SAN DIEGO (KGTV) -- The National Weather Service is warning beachgoers ahead of the July 4 holiday about elevated surf and strong rip currents. A beach hazards statement will remain in effect until Friday at 3 a.m. According to the National Weather Service, waves will reach three to six feet accompanied by dangerous rip currents. “Remember to swim near a lifeguard if going out in the ocean,” said 10News meteorologist Megan Parry. SAN DIEGO (KGTV) -- The Chicano Federation is once again calling on San Diego County officials to do more to help curb the high numbers of COVID-19 among Latinos. On Wednesday, the organization released a statement regarding county numbers breaking down the number of contact tracing hires by ethnicity. Of the county's recent hires, 144 are Latino or Hispanic, that makes up 25.5% of the hires. Chicano Federation President and CEO Nancy Maldonado said county officials had told them they would hire people from within the community, that spoke Spanish, to serve as contact tracers. However, in Wednesday's statement, Maldonado said, "They lied." Maldonado has been an outspoken critic of the county and their response to how COVID-19 is disproportionately affecting Latinos. Data from the county shows there are roughly 34% of Latinos in the county, but they make up 61% of the positive cases. During Wednesday's county press conference, Supervisors Greg Cox and Nathan Fletcher each addressed the concerns. Fletcher said the county's goal is to have contact tracers who match not only the demographics of the population, but also the demographics of the positive cases. Fletcher added that they are doing outreach to get more applicants and also more Spanish speakers. SAN DIEGO (KGTV) — The community of Barrio Logan welcomed residents to shop in the streets after months of coronavirus’ impact. Saturday, Aug. 4, the “Walk the Block” event debuted. Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs. SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle.
