SAN DIEGO (KGTV) — San Diego Police are asking the public to help find the driver who left a man with several severe injuries along an Ocean Beach street last month.Police say at about 10 p.m. on Sept. 6, a 64-year-old man was walking his bike northbound in the bicycle lane of the 4000 block of Nimitz Blvd. The suspect, driving a newer model Nissan Versa Note hatchback (shown below), struck the victim. The driver sped off, leaving the man severely injured.The victim was taken to a nearby hospital suffering from several fractures to his pelvis, ribs, fibula, and foot. He also suffered lacerations and injuries to his bladder and liver. The man is expected to survive but remains hospitalized, police say.Police say the Nissan should have damage to its passenger side front headlight, fender, and side view mirror. SAN DIEGO (KGTV) - Residents in many San Diego neighborhoods get a daily reminder of the odd inhabitants that are not native to the area.As the sun rises over the region, the squawks can be heard. The wild parrots are awake.While the sight of emerald, red-headed birds has long been gold for local photographers, what has remained a mystery to many is how they arrived in San Diego.Parrot originsAll of the wild parrots in San Diego are birds or descendants of birds brought to the area by people, according to Sarah Mansfield with SoCal Parrot, though some have speculated they migrated from Mexico. Mansfield added the birds weren't released in the area just once."Whether they were released intentionally or accidentally, several 'micro-releases' happened over many years," Mansfield said. "There are five established species of wild parrots in San Diego, and 13 species in Southern California, so it definitely wasn't just a pair or two that got out long ago."It wasn't illegal to buy wild-caught parrots until 1992, when the Wild Bird Conservation Act was signed into law in order to ensure exotic bird species were not harmed by international trade."The birds that were released came from the wild and have remained wild since," she adds.University of San Diego professor Janel Ortiz, who started the San Diego Parrot Project to research the parrots' eating habits and natural behaviors, says parrots may have been here longer than we think. "No parrots are native to California; there has been evidence of the parrots being here in the 1940s and weren't well documented until the 1960s," Ortiz says.Types of parrots in San DiegoCurrently, Mansfield says the main species in San Diego are Mitred Conures, Red-masked Conures, Blue-crowned Conures, Red-crowned Amazons, and Lilac-crowned Amazons.The Mitreds and Red-masked Conures can commonly be seen flocking together, while both Amazons species also live together.Residents may also notice both Consures and Amazons together in the same neighborhood at times, but usually they're not together, Mansfield says.How they survive hereSo how does a bird not native to San Diego find a way to survive?Find another non-native species. The parrots live off non-native fruiting and flowering trees, according to Mansfield. Ornamental trees, including magnolias, loquats, pines, eucalyptus, coral trees, and pecans, give parrots food and shelter all in one."They nest in cavities in the tall palms that line our beach community streets," Mansfield adds, something residents who aren't a fan of the birds' squawks know all too well.San Diego's climate makes their habitats all the more comfortable, as the warmth provides the perfect environment for the parrots. "While they could make a go of surviving in colder weather, they do better with our sunny San Diego temperatures," Mansfield said.Ortiz says San Diego may be one of the last locations where these endangered parrots can survive."Most of these parrots are endangered in their native ranges, but are thriving here in this new, urban habitat we've created," Ortiz said. "Urban places, like San Diego, may be one of the last locations these endangered parrots may be found if their populations continue to dwindle in their native ranges."While the birds are naturalized, meaning they are actively breeding in the area, it's unclear how successful they are at reproducing, Ortiz says.So far, the Parrot Project has observed some species-specific differences such as time to roost, or time they get together at night.Residents can help out by filing out a form online to document parrot sightings. 3607

SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090
SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says.For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees.But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance.One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. They're doing a disservice to the rest of the community."As for individuals infecting other people, the California Health and Safety Code has strict standards.According to Section 120290, five things all need to happen for someone to be guilty of "intentional transmission."The Code says: 1988
