KENOSHA, Wisc. — If police spotted the teen reportedly carrying a rifle in Kenosha Tuesday night, they could have stopped him to find out if he was committing a crime before he allegedly killed two protesters and injured a third.Images of people openly carrying guns during protests in Milwaukee and Kenosha this summer may make some people feel uneasy. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. (AP) — Homicide detectives are investigating the death of a man whose burned body was found in a dry lake bed in Southern California.The San Bernardino County Sheriff's Department says a caller Friday reported discovering the man's body in Joshua Tree, which is about 135 miles (217 kilometers) east of Los Angeles. Detectives are working to identify the man and are seeking any witnesses.The sheriff's department announced the investigation Sunday morning. JAMUL, Calif. (KGTV) - A stretch of Highway 94 where a Border Patrol agent died is now dedicated in his name. Jarod Dittman was killed near the 8.5 mile marker on Otay Lakes Road in Jamul in March 2008. He was driving to his assigned patrol route when he rolled over. Dittman had been working with the Border Patrol for one year. On Monday, Dittman’s family and Border Patrol agents mounted two memorial signs. They also gathered at Eastlake Church for prayers and remembrance. “Thank you for never leaving my side,” said Dittman’s widow as she spoke to her late husband’s Border Patrol colleagues. Agent Dittman was 28 years old when he died. He is survived by his wife and daughter. 692

  

Kentucky Gov. Matt Bevin on April 26 signed House Bill 528, which makes Kentucky the first state in the country to establish a blanket presumption "that joint custody and equally shared parenting time is in the best interest of the child" in every divorce case."This should lead to less fighting between parents because we're not pitting parents against parents anymore in a winner-take-all situation," National Parents Organization Kentucky chairman Matt Hale said. "We think that'll lead to less parenting conflict and better outcomes for children."The law includes provisions to disqualify unfit parents based on histories of domestic violence or significant mental health problems as well as physical distance that would make co-parenting impractical.In general, Hale said, the new law will ensure children don't automatically "lose" a parent to divorce and parents' relationships after divorce don't have to become hostile over custody issues."What kid wouldn't want both of their parents in their life?" divorced mother Alexandra Beckman said. "What I have experienced with the children going back and forth has been really good."The law will take effect in June. 1177
