” said Riggott.The 9-year-old couldn’t see what was wrong with the door because he is mostly blind. He also has autism. “Told my son immediately to get out, grabbed a knife and my club.”Police came minutes after being called but the burglar was long gone. The family was uneasy after seeing iPads, video game systems, and other expensive items untouched. “He’s talking to somebody the whole time on a Bluetooth, and I think that’s a key point.”Other than destroying things, the thief seemed to only target vintage, high-end purses, taking about ,000 worth. “He came in with socks on, he’s in the system; he must be in the system if he’s worried about his fingerprints.”Riggott says he hopes someone will recognize the man's face. Since the incident, Riggott says he has beefed up security and is hoping his neighbors will do the same. “Fortify your house, make sure you’re locking your doors, check your windows, and make sure your family is safe.” 1998

CHULA VISTA, Calif. (KGTV) - Federal and local authorities, in addition to hazmat crews, were called out to the scene of a drug raid in Chula Vista after agents found fentanyl and THC extraction on the property. The raid happened at a home on 2nd Avenue Wednesday afternoon. DEA officials confirmed the search warrant was part of an ongoing investigation. DEA agents arrested one man during their search, and he is suspected of mixing fentanyl with other illegal drugs, according to a DEA spokesperson. Agents did not identify the man or disclose the amount of drugs found. The hazardous materials teams were summoned to the scene to investigate any possible contamination in the neighborhood and to process the drugs that were discovered. 747
