QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. China joined the forum in 2004.The 3000-tonne Marine Patrol 11, China's largest patrol ship, is 114 meters long and equipped with high-speed rescue boats and a helicopter hangar. The helicopters can take off and land on Marine Patrol 11 even when waves reach 6 meters and wind speeds are as high as 11 to 14 meters per second.

BEIJING, June 21 (Xinhua) -- China's National Development and Reform Commission (NDRC), the country's top economic planner, refuted on Monday recent reports online saying China is mulling adjustments of electricity prices, claiming such reports "untrue" .The NDRC said in a statement on its website that recently there were reports online saying the NDRC was studying plans to adjust electricity prices, citing Li Jing, deputy head of the Department of Resource Conservation and Environmental Protection at NDRC. Reports said she has not given the timetable for the plan.The statement further said she never made such remarks to media and the reports were groundless.The NDRC began a rise in the price of electricity for non-residential use by 2.8 fen (0.4 cents) per kwh on average nationwide on November 20 last year, with residential electricity prices unchanged.

CHONGQING, July 19 (Xinhua) -- Rain-triggered landslides in southwest China Monday blocked a river, creating a barrier lake in Chongqing Municipality and forcing the evacuation of more than 12,000 people, flood control authorities said.The landslide blocked the Luojiang River in Chengkou County early Monday, creating a dam holding 15 to 20 million cubic meters of water, said Xing Hua, a Chengkou Water Resources Bureau spokesman.As of 5 a.m. Monday, the barrier lake was five-square-kilometers in area and 18-meters deep, said Xing.Photo taken on July 19, 2010 shows the Ciqikou Town surrounded by flood water of the Jialingjiang River, southwest China's Chongqing Municipality. ZHOUQU, Gansu, Aug. 14 (Xinhua) -- The death toll from the massive mudslide in Zhouqu County, northwest China's Gansu Province, has risen to 1,239 as of 4 p.m. Saturday, with 505 still missing, local disaster relief headquarters said.The county education department said Saturday that primary and middle schools in Zhouqu will start the autumn semester on Aug. 25, ten days later than scheduled.This was because hundreds of homes and one primary school were buried and more schools were damaged or inundated in water. Many school classrooms are also being used as temporary shelters.By Saturday noon, power supply was resumed in 8,375 homes, or 76 percent of all affected in the blackout.Vegetables were on sale for the first time on Saturday, nearly a week after the mudslide buried the only vegetable market in Zhouqu.Local authorities ordered 8,400 kg vegetables from neighboring Longnan City and they were sold Saturday afternoon at the same or even lower prices prior to the disaster.Downpours from Wednesday night to Thursday morning have triggered severe floods and mudslides in Longnan, leaving 33 dead and 63 missing, local government said.A major road into the counties of Chengxian and Huixian in Longnan was reopened Saturday night after being damaged in the floods.More than 500 troops and 26 doctors have arrived in the hardest-hit Chengxian, where at least 20 people were killed and more than 10,000 residents had been relocated, to join in the rescue operations.In Gansu's neighboring province of Sichuan, floods and landslides triggered by heavy rains this week have killed at least 10 people and left another 57 missing.In Wenchuan of Sichuan alone, the epicenter of an 8-magnitude quake in May 2008 that left 87,000 people dead or missing, the floods had left 38 people missing by 3 p.m. Saturday.Some regions in Sichuan received a rainfall of more than 200 millimeters between Thursday and Saturday, prompting water levels in many major local rivers to rise above warning levels.Heavy rains also wrecked the eastern province of Shandong this week, forcing the evacuation of 204,500 people, damaging 547,100 hectares of crops, toppling 15,873 houses and causing a direct economic loss of 2.38 billion yuan (350 million U.S. dollars).China suffers the worst flood in at least a decade this summer. Floods and other rain-triggered disaster had left more than 2,300 people dead and further 1,200 missing nationwide this year.
