SAN DIEGO (KGTV) - Cara Knott's family has written a letter to Gov. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Officer Peyer showed NO Mercy when he murdered my sister," Knott's sister wrote in her letter to the governor.ABC 10News reached out to California Department of Corrections and Rehabilitation for clarification. CDCR says, at this time, there are no plans to expedite the release of Craig Peyer."He committed a betrayal of trust that's unmatched in San Diego history at my judgment," said Paul Pfingst, who prosecuted the case. SAN DIEGO (KGTV) - At St. John The Evangelist's Sunday night service, the pews were packed to hear why their pastoral associate was resigning.Aaron Bianco was asked to come to St. John August of 2016. His work: organizing events, budgets and other behind the scenes tasks. His goal, to build up a more inclusive church.Bianco has been married to his husband for 10 years last month, and once he started at St. John, so did the attacks."They've threatened me from shooting me down across the street, to throwing Molotov cocktails into the church," Bianco said.The hate groups sent emails equating him to a pedophile and threatening him. His tires were slashed, fire thrown at the church doors, the office broken into and spray painted with a gay slur."They're no different from organized crime or a terrorist group. They will continue until they get their way," Bianco said their goal was to force him out. "I'm convinced that the gospel is on my side, and they can spew their hate, but I'm not going to allow them to make me hate them back," Bianco said.Last week his personal information including photos of his family and his home address was published on a conservative Catholic website. Bianco said he saw someone in their yard in the middle of the night  watching the house.Since the threats, he's added security to his home and filed police reports.He realized it was all too much, "My life and those of my family are more important than any job."Bianco addressed the packed church at Sunday night's mass, "when hate rages like a fire, love rains down, and I feel it from so many of you in this room."Bianco told 10News he believes there is more good in the world than bad, explaining he's received encouraging notes from people all over the world.After his speech, the church erupted, "It made me so happy that everybody stood there and clapped for the longest ovation I've ever heard in a church in my life. Letting him know that we love you, we care about you and you're going to be missed," Parishioner Berena Pe?a said.She attended the church a decade prior and stopped coming because she didn't feel welcome as a lesbian. Her friend convinced her to try again two years ago. She said she could feel the difference, and it woke her up.Bianco said this is not the end, and he will keep fighting. He said he will still attend church, hopes these groups stop their attacks and instead come and talk with him. 2524

SAN DIEGO (KGTV) - Border agents have seen a huge drop in traffic along the San Diego Sector ports of entry since the Trump Administration restricted all non-essential travel at the U.S.-Mexico border last Friday.In a conference call with reporters on Monday morning, U.S. Customs and Border Protection (CBP) revealed new details about its plan to handle the implications of the restrictions on the migrant population and the cross-border worker population. Recent tweets posted by CBP showed empty ports of entry. “We have seen about a 70% decrease on average at all our ports of entry,” said a CBP spokesperson during Monday’s conference call. That plunge in foot and vehicle traffic comes after the border restrictions took effect on Saturday.CBP said Monday that the restrictions don't apply to U.S. citizens, legal permanent residents or those traveling for medical, work or educational purposes.The agency reports that people’s work verification or documentation is currently on a sort of “honor system”. “At this point in time, we are not formally asking for verification or employment ID,” said a spokesperson on Monday.A spokesperson also reaffirmed that most apprehended migrants will be returned immediately, adding in part, “Individuals are no longer being held in detention areas.Quick interviews will be conducted in the field. Basic biographic scans run in the field as well. Then the individual will be [taken] back to the border and expelled to the country they came from.”There's now at least a 48-hour suspension on migrants crossing for court hearings, said a CBP spokesperson, who added that all new asylum seekers will be reviewed independently. “We're taking each case, case by case, depending on what the claim is, the nationality and the country from which they come from,” he added.“I'm particularly concerned about the asylum migrancy [population],” said Rafael Fernández de Castro, a U.S.-Mexico relations expert at UC San Diego. “In the shelters in Tijuana, sometimes there's 15, 20 [or even] 40 people sleeping in a room. That's basically a horrible story because that's a way to get a lot of migrants contaminated with coronavirus,” he added in his interview with 10News. From the now dried-out grass, to the fluorescent lights up above, inside the stadium in Mission Valley sits the eerie, now empty Chargers locker room. And how about the spiral ramp leading from the Plaza level to the Loge level that every kid raced up and down, a time or two. SDCCU Stadium, Qualcomm Stadium, the Murph, whatever you want to call it, the 53-year-old structure is soon to be a San Diego memory."We will start in the next month or so, disposing of the interior the things. When we knock it down, things need to be taken out, or given a new place," said Gina Jacobs, Associate Vice President of Mission Valley Development. "We're going to try and salvage some of the seats, so that we can make those available for sale."The stadium was home to many great San Diego memories. Who can forget LaDainian Tomlinson's record breaking touchdown? Steve Garvey's playoff home run in 1984? Marshall Faulk running wild one Saturday afternoon against USC?"We certainly recognize that this has been a big part of San Diego's history, and we're looking forward to our new facility being a part of San Diego's future. This is something that is going to be a better fit for San Diego State and for San Diego," Jacobs said.Over the past couple years, we've seen stadium renderings, but now we are seeing progress at the Mission Valley site, as construction is now underway."We are very committed to having the new stadium open in the fall of 2022. SAN DIEGO (KGTV) -- California is the worst state for military retirees when it comes to the cost of housing, according to WalletHub. Overall, California ranked 21st on the list of best and worst states for military retirees. The Golden State ranked 9th for quality of life, 3rd for number of VA health facilities per number of veterans and 5th for number of VA benefits-administration facilities per number of veterans. Dragging California down to the 21st spot however, is the cost of living. The state ranked 51st for housing affordability and 49th for percent of veteran-owned businesses. California also ranked 48th for its percentage of homeless veterans and 12th for veteran job opportunities. The report also found that red states are friendlier to military retirees than blue states. 802
